The Governance Global Practice supports client countries to build capable, efficient, open, inclusive, and accountable institutions. The GGP has the following business-lines and cross-cutting areas of focus:

- Anticorruption, Openness and Transparency - Fiduciary Assurance - Digital Government - Public Financial Management - Public Institutions - State-Owned Enterprise/Corporate Governance - Subnational/Decentralization - Tax Administration

The GGP engagements range from diagnostics, technical assistance, and advisory services; learning, innovation and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and reporting. An important part of its responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing.

Governance Ukraine Program

The Governance Practice has a long-standing engagement with the Government of Ukraine. On-going Governance operations, analytical and advisory work includes:

- PEACE. The Public Expenditures for Administrative Capacity Endurance (PEACE) program finances Government core services and social payments, reimbursing salaries of eligible public sector employees, pensions and social assistance. The Governance team facilitates resource mobilization and fiduciary assurance for program implementation. - SURGE. The Supporting Reconstruction through Smart Fiscal Governance (SURGE) operation currently in preparation seeks to strengthen Ukraine’s capacity to finance and implement post-war reconstruction. The project will provide results-based financing to support institutional reforms in public investment management, revenue mobilization, public financial management, and inter-governmental fiscal relations. - Public Investment Management. The Governance team supports the implementation of the PIM Roadmap, translating the high-level reform strategy into an Action Plan and follow-up assistance for key stakeholders to support implementation. - Revenue Administration. The Governance team provides analytical and advisory services to support the identification of revenue enhancing reforms and implementation of the recently approved National Revenue Strategy. - Civil Service. The Governance team supports the National Agency for the Civil Service in the implementation and progressive rollout of an integrated Human Resource Management Information System. - Anti-Corruption. The Governance team provides analytical and advisory services to support Ukraine’s key integrity, corruption prevention, and enforcement institutions.

The Governance Practice operates as part of the Economics, Finance, and Institutions Practice Group contributing the design, preparation, and implementation of operations, analytical and advisory work led by other practices. Many of the Governance Practice’s activities in Ukraine are co-financed by Ukraine’s development partners.

Duties and Accountabilities

The E T Consultant (ETC) will report to the Governance Practice Manager working as part of the World Bank Country Management Unit team based in the Kyiv country office and the ECA region Governance team. The ETC will:

- Serve as the Governance Practice’s contact point for engagement with Government counterparts, civil society, and development partners. - Support and contribute to Governance operations as a technical specialist and team member, progressively taking on leadership roles. - Identify and develop Governance business opportunities and help mobilize financing for Governance activities. - Coordinate the development and implementation of the Governance program with internal and external stakeholders. - Monitor and advise the Governance team about developments that may impact the Governance program. - Contribute to briefing materials, country program products, and other on-demand outputs. - Attend country team meetings representing the Governance Practice.

Selection Criteria

A highly motivated and passionate ETC with:

- A Master’s degree in a relevant field such as economics, public policy, public administration. - At least 5 years of relevant professional experience. - Strong technical skills in at least one of the Governance Practice’s business lines, with the ability to work across the governance agenda. - Experience working in the Ukrainian public sector, with a good understanding of public administration, planning, and public financial management systems and practices. - Demonstrated ability to take a strategic view of the governance agenda and work with clients to define problems and identify practical solutions. - Strong client orientation, interpersonal, and communication skills. - Proficiency in English and Ukrainian is required.
