Job Description

Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

- The ECD Training Officer supervises the provision of direct technical support to the facilitators and technical committees in the entity of Women and the Entity of Municipalities, in addition to providing technical support and training to the IRC partners. Also, the training officer will contribute to the development of content with the Co-technical committee with the Entity of Education, and then participate in providing training in the field of school readiness and kindergarten.

Responsibilities:

- Collaborate with ECD team members to conduct training needs assessment for ECD partners and ECD scaling partners and draft a training needs report with the outcomes and recommendations. - Formulate a structured training plan per the outcomes of TNA including frequency and topics supporting ECD scaling pathway. - Conduct training activities in line with training plan for the for ECD partners and ECD scaling partners (facilitators and technical committees). - Contribute to the content development of school readiness and Kinder Garden content as a member of the technical committee. - Deliver trainings on Ahlan Simsim Families sessions and Ahlan Simsim Friends Activities including the training on facilitation skills and ECD standard skills for ECD facilitators. - Deliver TOT training on School readiness and Kinder Garden program for the Trainers and then to the teachers and educators. - Support in the deliverance of structured information sessions on child safeguarding, protection referral pathway, stress management, Gender equality and inclusion and others in response to needs identified at the field level. - Conduct regular site visits for mentoring and coaching to ensure quality of ECD activities in term of Caregiver sessions and activities for children from 3-8 years. - Submit training reports including the purpose of the training, the detailed information of the participants, the outcomes, the recommendation and pre-post test results and the training evaluation results. - Submit weekly progress reports to direct line manager; contribute to monthly and Bi-Annual reports per project needs. - Submit successful stories per the ECD successful stories standards taking into consideration the procedures and consents needed. - Collaborate with the ECD Senior Program Manager, ECD Senior Partnership and Scaling officer and ECD Technical & Capacity Building Manager to share lessons learned and harmonize work approaches and standard processes across governorates and teams. - Work closely with the ECD Technical & Capacity Building Manager and ECD Senior Partnership and Scaling Officer to make sure the technical quality of the implementation through IRC, partners, and scaling pathways. - Contribute to data reporting and analysis to determine training outcomes. - Work with the ECD Senior Program Manager, ECD Senior Partnership and Scaling Officer and ECD Technical & Capacity Building Manager and monitoring and evaluation staff to analyze the feedback of the trainees and draft recommendations for follow up. - Work closely with the ECD Information Management officer to make sure the data is accurate and submitted in time. - Contribute in the KIIs with the stakeholders and community leaders if needed. - Other duties assigned by line manager.

Staff Performance Management, Learning & Development

Qualifications

- Education, kindergarten, social work, Psychological Counseling; Social Counseling or other any related field. - 2-4 years of prior experience working in ECD, education or child protection sector. - Professional Experience in TOT skills, Experience working with NGO or INGO preferred in term of providing trainings, and support in capacity building plan. - Experience in monitoring, report writing and basic analysis of ECD data. - Fluency in Arabic local language and Fluency in Kurdish local language, advanced English language skills preferred - Strong computer skills and familiarity with computer software packages (MS Word, Excel, Outlook, etc.). - Effective communication skills. - The ability to maintain confidentiality and respect for trainees and IRC colleagues at all times is crucial. - The ability to lead, train, supervise and facilitate. - Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and able to coordinate multiple tasks and maintain attention to detail. - The ability to work as a member of a team is essential. - The ability to communicate in local language and English will be an asset. - The ability to travel and accommodate in other locations as long as the training period. - Applicants should not be having another Job if they got selected by IRC.

Language/Travel:

- Fluency in local Arabic and Kurdish, advanced English language skills preferred. - The ability to travel and reside in other locations throughout the training period; Derek 30%, Roving to Jawadyeah, Tarbaspyeah, Al Qamishli, Al Hasakah and Al Raqqa with 70%

Key Working Relationships:

- Position Reports to: ECD Technical and Capacity Building Manager - Position directly supervises: ECD Coordinator, ECD Senior Manager. - Indirect Reporting (If applicable): Key Internal Contacts: ECD IMO, ECD admin officer, ECD senior scaling and partnership officer. - Key External Contacts: Working with the Co-technical committee with the EOE.
