Background

According to the United Nations High Commissioner for Refugees (UNHCR), there around 103 million forcibly displaced persons worldwide, including 32.5 million refugees, 4.9 million asylum seekers, 53 million internally displaced people, and 5.3 million other people who are in need of international protection. Forcibly displaced persons and their host communities are facing specific challenges which require a strong development effort to complement humanitarian aid and legal protection. Supporting such people is critical for the World Bank Group (WBG) to achieve its twin goals of eliminating extreme poverty by 2030 and promoting shared prosperity in a sustainable manner.

Over the last years, the WBG has significantly scaled up its response to forced displacement situations in low- and middle-income countries. For low-income refugee-hosting countries the IDA20 Window for Host Communities and Refugees (WHR) is providing $2.4 billion to finance programs benefiting both refugees and host communities (17 countries are so far eligible, with operations across a range of Global Practices). For middle-income countries, the Global Concessional Financing Facility (GCFF) is providing resources to better respond to forced displacement situations.

Such support aims to help governments in designing and implementing policy changes, institutional reforms, and investments as needed to better manage forced displacement situations. It is complemented by actions at the global level to support changes in the global paradigm – from humanitarian relief to a development perspective, from dependency to self-reliance, from external provision of services to country systems, etc. – for example by playing a key role in the follow up to the Global Compact on Refugees (GCR) which was adopted by the UN General Assembly in December 2018. The WBG is also engaged in a strategic partnership with UNHCR at both global and country level, including through the Joint Data Center.

The Fragility, Conflict, and Violence (FCV) Group has played and is playing a key role in all these efforts.

Roles and responsibilities

The ETC will report to the GTFS2 Practice Manager. The selected candidate is expected to work with proactivity and autonomy within a larger forced displacement team to support the FCV Group’s effort in close coordination with colleagues in Global Practices, Country Management Units, and corporate units as needed, as well as external stakeholders.

Specific activities will include:

Support a strategic delivery of WHR and GCFF country programs, including:

- Engage in country-level strategic policy dialogue, building on policy assessments conducted at country level and partnership efforts, in support of CMUs and in collaboration with relevant GPs;

- Support successful implementation of the corresponding projects, as needed;

- Encourage the development of sectoral initiatives including education, social protection and jobs, and gender;

- Guide key regional/country analytical activities and global forced displacement-related strategies;

- Support the coordination for forced displacement-related activities of field-based FCV colleagues.

Make strategic contributions to the global agenda, including:

- Contribute to and peer review relevant analytical work leading up to the Global Refugee Forum in 2023.

-Participate in key events, steering committees, platforms and other forums to advance the strategic work of the World Bank on forced displacement.

Leverage critical partnerships for change, including:

- Further strengthen the partnership with UNHCR, with a view to mutually influencing strategic approaches at both global and country level;

- Work with key donors and selected host countries to influence the global debate;

- Contribute to programming efforts and partner dialogue under the Trust Fund Programs hosted by GTFS2.

Advance the agenda within the WBG, and consolidate the team and its resources, including:

- Respond to Cooperate demands (briefs, events etc.);

- Contribute to a community of practice on forced displacement, including through training, regular communications, and peer-to-peer exchanges.

* Advanced degree (Master’s or PhD) in economics, law, or social sciences or another relevant discipline and at least 8 years of directly relevant experience.

* Proactivity and ability to work with a significant degree of autonomy.

* Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs.

* Excellent organizational skills, and ability to manage a broad program of activities; ability to prioritize, to deal with frequent and unexpected changes, and to work within tight timeframes.

* Strong strategic skills.

* Knowledge of forced displacement issues.

* Experience with Bank operations, policies, procedures and processes.

* Track-record in fostering partnerships with various stakeholder, including UN agencies, government counterparts, bilaterals, NGOs, and other development partners.

* Strong oral and written communication skills.

* Personal integrity, with demonstrated ability to handle confidential matters in a discreet and respectful manner.
