The Education Global Practice : Education is a powerful driver of development and one of the strongest instruments for reducing poverty and improving health, gender equality, peace, and stability! Developing countries have made tremendous progress in getting children into the classroom and the majority of children worldwide are now in primary school. Nevertheless, some 260 million children are still out of primary and secondary school.

In India, our education portfolio has expanded significantly in the last few years, covering all levels of education. The team has been supporting the Government of India, at the federal and state levels, in early childhood and primary education, secondary education, skills development and higher education; and in areas such as foundational learning, school management, teacher professional development and performance, assessments, classroom practice, learning environment enhancement, and governance reform. The current portfolio consists of 9 projects with about $2.1 billion in commitment; and is likely to soon expand to more projects with an additional commitment of ~$1.4 billion in pipeline. Aligned with the framework of India’s new National Education Policy (NEP) 2020, the Bank’s projects are focused on incentivizing state reform through a life-cycle approach aimed at promoting human capital accumulation. The portfolio is also geared towards enabling a ‘Lighthouse India’, which supports cross-learning and knowledge exchange on good-practices in systemic education reform and amplifies the country’s (and its states’) role as a leader on global development issues, leveraging its vast experience for two-way learning. The Bank’s work in India also supports the Government’s response to the educational and socio-economic impacts of COVID-19, enhancing resilience in the sector to future shocks including pandemics and climate-related emergencies.

The work program of the Bank’s India education team requires an in-depth understanding of education policy and the federal institutional architecture, high-quality technical expertise, client interface skills, and data-driven analyses! This is needed to facilitate timely policy response and implementation support, attuned to the diverse and contextual needs of national and sub-national education systems.

An ET Consultant is sought to support the Bank’s work with a primary focus on India. Critical work across the South Asia Region and/or globally, may also need to be supported, as the need arises. The Consultant will work under the supervision of the Lead Education Specialist.

Duties and Accountabilities:

• Assist the team on project operations focused on systemic reform related to early childhood education, school education, skills development, teacher and academic support, governance and management, technology, and COVID-19 response.

• Support and lead teams in developing, designing and preparing new projects, in pipeline, in school education and skills development.

• Provide implementation support to existing projects, for clients at the national and sub-national levels.

• Review and monitor performance of active projects to ensure objectives, results and outcomes across components, are met as per agreed timelines.

• Ensure overall project strategies and implementation processes are in alignment with client contexts, governmental initiatives, as well as the priorities and corporate requirements of the WBG.

• Coordinate, liaise, and facilitate policy dialogue and consultations with relevant government authorities, service provision entities, non-state actors and development partners including local community organizations to inform and strengthen program implementation, and enable innovative approaches for education service delivery.

• Contribute to technical, economic, and analytical work carried out by the team; conduct evaluations of specific interventions; establish benchmarks and mechanisms to assess performance accountability.

• Identify lessons learnt and use evidence to facilitate timely inputs to programmatic operations.

• Facilitate cross learning between states and countries, to promote a Lighthouse India; aid in knowledge management and dissemination.

• Support the team in the delivery of the work program and ensure the timely delivery of individual tasks, as assigned.

• Offer technical expertise and quality oversight in implementation of specific capacity building activities, as needed, in accordance with client needs.

Selection Criteria

Education

• Master’s degree in economics, education, public administration/policy or any other relevant field.

Experience: • At least 5 years of relevant professional experience in the development sector with a focus on quality, access, and equity in education.

• Deep understanding of key issues, governance architecture, policies and education reforms in India.

• Proven record of addressing complex issues in a holistic manner, and in designing, organizing and helping implement projects in education.

• Prior work in project management, monitoring and evaluation.

• Proven experience of translating technical and cross-country knowledge into practical applications

• Strong client orientation and demonstrated ability to work effectively with government agencies, development partners and other stakeholders - identify problems, provide technical assistance, build consensus, and arrive at solutions.

• Ability to work independently and under pressure to deliver high quality results in a timely manner as well as to work in teams, with minimal supervision while seeking guidance on complex projects/issues from senior staff, where appropriate.

• Excellent interpersonal, oral and written communication and presentation skills.

• Fluency in English; knowledge of one or more regional languages is desirable.

• Field experience in the education sector in India is preferable.

• Willingness to undertake travel to project locations and remote areas.
