Background

Climate change poses an acute threat to global development and will particularly impact the poorest and most vulnerable. By 2030, climate impacts could push an additional 100 million people into poverty. Responding to client countries’ demand and recognizing that climate change is a threat to its core mission, the World Bank Group (WBG) adopted the Climate Change Action Plan 2016-2020 (2016), the 2025 Targets to Step Up Climate Action (2018) and the Action Plan on Climate Change and Resilience (2018) to create a framework that demonstrates how the WBG intends to address challenges and opportunities of a changing climate. Since the WBG launched its Climate Change Action Plan (CCAP) in 2016, it has made significant progress in mainstreaming climate change into its operations and policy dialogue. In 2021 the World Bank adopted the Climate Change Action Plan 2021–2025, an even more ambitions climate action strategy which advances the climate change aspects of the WBG’s Green, Resilient, and Inclusive Development (GRID) approach to poverty eradication and shared prosperity with a sustainability lens. Per CCAP, starting with FY24 all World Bank operations are required to be aligned with the goals of the Paris Agreement.

Climate action is getting an increasing priority across Europe and Central Asia (ECA) region. Most countries have ratified the Paris Agreement and are implementing and updating their national mitigation and adaptation strategies. European Union’s strong leadership on climate action and environmental sustainability, embedded in the European Green Deal, has elevated this agenda to a high priority across many ECA countries. To deliver the WBG’s ambitious climate mainstreaming agenda as per ECA Roadmap 2021-2025, and help countries systematically manage climate risks and pursue their mitigation goals at every phase of policy planning, investment design, implementation and evaluation, it is crucial that WB’s regional teams have the tools to integrate climate change mainstreaming into their projects.

Achieving the ambitious targets set by the WBG’s global direction on climate action in ECA region requires Design for Climate (D4C), a structured, targeted, pro-active and managed engagement across several fronts that aims at incorporating climate consideration broader and deeper in World Bank operations. The Design for Climate team, hosted at the ECA Environment, Natural Resources and Blue Economy Global Practice (SCAEN), is providing D4C support to project teams from all Global Practices in ECA to address WBG climate corporate commitments and mainstream climate considerations in their operations. The SCAEN climate team is hiring an Analyst to contribute to D4C tasks in line with strategic objectives of the WBG and the ENB GP in ECA.

Duties and Accountabilities

The ENB Unit in the ECA Sustainable Development Department (SCAEN) is seeking to recruit an ETC (at GE grade), Analyst. Working in close collaboration with colleagues in the Unit (a team of over 40 staff, more than half of which are based in various ECA countries), the Analyst’s responsibilities will be to support a growing climate agenda program of Design4Climate (D4C) team in ECA and some other SCAEN activities, particularly in the area of integrating climate considerations in ECA operations. He/she will work under the guidance and mentoring of senior environmental specialists in the Unit, working closely with the D4C team leader based in Vienna and other members of the team.

The Analyst/ETC will undertake some of the following activities as agreed with Practice Manager:

• Embedded in project task team from different Global Practices, the Analyst will provide active support to project task teams to meet all relevant WBG’s Corporate Climate Commitments (CCCs) in their projects in different ECA countries and sub-regions. Special attention is given to maximizing Climate Co-benefits (CCBs) and addressing Paris Alignment commitment.

• In addition to internal requirements regarding CCCs, he/she will ensure the operations are climate informed and the activities that can contribute to climate change mitigation and adaptation in the country-specific context are included in the project design. Notably, when applicable, the Analyst will actively contribute to client country dialogue, ensuring it is climate-informed in support of WB’s efforts on fostering climate action in client countries (as per CCAP).

• As a member of D4C team and on behalf of ECA DE he/she will conduct reviews of projects at milestones (PCN review meeting and Decision Meeting) on Climate Corporate Commitments and provide written comments to the Chair. In specific cases the Analyst will play the ADM role to advise the Chair if the project meets the requirements for Paris Alignment corporate commitment.

• As a member of the D4C core team, the Analyst will lead the administration of D4C infrastructure – develop and maintain relevant products, webpage, Paris Alignment and climate finance databases, portfolio overviews and CCB projections for reporting to RLT, etc.

• As part of D4C team, help in preparing and delivering trainings and webinars for staff and clients, and contribute to maintaining D4C webpage and disseminating knowledge products. This includes support with preparing materials for trainings on CCCs, as well as contributing to creating knowledge products for D4C (country and regional climate and environment snapshots, mitigation and adaptation operationalization reports for SD, etc.) and written reports, also involving independent research.

• Conduct other necessary tasks for the implementation of the Design for Climate as requested, which includes work on projects with ENB that are related to climate action and green growth, and other topics within ENB agenda in ECA client countries.

Selection Criteria

- Master’s degree or higher in climate change, environmental or natural science/management, climate/environmental policy, energy, agriculture, geography, development studies, engineering, economics, or other relevant disciplines - Deep knowledge and experience with WBG’s Climate Corporate Commitments, particularly with Paris Alignment and Climate Co-benefits, and with incorporating climate action in projects of different GPs to increase CCBs (previous relevant experience within the WBG on this agenda, particularly in ECA context, preferred) - Deep knowledge of multiple aspects of green and climate finance, and familiarity with climate change and environmental agenda, global as well as of the World Bank (WBG CCAP and relevant strategies), as well as with country-specific climate action contexts and priorities in ECA client countries - Excellent writing and communications skills in English, ability to communicate ideas clearly, articulate issues and recommend solutions, analytical skills with ability to analyze and synthesize diverse qualitative and quantitative data and information - Ability to manage and follow up on multiple work-streams simultaneously, and work in a team with minimal supervision and remotely from own home office - Ability to deliver in a dynamic environment with tight deadlines, multiple demands and quick turnaround of outputs
