The South Asia Region Context

The South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1.3 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world’s poorest, with 216 million people living below $1.9/day.

The Infrastructure Practice Group

The Infrastructure Practice Group, comprising Energy and Extractives (EEX), Transport, Digital Development, and Infrastructure Finance, Public Private Partnerships and Guarantees (IPG), is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. This is done by scaling up investments in critical infrastructure sectors, leveraging innovations that drive impact and promoting integration across sectors and regions at a scale that encourages the participation of the private sector. Our infrastructure interventions make a difference to outcomes in human capital, economic inclusion and climate change, and promote stability in fragile and conflict affected states. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Infrastructure Practice is led by Regional Directors leading each of the WB’s seven regions as well as a Global Director for each of the Transport/Energy/Digital Development and IPG practices providing leadership on knowledge and global activities. In South Asia, the South Asia Regional Infrastructure Practice is led by a Regional Director for infrastructure, supported by Regional Practice Managers (PMs), responsible for operations, advisory services and analytics. The selected candidate(s) will report to the South Asia Region’s Practice Manager for Transport (ISAT2).

The South Asia Transport Practice:

The Transport Practice focuses on supporting clients across South Asia on developing transport connectivity solutions that address their needs for trade and economic integration in an efficient and resilient manner that minimizes climate emissions, local pollution, safety concerns and other negative impacts. The Practice includes two units, ISAT1 covering Nepal, Bangladesh, Bhutan, Sri Lanka and Maldives, and ISAT2 covering Afghanistan, Pakistan, and India, under separate management. Across all countries in South Asia, the Practice oversees 28 active lending operations with commitments of over $7 billion that include investments in urban mobility, inland waterways, rail, highways at the national and provincial level as level as rural roads; a rich analytical portfolio that focuses on regional integration, urban and e-mobility, climate resilience, multi-modal logistics and road safety and a strong tradition of policy support to national and sub-national clients. The Practice is a decentralized unit with two-thirds of the staff located in the field.

In India, the Transport Practice focuses on: (i) Decarbonization of transport; (ii) Enhancing connectivity and growth through logistics corridors; (iii) Promoting sustainable urbanization by enhancing accessibility, efficiency and inclusion through urban mobility systems, transit-oriented development and electric mobility; (iv) Mitigating effects of transport externalities such as road crashes and air pollution; (v) Enhancing resilience of transport infrastructure and services to mitigate impacts of climate change; and (vi) Supporting regulatory and institutional strengthening and capacity building of relevant levels of government.

ISAT2 unit now seeks to recruit a transport specialist (Extended-Term Consultant) with experience in logistics and multimodal connectivity, including in analytical work, preparation and implementation of sustainable multimodal logistics lending projects, and building knowledge and policy dialogues with key government counterparts and other stakeholders.

Duties and Responsibilities

The specialist will provide a full range of technical and operational support under the logistics and multimodal connectivity program. The specialist will be an integral member of the South Asia transport unit and the specific duties will include, but not be necessarily limited to:

• Delivering a significant portion of planning, design, and implementation of strategies to promote effective dialogue with key stakeholders related to logistics and multimodal connectivity. This will include identifying opinion leaders and influential stakeholders in the region and guide a strategy of engagement with these various stakeholders and organizing convening events / platforms for consultations and structured dialogues around knowledge outputs and projects. • Delivering a range of written products on the Bank's operational goals, results and knowledge on logistics and multimodal connectivity and other cross thematic areas. Outputs range from op-eds to web features, thematic reports, brochures, Q&As, briefing notes, speeches, and other advocacy material. • Collecting, compiling, analyzing, and consolidating data and research relevant to logistics and multimodal connectivity at national, state and city level. • Providing technical support across various cities, state departments, national ministries and think tanks as and when required by the project interventions. • Providing support in database construction and data analytics and work with other colleagues, and across teams, on monitoring, analyzing and regular reporting. • Developing appropriate data gathering techniques, interpret and analyze data and develop meaningful insights. • Supporting the team through delivery of bespoke sector level research, focusing on logistics and multimodal connectivity and other cross cutting areas. • Supporting the task teams in the delivery of ongoing and proposed new projects and analytical work. • Participating in coordination meetings with government, development partners, and others as requested. • Coordinating and communicating with all relevant national institutions and stakeholders. • Supporting preparation, implementation, and documentation of training events, workshops, forums, team meetings and other project activities. • Taking an active interest in policy reforms in the logistics and multimodal connectivity and participating in high-level discussions concerning the implementation of these reforms and the supporting role of the Bank interventions. • Keeping abreast of key developments in relevant to logistics and multimodal connectivity as well as in cross-cutting issues: resilience, digital, climate change, energy, road safety, gender and, public-private partnership, etc. • Participating in country team activities, including formulation of the Bank’s country and regional strategies, analytical and advisory services, and response to priorities in the country poverty reduction strategies. • Participating in professional development and knowledge sharing activities in the transport sector and take a role in contributing specific knowledge. • Providing inputs for dissemination of various achievements / information on project/ initiatives / opportunities available under the projects. • Any other assignment as may arise or assigned

Selection Criteria

• Post graduate degree at Masters’ level or higher in transport, or related fields. • Minimum 5 years of relevant professional experience in the relevant sector. • Practical experience in the implementation of projects related to logistics and multimodal connectivity, including knowledge work. • Comprehension of typical sectoral issues in transport related to logistics and multimodal connectivity including other cross cutting areas. • Strong analytical skills as applied to common problems in the transport sectors. • Proven ability to function effectively as a team member of multi-disciplinary teams and to resolve conflicts constructively. • Capacity to work simultaneously on a variety of issues and tasks, adjusting to priorities and achieving results with agreed objectives and deadlines. • Strong client and communications skills, with proven experience in providing quality policy and project advice to national and sub-national clients, and in transferring knowledge. • Ability to navigate effectively and stay outcome-oriented in political environments and multi-stakeholder settings. • Practical experience in advising senior technical staff and decision makers in public administration. • Proven competencies in identifying and implementing capacity development measures. • Publications in transport/ infrastructure journals or specialized magazines would be a plus. • Excellent oral and written communication skills in English. • Prior experience of working in bi-lateral and/or multilateral development banks (MDB) or MDB financed project desirable.
