Private sector development is essential to the promotion of successful and sustainable economies in low and middle-income countries around the world. Sound and efficient markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth.

IFC’s Creating Markets Advisory (CMA) Unit delivers on IFC’s capital increase commitments by providing a foundation for Regional, Industry and Upstream teams to increase private sector investment opportunities. CMA addresses “if-then” reform asks in IFC strategies, complementing World Bank efforts, while strengthening IFC's relationships with client countries in support of IFC 3.0. Specifically, the CMA team works proactively with governments and regulatory agencies to create effective and efficient market conditions, both at economy wide as well as industry/sector level, for increased private investments. Our global experience shows that challenges in the business environment and lack of the right enabling regulatory framework results in countries losing significant amounts of investment annually. The unit collaborates extensively with the public sector, private sector and other teams across the World Bank Group in design and delivery of advisory services.

CMA currently operates across the South Asia region, with an active portfolio and pipeline in India, Bangladesh, Nepal and Sri Lanka.

Roles and Responsibilities

In this role, the selected candidate will play a key role in supporting the implementation of CMA’s projects and business development efforts primarily in India with support in other countries in the region on a needs basis.

IFC is looking to recruit an Extended-Term Consultant (ETC) to support development and implementation of ‘Creating Markets Advisory’ projects in India with specific focus on Agtech, 2nd Generation Bioethnol, Agri Carbon Market, and Cities Advisory Projects in select States in India. Key areas of focus will include but not be limited to the following:

• Government, both Federal and State, relationship management

• Policy & Regulatory support

• Support close coordination with relevant WBG teams and projects

• Provide Project Development and implementation support at sub-national level namely State and Urban & Rural Local Bodies

• Multi-stakeholder convergence and relationship management

Selected candidate will provide support to PL/TTL for Agtech, 2nd Generation Bioethanol, and Cities Advisory Project’s (and other Projects a needs basis) in following areas:

Strategy and Relationship Management

• Develop/ refine the project strategy and action plan/roadmap with a focus on Policy & Regulation, IFC investments and implementation at scale for thematic solutions in target states.

• Facilitate institutionalization of the projects at the sub-national level including state, district, and urban/rural local bodies, through appropriate Mandate letter/ MoU/agreement/s from relevant government office/s.

• Facilitate partnerships and development of a robust ecosystem for thematic solutions, and take a leadership role in advancing project activities, specifically leading stakeholder engagement process at the most senior- (Chief Secretary/Principal Secretary, CEO) and operational levels, across government (central, state and district/municipality), private sector (leading corporate houses, solutions providers, financial institutions), civil society, and other key agencies (e.g. multilaterals, academic institutions), in order to develop trusted relationships and forge new partnerships with key decision-makers supporting the design and operationalization of the projects.

• Maintain active dialogue with relevant parallel initiatives related to project thematic areas that are managed by local, multilateral and/or bilateral agencies, and develop appropriate collaborations and synergy with the IFC.

• Ensure alignment and convergence of project activities with World Bank and IFC teams.

Program Development

• Work with senior thematic specialists in reviewing project proposals to ensure IFC mandate is adequately addressed, and thematic solutions are well-designed to meet customer needs.

• Setup institutionalization of the projects through appropriate (sub-national) government mechanisms along with identification and mobilization of relevant technical and financial resources from Sub-national government offices, GoI, national & international private sector and development organizations.

• In collaboration with Project TTL/ lead, ensure timely design and delivery of projects along identified priorities with the relevant government department/s. Including facilitating partnerships between government, private sector and other stakeholders.

Operations and Team Management

• Facilitate development of State, District, and Urban/Rural Local body-level action plans for the projects with joint resource identification, mobilization and allocation of technical and financial resources.

• Support the TTL/Lead in program management including resources mobilization/approvals, reporting, budgeting, and other administrative tasks.

Communications and Knowledge Management

• Collaborate closely with the broader Industry specific Upstream and Advisory teams and explore mechanisms to strengthen knowledge management within IFC.

• Support overall knowledge management CMA-led advisory projects by collaboration with relevant knowledge institutes, think tanks and government agencies.

• Provide organizational and coordination support in the convening of knowledge sharing forums and conferences and contribute to the development of content materials.

• Lead additional analytical studies, Vision Documents as and when required, including development of ToRs, and selection and supervision of consultants.

• Lead any other tasks as assigned.

Selection Criteria

• Minimum 9-10 years of relevant experience in the development sector (WBG experience is preferred).

• Experience in mobilizing government and private sector financial & technical resources and partnerships for design and implementation of agriculture and urban sector projects.

• Should have proven experience in setting up project partnerships with high-level government officials at the sub-national level.

• Should have experience in designing and implementing projects focusing on agtechs and promoting technology/mechanization in agriculture

• Demonstrated experience of convening multi-stakeholder meetings with Government, private sector, civil society and international development organizations.

• Experience of developing and managing multistakeholder Steering Committees

• Solid understanding of political economy, water & agriculture policies, stakeholders, strategies, institutions, and regulations.

• Proven expertise in program management, coordinating contributions of specialists in other disciplines to complete a joint/complex project within tight timelines.

• Excellent verbal and written skills, and ability to present ideas and information both clearly and concisely.

• Master’s degree in a related field (in Business, Management, Finance)

• Excellent team player with strong sense of initiative and responsibility.

• Entrepreneurial attitude with ability to identify and develop new opportunities outside of immediate scope of work.

• Results oriented, and ability to monitor and report on a project cycle basis and work effectively in a team-oriented, multi-cultural environment.

• Strong leadership and interpersonal skills and ability to develop and maintain effective relations within internal and external stakeholders.

• Fluency in Hindi and English (speaking and understanding) essential.
