The consultancy will be office-based. The Consultant will work under the terms and conditions as provided by UNICEF’s regulations governing consultants. All materials and information collected will be the property of UNICEF and will not be used by the consultants for any other purposes without the express authority of UNICEF. Health insurance is mandatory, at the expense of the consultant.

The purpose of this role is to facilitate UNICEF Mongolia’s coordination support to effective implementation of Primary Health Care Integration and Prevention and Reduction of Child Rheumatic Disease (PCRD) project through active engagement with Project Advisory Committee, Technical Working Group (TWG) that consist of various stakeholders and subject matter experts; Technical roles include supports to integration and implementation of primary health care and Early Screening Program; all promotion works of healthy lifestyle (behaviour change, practice, and knowledge) among children, adolescents, parents, teachers and PHC providers; and create enabling environment (policy, strategy, coordination, planning, monitoring), as well as supply (resources and human capacity and equipment).

Within the delegated authority and under the given organizational set-up, the Early Screening consultant will be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. Summary of the key functions, accountabilities and related tasks include the following:

  • Coordinate Project Advisory Committee (PAC) and Technical Working Group (TWG) meetings and conduct all PCRD related trainings. Assist with implementation strategy of screening program including technical oversight, the documentation of challenges and resolutions.
  • Technical support and advice to design, develop and deploy appropriate solutions on prevention of child rheumatic heart disease. Close work with WASH and Communications team and provide technical support and advice on healthy lifestyle campaigns including dental and hand hygiene for kindergarten and school children, adolescent, parents, and community.
  • Coordinate nation-wide screening of school aged children for streptococcus infection (planning, training of health workers to do the testing and upload data to dedicated database linked to the existing Nation E- Health system); and integration of PHC strengthening and National health screening program
  • The consultant will also be asked to support on child cardiac disease multi steps risk and prevalence, procurement study on lab tests, probes of echocardiogram, and drug and consumables.
  • Monitor, report, document, and disseminate processes and lessons learned to develop PHC integration and early screening program of child acquired and congenital heart disease and implementation plans.
  • Formulate and conduct capacity building strategies and activities to drive continuous policy and programme improvements through transfer of skills, training, webinars and facilitation of cross -fertilization or south-south learnings.

As per UNICEF policy, payment is made against approved deliverables. Monthly payment will be allowed.

Assignment 1: Integration into Early Screening Program

  • Revise Diagnostic standard guidelines for CHD screening and its referral regulation
  • Revise treatment guidelines for pharyngitis and rheumatism in children
  • Advocate universal access for pregnant mothers to essential vitamins and minerals, and sustainable financing solutions for heart rheumatism and chronic pharyngitis treatment – including the state budget or social health insurance system
  • Train health professionals (cardiologists and pediatricians) on early screening of CHD and the using cardiac ultrasound at the National center of maternal child health, National Cardiac Centre project (3th hospital) and national center of mother newborn women and provincial health centers on the identification of Pharyngitis and rheumatism and cardiovascular diseases
  • Train non-health professionals (kindergarden/schoolteachers, parents and admin/cleaning staff)

Expected deliverable 1:

  • Integration of PHC and Early screening coverage report (Database based) including approved diagnostic and treatment standard, guidelines, orders
  • Training reports of health and non-health professionals
  • Documentations of PAC and TWG notes.
  • Multi steps risk and prevalence survey report

Assignment 2: Nationwide healthy lifestyle campaign including dental and hand hygiene

  • Promote of Healthy lifestyle and hygiene among households through a nationwide mass media campaign
  • Promote nationwide hand hygiene campaign in health care facilities, schools, kindergartens, public places and advocate for essential hygiene material in national budget
  • Promote nation-wide strep. infection screening of school aged children

Expected deliverable 2:

  • SBCC campaign reports including flyers, posters, video contents, TV spots etc.,

To qualify as an advocate for every child you will have…

Minimum qualifications required:

  • Bachelor’s degree in medical science or post graduate education in Public Health/Health Care Management/Hospital Management, epidemiology or any other health-related education complemented with qualifications or training in health-related fields

Desirable:

  • Specialized in pediatrics or cardiology

Relevant working experience:

Essential:

  • A minimum of 3 years working experience in health project management at national or global level.

Desirable:

  • Working experience in communication and Behavior Change Communication
  • Knowledge of or experience working with international organizations
  • At least 2 years of relevant professional experience working in the government agency at national level.
  • English language requirements: Read-Write-Speak at Expert-level

Knowledge/expertise/ skills required:

  • Understanding about evaluation tools, designs and methods, high level of responsibility, strong documentation, interpersonal and presentation skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
