Summary

The Development Impact department (DIME) is part of the World Bank's Development Economics Vice-Presidency. DIME's purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and to develop institutional capacity and motivation for evidence based policy. DIME aims to overcome the challenge to identify true cause-and-effect relations in policy programs. By linking researchers to policymakers and feeding results back into policies, DIME fosters systematic use of evidence, which informs adoption, mid-course corrections, and scale-up of policies. Through workshops and clinics with operational staff and government clients, joint research teams, active field coordination, as well as research products such as seminars, papers, and policy briefs, DIME builds capacity while forming a wider community of practice. DIME accompanies impact evaluations during their entire life-cycle. It starts with assessing demand, identifying research questions, as well as supporting project implementation, high quality data collection, analysis, and dissemination of results.

Using large language models and a comprehensive dataset of impact evaluation research studies, DIME is developing a generative AI assistant to enhance the accessibility of causal evidence from development economics for researchers, policy makers, and development organizations. Central to our system is an economics-specific language model fine-tuned with human-annotated datasets, which will help us create a knowledge graph of impact evaluation research. Once operational, users will be able to effortlessly engage with this rich repository of knowledge through a user-friendly web interface and API powered by generative AI, making informed decisions more achievable than ever before. DIME is looking for and ETC – Data Production Adoption and Growth with a background in Economics research to coordinate product dissemination and partner outreach and assist the team of Data Scientists with data wrangling and data engineering tasks.

DIME seeks to recruit a highly skilled ETC – Data Production Adoption and Growth with a solid background in Economics to coordinate product dissemination and partner outreach, a critical component for end-user adoption of the generative AI assistant. The candidate will plan and carry out product dissemination strategies, manage relations with internal and external outreach stakeholders, partner with the project’s technical leads to align the project’s technical development with outreach strategies, and assist the project’s Data Scientist to with data wrangling and data engineering tasks. The candidate should be a highly motivated person with a solid background in Economics research and understanding of ML, NLP and AI. The candidate will receive feedback and guidance from the DIME team and they will work independently applying their knowledge and creativity for the completion of these tasks.

Role & Responsibilities:

The ETC – Data Production Adoption and Growth will have the following responsibilities:

1. Devise and execute product dissemination and adoption strategies in close coordination with DIME’s communications team and the project TTL.

2. Coordinate outreach with internal and external stakeholders including donors, data providers, external development stakeholders, and other WB departments.

3. Partner with the team’s TTL and Data Scientists to align the project’s technical development with product dissemination and outreach strategies.

4. Provide feedback to the frontend and backend development of the website, based on the candidate’s own experience in impact evaluation and policy research dissemination.

5. Assist the project Data Scientists in data wrangling and data engineering tasks.

6. Assist the project TTL in project management tasks.

Selection Criteria

• A Masters degree in Economics, Public Policy, Computer Science, or related field.

• A minimum of three years of experience in Development economics research or impact evaluation.

• Advanced skills in Python and proven experience in data wrangling and web scraping.

• Superior written and oral communications skills in English is essential.

• Interpersonal skills: Motivated, self-starter, able to perform work with little supervision.

• Proven ability and willingness to work as part of a team in a collaborative multicultural environment.

• Familiarity with Machine Learning, NLP, and AI will be considered a strong plus.

• A minimum of three years of experience in Development economics research or impact evaluation.

• Superior written and oral communications skills in English is essential.
