ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations. Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

WBG Finance ITS Unit Context

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank’s Financial services, which include Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. This position is within WBG Risk Management and Analytics (ITSRA), the division of ITSFI responsible for IT services for all World Bank Group Risk Management functions across multiple vice presidencies in IBRD and IFC.

Job Opportunity

ITSRA is seeking an experienced, motivated, and ambitious ETL developer having hands-on experience developing and supporting Data Management applications. The candidate will be a senior member of a team that will work with vendor resources and perform some or all tasks associated with the full system development life cycle, as assigned by the project lead, including:

•Analysis

•Design

•Programming

•Unit, Integration and Regression Testing

•Implementation

•Troubleshooting

Core responsibilities include:

•Conduct a detailed discussion with the SMEs and document the understanding of the business requirements.

•Independently design and develop new dataflows using vendor or industry standard technologies/tools.

•Develop efficient, error free programs that are easily maintainable by other programmers and conform to Bank coding standards

•Develop systems in a team environment and contribute to overall efficiency by writing reusable code, and reusing code written by others, where appropriate.

•Provide detailed project, program and system documentation and specifications that are understandable to other technical people.

•Use collaborative skills to work with database administrators, system managers and external application mangers to ensure reliability, availability, and performance of assigned applications.

•Support system and user acceptance testing activities, including issue resolution.

•Research problems reported by clients and other stakeholders and recommend fixes and solutions to be implemented.

•Collaborate with other technical people in a multicultural environment.

•Expert knowledge and experience with PL/SQL, Oracle 19c.

•Proficiency in Golden Source Vendor technology and products including Security Master and Warehouse.

•Very good knowledge and experience with ETL tools like Talend and Informatica.

•Experience managing schema objects – Indexes, Materialized views, partitions.

•Very good experience with data storage and retrieval.

•Good experience with Shell scripting.

•Good experience using version control systems, preferably GIT.

•Good knowledge and experience with Agile/Scrum development methodology and tools like ADO.

•Financial domain knowledge.

•Good communication, analytical and problem-solving skills.

•English is the standard language used at the World Bank headquarters. All user, functional, technical and system documentation is written in English. Proficiency in English language is a must.

Desired Skills/Abilities (not required but a plus)

•Knowledge of Asset Management and Capital Markets.

•Knowledge of the World Bank’s system interfaces.

•Knowledge of the World Bank’s Treasury end of day processes.
