Background

DIME is a Department of the World Bank's Development Economics Vice Presidency. DIME's purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and to develop institutional capacity and motivation for evidence-based policy. DIME’s work focuses on three areas:

Evaluating programs at scale to answer policy-relevant questions

Building capacity to strengthen country institutions for evidence-based policymaking

Building theory on mechanisms in strategic development areas based on high-quality evidence.

DIME aims to overcome the challenge of identifying true cause-and-effect relations in policy programs. By linking researchers to policymakers and feeding results back into policies, DIME fosters systematic use of evidence, which informs adoption, mid-course corrections, and scale-up of policies. Through workshops and clinics with operational staff and government clients, joint research teams, active field coordination, as well as research products such as seminars, papers, and policy briefs, DIME builds capacity while forming a wider community of practice.

With a portfolio of more than 220 impact evaluations, DIME operates across all sectors in about 60 countries spanning the globe. The IEs test a variety of interventions and mechanisms to understand why policy succeeds or fails and how to improve policy design and implementation to obtain better results. By working proactively in collaboration with clients, DIME employs experimental methods to infer causality whenever possible (79% of the portfolio). 17% of DIME IEs utilize non-experimental methods, while 4% use a combination of the two.

Summary

DIME seeks to recruit a Change Management & Communications Specialist to support DIME’s Governance and Institution Building unit (DIME3). The specialist will contribute to the organization and management of program activities, including those related to its research program The Bureaucracy Lab, which is an initiative co-led by DIME and the Governance Global Practice, DIME Analytics, and the Robert S. McNamara Fellowships Program (RSMFP).

DIME’s Knowledge Management and Communications agenda seeks to improve traction of DIME’s research within the World Bank as well as across the portfolios of external clients and development partners. Activities include the development and implementation of capacity-building and integrated communication strategies, the streamlining of organizational processes, and the dissemination of various knowledge products.

Roles and Responsibilities

The ETC will support DIME’s objective to produce high-quality research and tools and disseminate those outputs broadly. The ETC will play a key role in the development and implementation of capacity-building programs, creating strategic communications products for DIME’s flagship events and workshops, and managing dissemination of products on internal and external platforms. We therefore seek candidates with excellent organizational skills who can adapt to the changing needs of the program, communicate technical knowledge in a policy and operational environment, and have an interest in impact evaluation and reproducible research.

The ETC will report to the Governance and Institution Building (DIME 3) Research Program Manager. The candidate is expected to be based in Washington, DC.

Specific responsibilities include but are not limited to:

Communications

- Lead the change management and communications planning by collaborating closely with relevant colleagues and consultants and coordinating with unit focal points to strategize a systematic approach for dissemination of program results and outputs;

- Support the design, development, and implementation of dynamic and meaningful communications strategies and products to sustain development impact content;

- Liaise and work with KM & Communications consultants as needed, to produce visuals, infographics and videos;

- Identify new opportunities to continually improve DIME3’s presence across traditional and digital platforms to deepen engagement with partners, supporters, and other relevant stakeholders;

- Development of communication and advocacy instruments and materials for dissemination campaigns, including reports, maps and graphics, event cards, videos, and social media materials for DIME3’s impact evaluation projects;

- Develop and synthesize proposals and concept notes for project formulations to integrate advocacy and communication strategies into all aspects of DIME3’s impact evaluation portfolio;

- Build and promote a positive organizational culture through communications, programs, campaigns and events while leading multilayered projects;

- Ensure the use of innovative tools and resources for the dissemination of DIME3’s reports and communications products and the promotion of the unit’s mission;

- Promotion and dissemination of advocacy materials for launching flagship initiatives and publications;

- Preparation and dissemination of newsletters, event announcements, publications, blogs and research to WB Staff, donors and external audiences;

- Undertake any other substantive tasks necessary for the implementation of the responsibilities of Knowledge Management as may be required, supporting DIME3, including The Bureaucracy Lab and DIME Analytics.

Change management

- Establish and maintain quality standards for change management and communications strategies. This includes developing processes for ensuring the effectiveness and quality of programs, products, and events;

- Identify and develop relationships with relevant WBG partners to implement interactive strategies and products that promote mutual learning and amplify the unit’s mission;

- Ensure effective coordination with DEC Institute and World Bank Academies activities;

Fellowship program coordination

- Coordinate a comprehensive capacity building curriculum for DIME Fellows

- Produce a replenishment proposal for the McNamara Fellowship program that emphasizes alumni engagement and continuing education components of a renewed scheme

- Organize a donor panel on how the McNamara Fellowship fits into broader efforts to improve diversity in the pipeline of development economics research

- Prepare an annual progress update on the McNamara Fellowship for the annual steering committee meeting

- Develop a final report for closure of the McNamara Fellowship trust fund and support all administrative tasks associated with the trust fund closure

- In coordination with Program Managers, undertake any tasks related to the management of DIME’s programs and fellowships.

Selection Criteria

- Education/Experience: Master’s degree in a relevant field (e.g. communications, marketing, public relations) and a minimum of 2 years of relevant experience in strategic communications planning and knowledge management;

- Strong verbal and written communication skills required, fluency in other World Bank working languages (particularly French and Spanish) strongly preferred;

- Demonstrated ability in project management such as proposing and developing drafts of communications strategies. This includes good understanding and experience encompassing traditional and online communication tools;

- Excellent organizational skills and attention to detail;

- Eagerness to collaborate with colleagues of diverse backgrounds, skills, and experience;

- Previous experience with the World Bank and familiarity with internal WBG processes and platforms is highly desirable;

- Experience creating and disseminating communications products including but not limited to event cards, social media graphics, newsletters, reports, maps, etc. is highly desirable;

- Working with platforms and various software’s including Canva, Adobe Suite and Mailchimp to create and disseminate communications products is highly desirable;

- Experience in working with WBG internal online knowledge management and information sharing platforms (e.g. AEM, SharePoint) is required;

- Ability to quickly translate complex, technical information into engaging, digestible content;

- Resourceful and a self-starter, excited to work on a dynamic and fast-growing team;

- Experience in event planning and cross-cultural communications and collaboration is preferred; and

- Demonstrated interest in impact evaluation and/or reproducible research.
