Overview

You have:

• Advanced university degree (Master’s) in development economics, macroeconomics, econometrics, public finance statistics, public policy, or a related field.
• At least five years of accumulated work experience in environmental economics with a focus on macroeconomic modelling.
• Experience working on public policies (e.g. public finance management, budgeting and public investment, fiscal policy reform) is an advantage.
• Professional experience producing economic analysis both at global, national and sectoral levels and providing policy advice to national governments is an advantage.
• Experience of working with governments and the UN system on the theme of Green Economy and sustainable development is an advantage.
• Experience of system dynamics based models is an advantage.
• Proven communication and writing skills in English; French or Spanish considered an advantage.

Result of Service

The ultimate result of the service is strengthened regional macroeconomic modelling under the PAGE country programmes in Senegal and South Africa and PAGE's global regional macroeconomic modelling workstream, providing robust analytical evidence to support evidence-based policy design and decision-making by national governments and regional institutions.

Duties and Responsibilities

UNEP is the voice for the environment within the United Nations system. UNEP acts as a catalyst, advocate, educator and facilitator to promote the wise use of the global environment and sustainable development. The Industry and Economy Division at UNEP plays a leading role in the Green Economy Initiative which aims to shift national economies on to a sustainable path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services. In this context, the Partnership for Action on Green Economy (PAGE) brings together the specialized expertise of five United Nations agencies: the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the International Labour Organization (ILO), the United Nations Industrial Development Organization (UNIDO), and the United Nations Institute for Training and Research (UNITAR). PAGE supports countries in advancing inclusive green economy transitions and sustainable economic transformation, including through green recovery efforts. The Partnership delivers a coordinated and cost-effective package of support comprising: (i) economic and scientific analytical tools; (ii) technical assistance for policy development; and (iii) capacity-building services for policy implementation. Within UNEP, the Economic and Fiscal Policy Unit (EFPU) plays a leading role in delivering PAGE's macroeconomic analysis and policy support. EFPU assists partner countries by undertaking Green Economy Policy Assessments and applying macroeconomic and green economy models to inform evidence-based policymaking at national and regional levels. Under the current PAGE programme, EFPU supports the Governments of Senegal and South Africa, as well as regional partners, through macroeconomic modelling and related analytical work. EFPU is part of the Finance and Economic Branch within UNEP's Industry and Economy Division. The Branch promotes sustainable development by examining the interactions between economics, finance and the environment. Working with governments, UN agencies, academic institutions, the private sector and other partners, it develops analytical studies and policy tools that support the transition to inclusive green economies and contribute to the achievement of the Sustainable Development Goals (SDGs). This consultancy will be hosted by EFPU and will provide technical expertise to support regional macroeconomic modelling activities under the PAGE Senegal programme and PAGE's global work on regional macroeconomic modelling. The consultant will contribute to model development and application, prepare analytical and knowledge products, and respond to technical requests from governments and regional partners. Given the increasing demand for this work and the limited in-house capacity, UNEP seeks to engage a consultant with specialized expertise in regional macroeconomic modelling. Specific Tasks and Responsibilities 1. Provide Technical Review and Quality Assurance Support for Analytical Products •Review draft analytical reports, modelling outputs, policy documents, and technical deliverables prepared by implementing partners. •Provide consolidated technical and editorial feedback, including recommendations to strengthen methodological approaches, data quality, analytical coherence, and alignment with relevant policy frameworks and UNEP/PAGE methodologies. •Support UNEP’s technical review and acceptance processes by identifying key areas requiring clarification, improvement, or further validation. 2. Provide Technical Backstopping to Modelling and Evidence-Based Analysis Activities •Provide technical advice and analytical inputs to support modelling activities, including review of methodologies, assumptions, data sources, and modelling applications. •Review updates and outputs from modelling activities, including the Senegal model update and regional circular economy modelling initiatives, to ensure technical consistency and relevance. •Provide recommendations to improve the usability and policy relevance of modelling results for decision-making processes. 3. Support Stakeholder Engagement and Validation Processes •Provide technical support for the organisation and preparation of stakeholder validation workshops and roundtable social dialogues. •Contribute to the preparation of workshop objectives, agendas, stakeholder mapping, and discussion materials. •Document stakeholder feedback, key messages, areas of agreement, and recommendations emerging from validation processes to support refinement of technical outputs. 4. Provide Advisory Support on Just Transition and Circular Economy Policy Applications •Provide technical inputs on the development and review of sectoral and thematic policies, strategies, programmes, and plans related to just transition and circular economy approaches. •Assess the alignment of proposed recommendations with national policy priorities, institutional contexts, and relevant international frameworks. •Provide advisory recommendations to strengthen the practical applicability and policy relevance of technical outputs. 5. Support Knowledge Management and Dissemination of Good Practices •Identify and document lessons learned, good practices, and methodological approaches emerging from country-level modelling and policy support activities. •Contribute technical inputs to knowledge products, guidance documents, and analytical publications, including regional learning materials. •Provide ad-hoc technical advice and inputs on modelling, socio-economic analysis, financing, and policy-related questions across relevant activities. Expected Duration -15 August 2026 – 14 March 2027 (7-months -part time-80%.)
