A. BACKGROUND AND OBJECTIVES

Food and Nutrition Security (FNS) cris , particularly in terms of human capital. Almost half of global child deaths in the 20th century have been associated with undernutrition and severe acute food insecurity – a figure equal to the number of deaths from World Wars I and II combined. Food crises result in inter-generational consequences on broad health outcomes, including diabetes, stunting in future generations, behavioral outcomes, and education effects which rapidly alter the long-term development prospects of affected countries.

In 2023, countries across the globe have been facing FNS crises of unprecedented proportions. Food and nutrition insecurity is reaching new highs – intensified by the lingering impacts of the COVID-19 pandemic as well as by the more recent war in Ukraine – and projections indicate that conditions will remain elevated through 2030. Millions of people are at risk of worsening hunger unless action is taken now to respond at scale to the drivers of these crisis conditions. Projections are that nearly 670 million people will still be facing hunger in 2030 – 8 percent of the world population which is the same as in 2015 when the 2030 Agenda was originally launched. The trends have raised concerns that the international community is no longer on track to achieve Sustainable Development Goal 2: Zero Hunger by 2030.

On May 19, 2022, the G7 Development Ministers and the World Bank launched the Global Alliance for Food Security (GAFS) as a way to address the emerging global FNS crisis. GAFS seeks to act jointly and swiftly to mitigate the consequences of the rapid rise in food prices and other risks to those most affected. To help bring these efforts together, the GAFS Global Food and Nutrition Security Dashboard is being developed under the leadership of the World Bank’s Agriculture and Food Global Practice. The objective of the dashboard is to improve information sharing to enhance coordination of policy and financial resources available to countries. The dashboard provides timely, quality information to decision-makers at country and global levels across three key GAFS focus areas: Advice (regular just-in-time knowledge-sharing on latest food security crisis developments), Action (sharing and tracking financial responses and programming) and Advance (forward looking research and analysis on food security and resilience).

Agriculture is an essential pathway to address the current and future acute FNS crises, and it contributes directly to meeting the World Bank’s twin goals to eliminate extreme poverty and promote shared prosperity. Meeting today’s challenges on the food and agriculture agendas will require major strides in promoting FNS, climate friendly production practices, strengthening agricultural policy and public expenditures, supporting agribusiness value chains and joint private- and public- sector action, innovation and digital technologies, and rethinking sustainable and healthy diets.

The World Bank is the largest provider of development assistance to agriculture and food security in the world, and the Agriculture and Food Global Practice (AGF) supports a global vision of delivering a triple bottom line of a healthy economy, healthy people, and a healthy planet. The Food and Nutrition Security Team within AGF’s Global Engagement Unit leads several initiatives to bolster response to the current global FNS crisis and support the efforts of client countries to prevent and mitigate the impacts of future crises. These initiatives include, among others:

• Guiding the design and implementation of the World Bank’s US$30 billion programming to address the global FNS crisis;

• Coordinating the US$1 billion IDA Crisis Response Window Early Response Financing ((CRW ERF) to mobilize early responses for client countries facing emerging FNS crises;

• Leading the development of Food Security Crisis Preparedness Plans (FSCPPs) across 26+ countries to strengthen collective recognition and early action across government, humanitarian, and development partners to address future FNS crises;

• Advancing innovative empirical analyses to monitor crisis risks and reporting on FNS conditions, including as part of bi-weekly publications, briefings to the World Bank’s Board of Executive Directors and senior management, and development of the GAFS FNS Dashboard;

• Leading the World Bank’s strategic partnerships on FNS, including as part of GAFS, the Global Network Against Food Crises(GNAFC), and the Committee on World Food Security(CFS); and

• Leading the coordination and management of the Global Agriculture and Food Security Program (GAFSP) – a critical financial intermediary fund that provides countries, agribusinesses, and smallholder farmers with financial and technical resources to design and implement projects across the fullness of the food value chain.

These efforts collectively contribute to the achievement of the development objective for the Global Food and Nutrition Security Programmatic Advisory Services and Analytics (PASA) – a guiding framework for the FNS Team’s ambitious work program. The PASA seeks to generate and disseminate knowledge products that inform the World Bank’s FNS crisis responses. The PASA is closely linked to and supported by the Food Systems 2030 Trust Fund which seeks to build the foundation for a sustainable food system that delivers improved livelihoods alongside safe, affordable, and nutritious diets for all.

B. SCOPE OF WORK

The FNS Team in the World Bank’s Agriculture and Food Global Practice Global Engagement U nit (AGF GE) is looking for an experienced, high-performing, and energetic extended-term consultant (ETC). The objective of this role is to support key initiatives managed by the FNS team. In particular, the ETC will:

i. Support the strategic rollout, development, and maintenance of Food Security Crisi Preparedness Plans (FSCPPs) across 26+ countries, liaising closely with World Bank country and task teams as well as with external FNS partners such as UN agencies and donors, among others;

ii. Support the GAFS, including the Action Focus Area to track FNS financing and progra ming across humanitarian and development partners and as part of the GAFS FNS Dashboard;

iii. Support the design and reporting processes to track World Bank FNS financing and programming for the GAFS Dashboard;

iv. Provide support to the GAFSP on results management, M&E data collection, and support to Supervising Entities in complying with GAFSP’s M&E requirements;

v. Contribute technical expertise and guidance as part of quality reviews of World Bank FNS-related projects that will be putting in place FSCPPs; and

vi. Provide other technical and administrative support as needed.

C. DELIVERABLES EXPECTED FROM CONSULTANT

The ETC will work as a core member of AGF GE’s FNS Team and will work closely with the team’s Task Team Leaders (TTLs) to support the successful delivery of the following outputs:

I. Support the strategic rollout, development, and maintenance of Food Security Crisis Preparedness Plans across 26+ countries

• As the main focal point for assigned countries, provide day-to-day hands-on support to the client and task teams for the FSCPP development, including supporting consultations and technical workshops in the country

• Liaise and coordinate with World Bank corporate units (e.g. DFI, OPCS, LEG) to identify World Bank instruments and mechanisms appropriate for responding to an emerging FNS crisis as identified in the FSCPP

• Liaise and coordinate with FNS partners to design a global support structure to respond to an emerging crisis as identified in the FSCPPs, e.g. conduct outreach meetings, prepare and document working group meetings, etc.

• Support the operationalization of activities identified in the FSCPP after its endorsement

• Enhance FSCPP effectiveness by supporting the maintenance activities of the plan

• Coordinate the financial support provided to task teams and client countries through GAFS, including support to processing of co-financing, additional financing, recipient-executed trust funds, and bank-executed trust funds

• Support development and maintenance of knowledge products related to FSCPPs and relevant materials such as presentations, template, and guidance notes

II. Support the GAFS, including the Action Focus Area and the GAFS FNS Dashboard

• Support the integration of FSCPPs as part of the GAFS FNS Dashboard

• Support close technical collaborations – including as part of monthly meetings – with financial tracking experts from OCHA’s Centre for Humanitarian Data, OCHA’s Financial Tracking Service (FTS), Global Network Against Food Crises (GNAFC), International Aid Transparency Initiative (IATI), Organisation for Economic Cooperation and Development - Development Assistance Committee (OECD DAC), and other relevant financing partners to build out data and functionalities of the GAFS Dashboard

• Liaise and coordinate with relevant humanitarian, development, and donor partners to compile FNS-related financing and project-level information on a regular basis to be integrated into the GAFS dashboard

• Support country-level pilots to promote granular tracking of FNS-related financing and projects across humanitarian, development, and donor partners

• Support and maintain methodology note on the integration of FNS financing across external partners and capture key gaps to inform areas of future investment and focus for tracking FNS-related financing across the international system

• Explore venues and international fora for advancing efforts to track FNS-related financing as part of the GAFS’ Dashboard

• Engage with the leads and team members of the Advice, Action and Advance sections of the dashboard to ensure complementarity and synergies across the sections

III. Support the design and reporting processes to track World Bank FNS financing and programming for the GAFS Dashboard

• Develop a methodology note detailing the process for tracking and verifying the World Bank’s universe of FNS-related projects (portfolio, pipeline, etc.)

• Work closely with the World Bank’s ITS team to develop a customized Power BI report that consolidates a universe of FNS-related projects and conducts preliminary calculations of commitment and disbursement amounts

• Liaise with other Global Practices, e.g. Health, Nutrition, and Population (HNP), Social Protection and Jobs (SPJ), etc., to support the identification and verification of FNS-related projects

• Support the reporting of the World Bank’s FNS-related financial support and projects as part of the Global Crisis Response Framework (GCRF) and required FNS briefings to the World Bank’s senior management and Board

• Work closely with the World Bank’s Information and Technology Services team (ITS) and Development Economics Analytics and Tools Unit (DECAT) to integrate World Bank-specific FNS-related financing as part of the GAFS dashboard

• Support country-level pilots to promote granular tracking of FNS-related financing and projects across humanitarian, development, and donor partners

IV. Provide support to the Global Agriculture and Food Security Program (GAFSP)

• Provide support, as needed, for GAFSP’s results management, M&E data collection, and support to Supervising Entities in complying with GAFSP’s M&E requirements

• Support the bi-annual six-monthly reporting exercise, including collecting and validating the data from task teams and perform quality control

• Support the monitoring of the achievements of GAFSP key indicators at the program-level and report to regular / ad-hoc requests from the Steering Committee, as needed

V. Contribute technical expertise and guidance as part of quality reviews of World Bank FNS-related projects that will be putting in place FSCPPs

• Conduct quality reviews and provide feedback on projects that will be putting in place FSCPPs

VI. Provide other technical and administrative support as needed

D. DESIRED SKILLS AND QUALIFICATIONS

• Educational Degree: At least a Master’s degree or Ph.D. in the field of agriculture and FNS, economics, international relations, or other relevant discipline • At least 8 years of relevant operational experience supporting FNS-related programs / projects for a major international humanitarian or development organization • Strong familiarity in FNS crisis preparedness, early and anticipatory action, and crisis response • Strong familiarity with FNS early warning systems (e.g. Famine Early Warning Systems Network, Integrated Food Security Phase Classification System, Cadre Harmonise, Global Network Against Food Crises, etc.) and knowledge of FNS-related data and indicators spanning food availability, access, stability, and utilization • Strong familiarity with FNS-related financing across humanitarian and development partners, e.g. FTS, IATI, etc. • Strong experience and working relationships with leading FNS partners across humanitarian (e.g. Food and Agriculture Organization, World Food Programme, etc.), development partners, and Government ministries (e.g. ministries of agriculture, planning, disaster risk management, humanitarian affairs, etc.) • Strong experience working in and with countries affected by fragility, conflict, and violence (FCV) highly desired • Strong organizational, research, and presentational skills • Proven ability to work in a team and intercultural environment, with minimal supervision • Excellent oral and written communication skills in English • Proficiency in MS Excel, PowerPoint, and Word essential; familiarity with Power BI is a plus • Ability to analyze quantitatively with problem solving skills, scope business needs to address specific project requirements and meet internal management and staff needs • Self-motivated and able to work independently with minimal supervision and collaboratively with diverse internal and external stakeholders • Familiarity with World Bank reports and products is a plus. E. DURATION

The Consultant will be hired for a period of 1 year, starting May 1, 2023.

F. REPORTING

The selected candidate will report to Zacharey Carmichael, Economist, Agriculture and Food Global Practice Global Engagement Unit under the overall guidance of El Hadj Adama Toure (Program Manager), Sarah Simons (Program Manager), and Julian Lampietti, Practice Manager. The consultant may also report to other FNS TTLs, as needed including Hanane Ahmed (SAGGL), Felipe Dizon (SAGGL), and Alexandra Horst (SAGGL).

The selected candidate will report to Zacharey Carmichael, Economist, Agriculture and Food Global Practice Global Engagement Unit under the overall guidance of El Hadj Adama Toure (Program Manager), Sarah Simons (Program Manager), and Julian Lampietti, Practice Manager. The consultant may also report to other FNS TTLs, as needed including Hanane Ahmed (SAGGL), Felipe Dizon (SAGGL), and Alexandra Horst (SAGGL).

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
