The Social Sustainability and Inclusion Global Practice (GP) helps countries tackle their most complex challenges in the areas of Social Development, Resilience, Gender and Inclusion. This position will be based in Tegucigalpa, Honduras linked to the Latin American and Caribbean team of the Social Sustainability and Inclusion GP.

SOCIAL SUSTAINABILITY AND INCLUSION CONTEXT

The Social Sustainability and Inclusion theme addresses issues related to: (a) social inclusion of the poor, vulnerable, and the excluded; (b) promoting accountable institutions; (c) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; (d) using community driven development as a tool for developing local infrastructure and delivering services; and (e) addressing issues related to social risk management, including those covered by the World Bank’s social safeguard policies on Indigenous Peoples and Involuntary Resettlement, and by the Environmental and Social Standards (ESSs) in the new Environmental and Social Framework (ESF). The work on inclusion of vulnerable and excluded group covers issues related to Gender and Gender-Based Violence (GBV), LGBTI/SOGI, disability, ethnic minorities, Indigenous Peoples, and displaced populations.

The World Bank Group serves 30 client countries in the Latin America and the Caribbean (LAC) Region. Clients range from large rapidly growing sophisticated middle-income clients to IDA countries, to small Caribbean states, and to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about US$4,000, deep inequalities persist in most LAC countries, with nearly a quarter of the Region's people living in poverty. The World Bank Group’s support to the LAC Region is focused on investing in human capital, strengthening the economic recovery, improving infrastructure, and protecting the poor.

The Social Sustainability and Inclusion (SSI) Unit in the Bank’s Latin America and the Caribbean Vice Presidency (LCRVP) is responsible for: (i) undertaking social analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Bank’s work in the region; (ii) ensuring compliance with the Bank’s social safeguards policies on Involuntary Resettlement and Indigenous People and the implementation of the Environment and Social Framework (ESF); (iii) undertaking Advisory Services and Analytics; (iv) leading the preparation and supervision of operations that promotes inclusion of vulnerable groups including women and youth; and (v) facilitating partnerships and dialogue with civil society through outreach and engagement.

REGIONAL AND COUNTRY UNIT CONTEXT

The World Bank’s Social Sustainability and Inclusion Global Practice has an active work program in the LAC Region and particularly in the Sub-Region that includes Costa Rica, Panama, Nicaragua, El Salvador, Honduras, Guatemala and Dominican Republic. The LCR Sustainability and Inclusion Unit’s vision focuses on the following main areas: (a) social risk management, including those covered by the Bank’s Environmental and Social Framework (ESF) and by the safeguard policies on Indigenous Peoples (OP/BP 4.10) and Involuntary Resettlement (OP/BP 4.12); (b) social inclusion of the poor, vulnerable, and the excluded; (c) promoting accountable institutions; (d) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; and (e) using community-driven development as a tool for developing local infrastructure and delivering services.

The LCR Social Sustainability and Inclusion Unit is looking to recruit a local ET Consultant for the World Bank Office in Tegucigalpa, Honduras to provide social inclusion support in LCR, as well as to contribute to ESF preparation and monitoring in LC2. The ETC will work under the supervision of the Social Sustainability and Inclusion Practice Manager for LCR, in close coordination with the Social Development Coordinator for Central America and the Dominican Republic, as well as with the Regional Social Safeguards Coordinator (RSC).

Duties and Accountabilities

- Work with the LC2 Social Development Coordinator to track assignments to Social Specialists working on the ESF in the LC2 CMU, monitor budget, provide support in the preparation of PPTs and other materials as needed.

- Monitor the portfolio/pipeline of projects in LC2, as well as contributing to the risk mapping by consolidating the information and tracking the implementation of follow up actions agreed upon, to use as an input for the unit’s quarterly Portfolio Reviews.

- Support Social Development Specialists on the implementation of the ESF and SSI agenda in Honduras and potentially in other countries in Central America and the Dominican Republic, in close collaboration with the CMU SSI Coordinator. This can entail review of ESF instruments, support in coordination with meetings and consultations with civil society, mapping of civil society organizations, support in managing recommendations from social media mapping, etc.

- Support the CMU SSI coordinator in activities related to building client capacity on the implementation of the ESF, including on the monitoring and evaluation of social development activities and outcomes.

- Under the leadership of the CMU SSI coordinator support the dialogue with the Country Management Unit for Honduras to ensure the inclusion of social development matters in Systematic Country Diagnostics, Country Partnership Frameworks, and other strategic discussions.

- Engage with other Units and Departments; identifying opportunities for the LCR SSI team to maximize the positive social impacts of all Bank activities.

- Contribute to the preparation and review of policy notes, sector studies, and research and policy development activities on the full range of social development topics. Contribute to talking points and briefing notes for Management in preparation of high-level discussions on operations management.

- Support Social Development Specialists in handling complex technical, institutional and program implementation issues regarding social sustainability and inclusion.

- Participate in portfolio reviews of social risks and social development issues in Honduras and potentially in other countries in Central America and the Dominican Republic.

- Support the regional programmatic social inclusion tasks within the LAC region with a focus on the inclusion of persons with disabilities, indigenous peoples, afro-descendants and sexual minorities and contribute to policy dialogues with clients on social sustainability and inclusion.

Selection Criteria

The ET Consultant must be a team-oriented professional with a proven ability to carry out complex tasks as part of multi-disciplinary teams, work under pressure and meet strict deadlines.

The qualifications for the position are as follows:

• Master’s in a relevant discipline (e.g. economics, international development, social sciences, or other field related to development) and at least two years of relevant professional experience.

• Familiarity with World Bank operations preferably through experience in a Region, Global Practice or OPCS and demonstrates basic understanding of policy issues and priorities of client and other key stakeholders.

• Good knowledge of the World Bank’s E&S policies and standards, and social safeguard policies on Involuntary Resettlement, Indigenous Peoples, Labor, Citizen Engagement, Access to Information, Land Acquisition.

• Demonstrated maturity and sound judgment, attention to detail, and ability to convey complex messages succinctly and diplomatically.

• Proven capacity to work with a wide range of stakeholders, and ability to represent the Department with internal and external partners and interact effectively with Senior Management.

• Excellent written and verbal communication skills in English and Spanish.

• Strong interpersonal skills and demonstrated ability to work in multi-disciplinary teams.

• Excellent workflow management and task organization skills; able to coordinate all aspects of the workflow of assigned responsibilities.
