The Living Standards Measurement Study (LSMS) is the World Bank's flagship household survey program focused on strengthening household survey systems in client countries and on improving the quality of microdata to better inform development policies. The LSMS is housed within the World Bank Development Data Group (DECDG), as part of DEC Living Standards Measurement (DECLS) unit, with staff members based at the World Bank Headquarters in Washington, DC and at the World Bank Center for Development Data (C4D2) in Rome, Italy. Through the LSMS program, the World Bank generates high-quality data, improves survey methods, and builds household survey capacity in countries around the world. The goal of the LSMS is to facilitate the use of household survey data for evidence-based policymaking.

Since 2008, the LSMS program has been focused on the provision of financial and technical assistance to multi-topic, nationally representative longitudinal household surveys in low- and middle-income countries. The work thus far has taken place under the Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA) project in support of 8 national statistical offices (NSOs) across Sub-Saharan Africa. Since the onset of the COVID-19 pandemic, the LSMS program has also spearheaded the efforts for implementing high-frequency phone surveys, which have also been designed and implemented as longitudinal surveys, with direct links to the face-to-face longitudinal surveys that the program had been supporting prior to the pandemic. Looking forward, the LSMS program plans to support mix-mode longitudinal household survey programs – leveraging existing partnerships with NSOs in Africa and establishing new partnerships with NSOs in different low- and middle-income countries.

Through its Methodology and Tools program, the LSMS supports the development of innovative survey methods and tools through rigorous methodological research based on randomized survey experiments and analysis of existing survey data; the use of technology and development and validation of objective measurement approaches for improving the quality, timeliness and policy relevance of survey data; and the development of analytical tools to increase the efficiency and quality of survey design, implementation and analysis.

Furthermore, the LSMS provides advisory services to client countries to develop institutional and technical capacity and efficiency in the implementation of national household surveys and is home to the C4D2 Training Initiative, which aims to improve and harmonize the curricula of regional statistical training centers, facilitate the uptake of global standards and best practices in household survey design, create a network of household survey experts at the regional level, and promote harmonization across countries.

Responsibilities

The Outreach and Dissemination Specialist is expected to coordinate and lead LSMS outreach and dissemination activities under the overall supervision of the DECLS Manager. The consultant will implement LSMS dissemination activities relevant to Development Economics Vice Presidency (DEC) or other Bank priority areas to ensure both targeted outreach as well as broader internal dissemination. One of the critical aspects is to create a narrative of impact for LSMS in how it delivers value to Bank operations. Duties include, but are not limited to:

(i) Leading the LSMS outreach and dissemination activities

•In consultation with DECLS’ Manager and leadership team, provide strategic guidance on how DECLS communicates about its outputs to maximize impact on target audiences, including national statistics offices, government agencies, international organizations, think tanks, private sector, and the World Bank staff.

•Maximize the opportunities to promote DECLS’ work through the World Bank internal and external communications channels, growing target audiences both internally and externally.

•Engage with a wide range of World Bank teams DEC, External and Corporate Relations (ECR), and regional and global practices groups to promote DECLS’ work at corporate levels where relevant.

(ii) Web management, strategic content development, and multimedia production

•Develop and implement a robust web content strategy for the LSMS while frequently generating, updating and managing content of the LSMS website.

•Develop key messaging for a wide range of communications materials, in alignment with the LSMS and the World Bank’s strategic priorities. These materials include, but are not limited to, web content, email blasts, newsletter content, blogs, social media posts, infographics, event posters, and brochures.

•Execute a data visualization strategy based on the LSMS’ data and develop data visualization content for the LSMS’ website, the World Bank blogs and social media channels.

•Write and edit blog posts related to the LSMS data and research activities, and also solicit guest blog posts from partners who use LSMS data.

•Create and edit the LSMS bi-monthly newsletter and ensure that the content reaches the best quality possible.

•Ensure that presentations, deliverables, and publications are created and disseminated in compliance with the World Bank and LSMS standard templates.

•Coordinating the revision, editing and production of LSMS publications and methodological guidelines.

•Advise the graphic designer for LSMS publication layouts and communications materials.

•Liaising with editors for the editing of communication materials and publications.

•Develop multimedia content in collaboration with graphic designers/videographers, including videos, infographics, podcasts, social media cards, slideshows.

•Create content and grow audiences for the LSMS Facebook page, coordinating with ECR staff to improve LSMS social media presence and impact.

(iii) Management and collaboration

•Act as the outreach focal point for DECLS.

•Supervise and coordinate external vendors and STCs to accomplish communications objectives and have communications products and gadgets developed and delivered in a timely manner.

•Work collaboratively with the communications focal points within DECDG and across DEC to ensure impactful internal and external outreach efforts.

(iv) Event management and promotion

•Organize and promote knowledge events such as seminars, research talks, workshops etc. – contributing to the identification of opportunities, formulation of event objectives, identification of speakers and creation of content.

•Execute promotional plans to maximize the number of both internal and external participants for events.

•Assist with the organization of training activities. Work closely with the Program assistant to arrange transport to/from the venue, prepare delegate packs and promotional material, supervise and coordinate the activities of venue staff, caterers and vendors, oversee procurement of audiovisual equipment, and manage all communications activities leading up to, and following, the event.

(v) Other activities

•Maintaining a database of LSMS publications, and others using LSMS data.

•Tracking and reporting on web and social media metrics using Adobe Analytics.

•Maintaining an inventory of publications and ensuring stocks of LSMS publications.

•Undertaking other LSMS and C4D2 communications activities as needed.

•Perform other related duties as required.

•A minimum of a Master’s degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, or other related field or other relevant field.

•At least 5 years of relevant experience in international development, for a non-profit organization and for a government agency.

•Familiarity with the World Bank Group and its corporate communication activities and structures an advantage.

•A proven track record in developing strategic messaging and generating result-driven communications content.

•Proven experiences in web management, content development and multimedia production.

•Proven experiences in event management.

•Experience using the Adobe AEM and Adobe Campaign would be a strong plus.
