About Development Impact Evaluation (DIME)

A department of the World Bank's Development Economics Vice-Presidency, DIME's purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and to develop institutional capacity and motivation for evidence-based policy.

DIME’s work focuses on:

- Evaluating programs at scale to answer policy-relevant questions; - Developing innovative data systems and data analytics tools for real-time decisions; - Using causal inference analysis to identify mechanisms to improve results; - Building capacity to strengthen country institutions for evidence-based policymaking.

DIME aims to overcome the challenge to identify true cause-and-effect relations in policy programs. By linking researchers to policymakers and feeding results back into policies, DIME fosters systematic use of evidence, which informs adoption, mid-course corrections, and scale-up of policies. Through workshops and clinics with operational staff and government clients, joint research teams, active field coordination, as well as research products such as seminars, papers, and policy briefs, DIME builds capacity while forming a wider community of practice.

DIME accompanies impact evaluations during their entire life-cycle. It starts with assessing demand, identifying research questions, as well as supporting project implementation, high quality data collection, analysis, and dissemination of results.

With a portfolio of more than 220 impact evaluations, DIME operates across all sectors in about 60 countries spanning the globe. The IEs test a variety of interventions and mechanisms to understand why policy succeeds or fails and how to improve policy design and implementation to obtain better results. By working proactively in collaboration with clients, DIME employs experimental methods to infer causality whenever possible (79% of the portfolio). 17% of DIME IEs utilize non-experimental methods, while 4% use a combination of the two.

Roles & Responsibilities:

DIME2 is seeking to hire an Impact Evaluation Economist with substantial experience in client-facing, policy-driven impact evaluation. The candidate will have a strong track record of working with multiple partners across diverse settings to design and execute research projects and related activities in the context of complex government operations and with a focus on social protection and economic inclusion. This is a one-year Extended-Term Consultancy (ETC) position, renewable for up to one year based on performance and continued business need.

Specific responsibilities will include:

- Supporting the design and execution of research projects in DIME’s strategic areas, including in relation to adaptive social protection and economic inclusion. This will involve working in close collaboration with the Partnership for Economic Inclusion and the Sahel Adaptive Social Protection program. - Supporting the design and implementation of multi-country impact evaluation studies and performing data analysis based on the cutting-edge econometric techniques. - Leading data collection design and implementation based on the latest measurement standards, setting up workflows and teams to ensure the impact evaluation design is not compromised and high-quality data is collected. - Training, supervising and mentoring junior staff including analysts, field coordinators and research assistants to maintain the quality of DIME research. - Overseeing a portfolio of IE-related work to deliver technical quality, policy relevance, and client responsive outputs. - Representing DIME in internal and external technical and policy forums, including working with development partners and donors to scale up research and maximize policy impact of DIME work. - Promoting and disseminating DIME’s work through contributing to research papers, reports, presentations, briefs, blogs, and other dissemination channels. - Contributing to training and capacity building of clients on impact evaluation and DIME’s co-production model, including through international workshops and country/client-focused training. - Capacity building research at DIME through participation in review functions for Working Papers and other outputs or public goods.

Selection Criteria

•MA or PhD in economics, public policy, or a related field with a minimum of five years of relevant professional experience in impact evaluation, empirical research, and development policy and program design.

•Ability to think strategically and integrate strategies and policies into programs and projects on the ground and successfully develop operationally relevant analytical products.

•In depth understanding and experience of impact evaluation as an analytical and policy making tool.

•Demonstrated ability to develop and implement complex tasks, including a track record of building partnerships and collaborations across institutional boundaries.

•Excellent analytical and quantitative skills, as demonstrated by publication record.

•Experience and expertise in data collection, analysis, and management.

•Behavioral competencies that facilitate dialogue with country partners and country teams, including listening skills, training and capacity development skills, and ability to adapt advice to the local institutional realities.

•Knowledge of the World Bank’s operations and business processes highly desirable.

•Good mentoring and coaching skills.

•Commitment to teamwork, knowledge-sharing, and ability to influence across organizational boundaries.

•Excellent oral and written communication skills in English are required.

•Fluency in French is required.
