Duties and Responsibilities The Compliance Assistance Programme (CAP) operating under the United Nations Environment Programme (UNEP) in the Europe and Central Asia (ECA) region is providing policy and technical support to the ECA network countries to help them complying with the provisions of the Montreal Protocol for the phase out of ozone depleting substances (ODS) and phase-down of global warming hydrofluorocarbons (HFCs).

As part of CAP 2023, the Executive Committee (ExCom) of the Multilateral Fund for the Implementation of the Montreal Protocol approved the post of Programme Officer (50%) to support the ECA team starting in 2022. As the recruitment process takes time, an individual contractor shall be engaged in 2023 to support project management, network activities and programme management in the ECA region.

Under the supervision of the Coordinator of the ECA network, the individual contractor will support project management including the preparation of project proposals, implementation, monitoring and reporting and project closure, network activities including liaising with the network countries, query response, meeting preparation and facilitation, and programme management including input for work planning, business planning, progress reporting and supporting the recruitment process.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven years of progressively responsible experience in project or programme management, administration or related area, related to Montreal Protocol implementation.

Languages Fluency in English (both oral and written) is required; knowledge of Russian is an advantage.
