Overview

Manage the ECA Fellowship Programme by developing and implementing strategic plans.

You have:

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area, is required.
  • Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of another UN official language is an advantage.
  • Advanced university degree (Master’s degree or equivalent) in business administration, management, public administration, economics, political science, social sciences or a related field is required.
  • A first-level university degree (Bachelor’s or equivalent) in the specified fields with two additional years of experience may be accepted in lieu of the advanced university degree.
  • A PhD in relevant field would be an advantage.

Result of Service - Preparation of strategic programme plan, Annual Business Plan and monitoring and periodic progress reports on the Fellowship - Preparation and finalization of the research reports of the fellows and organization of seminars to present their research findings - Identification of follow up programmes/projects and related issues with innovative approaches to advance the Fellowship Programme - Technical recruitment and onboarding of fellows facilitated; - Evaluation of the fellowship programme and follow-up on the evaluation findings and recommendations in improving the programme; - Well prepared budgets, and financial reports of projects and activities of the Fellowship programme - Strategic partnership foisted on the Fellowship; - Prepared project proposals for funding - Well prepared background papers, reports, studies, and inputs related to the fellowship - Meetings, workshops, seminars and conferences organized and serviced - Administrative tasks accomplished on the fellowship

Duties and Responsibilities As a foremost knowledge policy institution in Africa, ECA has an established a Fellowship Programme embedded within its work programme to engage bright young Africans for skills and capacity development, training and mentorship. The Fellowship Programme aims to provide practical, on-the-job experience to young professionals in their early and middle career in the academy, public sector or international development by providing them exposure and learning in a multicultural environment of the UN and contribute to the work of ECA. It will also provide the fellows with the opportunity to familiarize with the Commission's broad programmes and services to member States and sub-regional bodies in addressing economic and social dimensions of Africa's development priorities. Ultimately, the programme is expected to improve theskills, capacity and intellectual ability of the fellows.

In this regard, the joint management team comprising the Strategic Planning, Oversights & Results Division (SPORD) and the Division of Administration (DOA) seeks the services of a Programme Manager- Consultant to provide technical support to ensure optimal performance of the Fellowship Programme, which is guided by ECA’s five strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace, security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

The position is located in Addis Ababa at the Headquarters of the Economic Commission for Africa and the Programme Manager will report to the Director, SPORD.

Duties and Responsibilities: Within delegated authority, the ECA Fellowship Programme Management Consultant will be responsible for the following duties: - Act as the technical programme/project focal point of the Fellowship Programme. - Develop, and implement the Fellowship programme and related technical aspects including the strategic planning and programme plan and implementation of the fellowship; - Provide administrative support to the fellowship programme including on-boarding of fellows, deployment, remuneration, and other administrative issues as may be necessary.

  • Prepare relevant fellowship programme documents and plans in service of the operations of the fellowship and maintain an archive of such documents for easy accessibility;
  • Monitor, analyze and evaluate the Fellowship Programme development and implementation at all stages, including the analysis of implementation challenges and initiating remedial actions to be taken;
  • Provide periodic progress reports on the Fellowship Programme and its implementation;
  • Liaise with relevant partners and stakeholders on the fellowship including Universities, research institutions and knowledge centers in Africa and across the World.
  • Liaise with relevant offices of the Commission; identifies and tracks follow-up actions to ensure the Fellows are supported to carry out their research deliverables.
  • Review, prepares and provides inputs to relevant documents and reports related to the Fellowship programme.
  • Organise and facilitate seminars, conferences and workshops for the fellows;
  • Ensure the smooth day to day running of the fellowship;
  • Conduct research and analysis and present information gathered from diverse sources as may be required;
  • Make presentations to relevant stakeholders on the fellowship programme;
  • Undertake survey initiatives as may be needed, design data collection tools; reviews, analyze and interpret responses, identify problems/issues and prepare conclusions related to the fellowship.
  • Identify resource needs and participates in the development of resource mobilization strategy as may be required for the fellowship
  • Perform any other tasks or responsibilities that may be assigned on the fellowship programme and in improving its performance.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in business administration, management, public administration, economics, political science, social sciences or a related field is required. A first-level university degree (Bachelor’s or equivalent) in the specified fields with two additional years of experience may be accepted in lieu of the advance university degree. A PhD in relevant field would be an advantage.
