ENVIRONMENT, NATURAL RESOURCES AND BLUE ECONOMY GLOBAL PRACTICE (ENB GP)

The Environment, Natural Resources and Blue Economy (ENB) Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line: delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including current safeguards policies and the effective implementation of the new Environment and Social Framework (ESF) that was rolled out on October 1, 2018

The Europe and Central Asia (ECA) region comprises of 30 extremely diverse countries, with a population of nearly 500 million people. Four of our clients are IDA only and another 5 are IDA blend countries. The remaining 21 are IBRD eligible. Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. Country Partnership Strategies (CPSs) reflect this strong diversity with substantial variation in lending prospects, but strong demand for Bank technical services is present across the board. The World Bank is helping its ECA clients by implementing a regional strategy that is focused on addressing three critical challenges to growth and development---improving competitiveness, reforming the social sectors to achieve inclusive growth, and making growth more sustainable through climate action. Governance and gender issues cut across these three strategic pillars.

One part of the World Bank’s Environment and Natural Resource Global Practice responsibilities is to provide support to ECA projects related to Bank Environmental and Social Framework (ESF) and environmental management. This environmental technical support is provided directly as part of Bank project teams for both projects in preparation and under supervision.

Roles and Responsibilities:

Portfolio Monitoring – Support Practice Manager (ENB) in ECA in developing a system to regularly monitor ESF pipeline and portfolio, including status of IPF, PforR, deliverables and budget usage, and carry out assessment of trends. Provide to ECA ENB PM in monitoring environmental aspects of ESF project submission deadlines, effectiveness, problem projects, restructurings and closing dates. Coordinate with SCAEN ESF Regional Safeguards Coordination (RSC), as well as ECA staff to ensure accuracy of ESF data. Coordinate with SSI teams on ESF quality assurance process, and maintenance and management of the ECA ESF Quality Assurance support platform. Follow up on agreed actions.

ESF Quality Assurance – Working closely with RSC for Social and Environment unit, support ENB PM in quality assurance process for the ECA region that include monitoring the ESF work flow, risks based assignment of qualified environment specialist for cross support on lending projects; close monitoring of timely and quality review of ESF documents for ADM clearance by ENB PM; monitoring ESF budget, key environmental risks and producing quarterly ESF implementation reports for various CMUs; supporting training of Bank staff as well as client on ESF related issues.

Reporting – Develop, maintain and update portfolio reports. Prepare regular and ad-hoc pipeline, portfolio and disbursement reports on status of ESF projects deliverables, monthly, mid- and end-year status reviews, trends, etc. Provide inputs to the preparation of briefings, develop short notes as needed. Participate in portfolio reviews as needed.

ENB-related events – Provide support to ECA in the development and implementation of ENB seminars, meetings and other events, in person or virtual, including ENB Week, the GP’s major annual learning event, webinars, among others. Prepare follow-up / proceeding reports.

Other tasks – Carry out data analysis and rapid research assignments, support occasional requests for briefs, presentations, document formatting, proof reading, etc. Review environmental documents (e.g. ESRS, ESA, etc.) for low and moderate risk projects.

Selection Criteria

• Masters’ degree or equivalent, preferably in environmental engineering, science, natural resource management, or related field. • At least two years of relevant professional work experience including analysis, resource management related to Environmental Assessment, Environmental Risk Management. Hands on experience of working in middle income countries using specific Environmental assessment tools with both public and private sector clients would be preferred. • Excellent attention to detail, can manage multiple tasks at a time. • Excellent writing and analytical skills, including the ability to draft presentations, outcome reporting, and other written communications. • Ability to develop professional presentations and other documents. • Strong interpersonal, relationship building and diplomatic skills. • Data collection and proficiency in using analytical tools such as Microsoft Excel. • Ability to apply a practical approach to problem solving, produce high quality work outputs, effectively prioritize, and adapt to competing and unexpected demands. • Should be a self-starter, with a demonstrated high level of initiative. • Commitment to maintain the highest ethical standards. • Excellent written and oral communications skills in English.
