IFC’s Asia and Pacific Regional Communications team is looking for an Extended Communications Consultant (ETC) with the task of leading communications for the organization in Sri Lanka and the Maldives and also supporting on social media outreach across the South Asia region, along with an ability to support other countries as needed.

The Regional Communications Unit coordinates the communications network across the regions where IFC operates. The network’s objectives include supporting IFC’s operations, strengthening IFC’s brand and communicating its development impact to internal and external clients to demonstrate that IFC is the premier development institution focused on the private sector. It promotes IFC’s thought leadership and a better understanding of the key role of private sector in development, as well as managing reputational risks around IFC’s investments and policies.

The Extended Communications Consultant position will be based in Colombo, Sri Lanka and reports to the Asia and Pacific Communications Head for low income and fragile states and will work very closely with the Asia and Pacific communications team as well as management and operational teams responsible for Sri Lanka and the Maldives.

Role and Responsibilities:

This is a position requiring an experienced communications professional with the ability to design, execute and evaluate the impact of communications strategies, activities, and campaigns in support of IFC’s work across the countries, with a clear ability to devise compelling narratives on the development impact of IFC’s operations. The Extended Term Consultant will articulate compelling narratives on IFC’s work in Sri Lanka and the Maldives by working closely with IFC investment and advisory teams, regional strategists and economists, as well as with clients in the private and public sector. He/she will engage early in the project cycle with country officers and investment and advisory teams, and update and provide guidance to the regional management and other operational staff/management on communications and risk management issues, including the development of communications materials to help mitigate risk. He/she will contribute to campaigns and content initiatives, develop productive relations with key media and other stakeholders, and manage digital communications.

Specific work areas include the following:

• Strategy: Help execute and further develop the Sri Lanka and the Maldives communications strategy and activities, including social media across the region, to promote effective communications with external and internal audiences focused on IFC’s role and impact in the two countries and the wider region. He/she will also be responsible for designing, executing, and monitoring/evaluating the impact of communications strategies, activities, and campaigns in support of IFC’s work in the countries, as well other countries in Asia, as needed. • Business Development: Use a variety of tools, techniques, and resources to support business development and to strengthen IFC’s brand, including media releases, media pitching, website development, a variety of social media, promotional materials and thought leadership content. • Risk Management: Work closely with the other communications team members and country operational teams to identify and mitigate reputational risks, enhance stakeholder engagement efforts, and clearly communicate the long-term development impact and IFC’s value-add in high profile project. Work will involve keeping regional (and global management as needed) informed of risks and potential mitigation activities, as well as advising on specific interventions and actions to help mitigate reputational risks. The extended term consultant will also be required to provide regular (and as needed) political economy updates and analysis for the relevant countries, with the focus on current events, public opinion, social or political issues, and other developments. • Media and Other Relations: Cultivate relationships with a range of key journalists with the aim of promoting newsworthy content and narratives in local, regional, international publications and internal and external digital platforms, including social media. The task involves initiating and ensuring effective personal relationships with the media, along with representatives from key constituencies including civil society, academia, businesses, government agencies, influencers, World Bank colleagues as well as others. • Social Media: Work closely with IFC’s social media communications officer at the regional to raise IFC’s profile in countries with demonstrated metrics; and also work with IFC’s social media communications officer for Asia and the Pacific to undertake a systemic process of social media training. • Products: Write, edit and help disseminate both routine and complex communication products (e.g., impact stories, web features, news releases, op-eds, talking points, briefing materials, online and social media content, speeches, etc.) about IFC operations and support the campaigns and storytelling work, as well as internal engagement. Work with industry and operational experts to edit and refine talking points as needed. Oversee the development of videos for internal and external use according to IFC guidelines and protocols. And oversee gathering of photographic material for outreach. • Technical and advisory support: Monitor and advise IFC teams on trends, news, or changing/unexpected circumstances that may impact IFC and its work and help determine strategic responses. Provide communication support to IFC teams and clients.

Selection Criteria

• Master’s degree in Communications, Journalism, Political Science, International Relations, Public Affairs, Marketing, Business/Finance with 5+ years’ experience in corporate communications, international relations, public affairs, political science, or other related field, or equivalent combination of education and experience. In addition, a degree in Business Administration and/or working experience in Investment Operations will be valued. • Proven ability to implement communications strategies, campaigns, or programs. • Self-motivated, creative, excellent organizational skills, proven ability to perform multiple tasks, and ability to work with both internal and external constituencies. • Exceptional ability to write, communicate, operate under pressure and tight deadlines with accuracy and professionalism. • A strong media contacts book. • Strong multi-media skills. • Excellent working knowledge of digital media, including social media platforms and processes, with experience in creating and sharing digital content. • Knowledge of national trends demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and cultivate effective, productive client relationships/partnerships. • Excellent interpersonal skills with a willingness to work in a team environment. • Excellent English writing and editing skills; fluency in Sinhalese desired. • Operational experience in Sri Lanka and/or countries in Asia region and knowledge of private sector development. • Understanding of multilateral development institutions, including the World Bank Group, its policies and operations; understanding of current development topics and issues.
