Blended Finance is a key tool in the execution of IFC’s 3.0 Creating Markets strategy. The Blended Finance Department manages a pool of contributor funds of over $5 billion dollars focused on accelerating IFC’s engagement in the most developmentally impactful areas: IDA countries, agriculture/food security, fragility, gender, climate and SMEs.

The blended concessional facilities managed by the Blended Finance Department are structured to co-finance, along with IFC funding, investment projects to address market barriers in private sector projects. These funds are deployed alongside IFC's own resources, thus enabling IFC to invest in projects that would not otherwise take place without a co-investment on concessional terms or a performance-based incentive structure that encourages the achievement of additional development outcomes. The Blended Finance Department’s (CBF) role is to optimize the co-investment of funds from contributors on concessional terms, considering the contributors' strategic priorities and risk appetite, in line with IFC’s blended finance governance framework.

The Blended Finance – New Business and Portfolio (CBFNP) division sits in the Blended Finance and Partnerships Department. Within this division, there are investment officers focusing on blended finance transactions supporting IFC’s Operations. These blended finance transactions may use different blended finance facilities, including the IDA Private Sector Window (PSW) or multilateral or bilateral Blended Finance facilities. The goal of Blended Finance is to enable IFC industry and regional departments to have a deeper impact and footprint in the most difficult countries and sectors, primarily but not exclusively in IDA and fragile countries and also where relevant in middle-income countries. Investment officers in the Department also promote engagement in upstream work to generate more deal-flow and impact in the hardest to reach sectors and countries.

CBFNP seeks an Extended-Term Consultant (ETC) to focus on real sector-related blended finance activities. This position is an exciting opportunity to work globally on some of the most high-impact new or portfolio projects in the real sector. Being part of CBFNP, this position will also provide the successful candidate with an opportunity to work across different industry groups and regions within a creative and results-oriented environment.

Role & Responsibilities

The responsibilities of the ETC will include:

• Support relevant BF staff and IFC industry departments to develop and track IFC's pipeline to identify and assess potential blended finance investments.

• Support the generation of new business opportunities in collaboration with industry and regional teams.

• Contribute to the overall investment structuring and restructuring by preparing financial models of projects.

• Help assess the products/structure (senior or subordinated loans, equity product, guarantees, performance incentives) that meets the project needs and has an adequate risk/return for the contributor.

• Prepare BFC endorsement and final approval notes and present the relevant proposals.

• As a member of the blended finance team, liaise with relevant IFC departments and identify and monitor weaknesses, risks and early warning signals in the portfolio of contributor-funded projects to assess progress and performance.

• Help analyze and process client requests, including disbursements, waivers, and amendments related to the contributor-funded co-investment.

• Assist in the preparation of analytical reports, strategy documents, briefs and project profiles.

• Contribute to team's knowledge management initiatives, including communication products to share information and lessons of blended finance projects with internal and external stakeholders in particular contributing partners.

• Prepare reports and presentations on portfolio performance for internal and external audiences.

Selection Criteria

The candidate should be someone with:

• MBA or Graduate degree, specialization in finance strongly preferred.

• Strong knowledge of IFC products, operations and, preferably also, its approach to blending concessional finance alongside IFC's investments for its own account.

• 5+ years relevant experience in working on cross-border emerging market investments with a track-record of leading structuring/executing/supervision and portfolio management of complex investment transactions primarily in the real sector, including local currency/capital markets/structured finance transactions.

• Demonstrated experience in private sector development, programmatic approaches and innovations that provide novel solutions to development issues.

• Strong knowledge and understanding of IFC's investment and portfolio management processes.

• Strong knowledge and understanding of IFC's loan and investment documentation, accounting and financial statement analysis.

• Ability to grasp details, problem solve, identify key issues for action and manage/incorporate stakeholder interests, and explain issues clearly and confidently.

• Clarity in the presentation and delivery of information, including gathering lessons of experience and impact stories to be shared with contributors and other internal and external stakeholders, and resilience to work well under time and workload pressure.

• Ability to manage and complete multiple projects simultaneously and to meet short deadlines.

• Excellent written and verbal communication skills in English and other languages, such as French, Portuguese, or Spanish is a plus.

• Experience in IDA/FCS countries or significant experience on IDA/FCS projects is a plus.
