ECA KIP preparation in Armenia - legal expert

Result of Service Incorporation of legislative and policy measures relevant for the HFC phase-down and related to control of imports / exports and trade in HFCs, performance and safety standards in the RAC sector, and energy-efficiency measures, into the country's KIP, based on thorough assessments and informed decisions taken in consultation with key stakeholders and relevant Government bodies. Availability of updated / new draft legislation concerning imports / exports and trade of HFCs and the HFC of quota system for future adoption, raised awareness and support by key stakeholders, recommendations on how to enhance energy-efficiency of equipment through legal and policy measures.

Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting a project to prepare Armenia's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of the KIP stage I proposal to achieve 10% reduction of the country's HFC consumptions below the baseline in 2029.

The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.

DUTIES AND RESPONSIBILITIES

Review the legislative, policy and institutional framework relevant for the HFC phase-down and compliance with the Kigali Amendment provisions, identify gaps and needs for new or updated legislation and policies, and draft legal text as needed Update existing legislation, policies and regulations required to regulate imports / exports and trade of HFCs and to introduce the HFC of quota system Arrange, support, and participate in stakeholder consultations and workshops to review the relevant legislative, policy and institutional framework, to discuss and finalize strategy elements related to legislation and policies for inclusion in the KIP and to obtain stakeholder endorsement and support Support the review of national regulations, policies and standards related to the RAC sector, the review of international standards on equipment performance and safe handling of alternative equipment, and the review of existing energy-efficiency measures or initiatives in terms of legal aspects and advise on options to improve or to adopt such regulations, policies, standards, measures or initiatives at national level Recommend strategy elements and legislative / policy measures to be incorporated into KIP stage I Submit short and concise monthly activity reports documenting activities accomplished including outcomes, challenges, conclusions, and recommendations to the coordinator and national Montreal Protocol Officer Cooperate, coordinate, and consult with relevant representatives of Government, industry, academia and civil society and in particular with members if the KIP team including international and national experts, the Montreal Protocol Officer and UNEP OzonAction Provide other support necessary for the effective implementation of activities and meeting the overall project objectives.

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Ready to work under tight deadlines, to integrate quickly within a team and to show personal initiative Ability to analyse and draft legislation, write reports, formulate recommendations, deliver presentations, explain complex subjects, convince stakeholders and conduct meetings. Academic Qualifications: University degree in environmental law or related areas or equivalent work experience Experience: At least 5 years of relevant experience in reviewing and drafting legislation and policies related to environmental treaties or similar Extensive knowledge of the legislative, policy and institutional framework in the country Knowledge of Montreal Protocol-related legislation and policies is an asset. Language: Fluent written/spoken communication skills in English and Armenian language. Working knowledge of Russian is desirable.
