Unit Overview

The Infrastructure Energy Global Programs (IEEES) unit manages donor-funded global energy programs such as the Energy Sector Management Assistance Program (ESMAP) and energy climate finance programs. The unit also provides general guidance to EEX GP in the preparation and management of trust funds, including acting as focal point for the GP’s strategic fundraising efforts. Considered an integral part of the EEX GP, ESMAP is a global knowledge and technical assistance TF program, administered by the World Bank. It provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth.

ESMAP manages the Green Hydrogen Support Program (GHSP), which aims to raise awareness of the value of green hydrogen, address barriers to production and use, and support the successful development of first-of-a-kind projects. The support program helps developing countries in their efforts to use green hydrogen as a disruptive technology to create economic opportunities and achieve decarbonization targets. As part of this program, ESMAP is currently helping developing countries to design green hydrogen strategies, identify near and long-term production and consumption opportunities, and tackle challenges related to the deployment of green hydrogen projects. ESMAP’s Green Hydrogen Support Program provides countries with valuable analytical and technical support to pave the way for future investment projects. ESMAP’s analytical work includes developing tailoredmade country green hydrogen strategies; building government capacities to evaluate and approve green hydrogen projects based on specific country needs; supporting the development of policies, regulations and standards to sustainably scale up green hydrogen projects.

On Energy Day at COP27, the World Bank Group announced the creation of the Hydrogen for Development Partnership (H4D).The H4D Partnership will boost the generation of relevant knowledge and capacities to advance low-carbon hydrogen deployment in developing countries. H4D will enable the exchange of ideas between countries that have the potential to produce low-carbon hydrogen and connect them with research institutes, private companies, and off-takers to move forward the green hydrogen industry. H4D will support developing countries to deploy low-carbon hydrogen by providing technical assistance, addressing critical knowledge gaps, and offering access to concessional finance. By developing and adapting low-carbon hydrogen solutions to the needs of developing countries, H4D will support the expansion of the global market for low-carbon hydrogen and its derivatives, leading to improved technologies and accelerating cost reductions over time.

Duties and Accountabilities

The extended term consultant will be expected to support the team leader (GHSP and H4D Partnership) and global manager (ESMAP) in key knowledge, operational and program coordination tasks. The main tasks for the consultant are listed below.

• Contribute to the preparation of H4D’s flagship study:

• Provide research, analysis, and writing input to the chapters for the selected H4D flagship reports by incorporating global experiences on regulatory and policy reforms focused on enabling the environment to boost public and private investments in the low-carbon and green hydrogen industry. • Contribute to the editing and quality control process for the different chapters of the Flagship study, working papers and knowledge documents. The consultant will also be expected to contribute to the delivery of the Flagship study, working papers and knowledge documents.

• Contribute to the preparation of future ESMAP relevant hydrogen work knowledge products:

• Support the TTL in the analytical work on the development of financial solutions to ramp-up hydrogen deployment, considering public and private participation in project or corporate finance, such as credit enhancement mechanisms and risk-sharing schemes (i.e., first-loss guarantees, debt service and liquidity reserve accounts or subordinated loans), blended finance (i.e., a mix of concessional and climate finance), loan guarantees, non-commercial risk insurance, and equity structuring. • Support analytical work on contractual mechanisms and the design of contracts for differences related to the offtake of low-carbon hydrogen or its derivatives, including clauses on obligations of the seller, product quality, obligations of buyer/off-takers, liability regimes, and governing laws. • Support the work on the regulatory and policy safeguards to guarantee the sustainability of the green hydrogen industry in developing countries (environmental, social and governance). • Work closely with the GHSP and H4D Team Leader, the consultant will support him in tracking and monitoring the delivery of background papers, liaising with paper authors to coordinate delivery and reviews. • Provide cross-support to regional teams and EEX teams:

• Based on demand from regional Energy and Extractives (EEX), the ETC shall provide crosssupport to regional teams with active low-carbon and green hydrogen engagements. • Work with EEX team leads to serving as the H4D component focal point for the GHSP and H4D. • Support the preparation and delivery of the upstream activities from the regional EEX practices and collaborate on projects to deploy low-carbon and green hydrogen technologies.

• Support overall GHSP and H4D Partnership and portfolio management:

• Working closely with the GHSP and H4D TTL, the consultant will contribute to monitoring of the facility’s grant portfolio and pipeline development. • Serve as the primary focal point for the GHSP and H4D’s annual progress reporting exercise, including tracking annual progress reporting status across the portfolio, liaising with teams to support them in completion reporting requirement, and contributing to the drafting of GHSP and H4D’s annual progress report. • Working closely with the GHSP and H4D TTL, planning of H4D events, H4D partners meetings and study tours. • In support of the program results monitoring efforts, collaborate to the development of the GHSP and H4D working program, developing a progress report, and update impact indicator progress results bi-annually. • Working with the program administrative staff, monitor budget allocation and spending. • Support the efforts to keep track of emerging knowledge in the field of low-carbon and green hydrogen, to enable the H4D team’s continued awareness of latest knowledge and debate in the field. • Support the creation and maintenance of repositories on low-carbon and green hydrogen.

• Contribute to internal and external engagement:

• Contribute to the GHSP and H4D engagement with an active WB Group, liaising with individual TTLs from multiple GPs, facilitating connections across teams, contributing to the delivery of H4D newsletter and internal event organization, working closely with GHSP and H4D TTL. • Work with ESMAP communications team to contribute to the drafting and messaging of key outreach pieces for hydrogen, such as country briefs, facility key messages. • Engage donors and stakeholders in the delivery of outputs and contributions to the GHSP and H4D Partnership.

Selection Criteria

• Advanced degree (master’s) is required in a relevant field (e.g., Law, International Business, Public Policy or related field). • At least 5 years of experience advising governments or working in international institutions on the implementation of policies and regulatory frameworks to achieve energy access, decarbonization targets and net-zero transitions in developing countries and emerging markets, while boosting the participation of private enterprises. • Practical experience on the World Bank Group operational policies and procedures, operational project management, and acquaintance with lending operations for low-carbon or green hydrogen projects. • The consultant will be familiar with challenges, risks and bottlenecks faced by the private sector to deploy low-carbon and green hydrogen projects. The consultant should also have a thorough understanding of the enabling environment that affect the production, transmission, and use of low-carbon and green hydrogen in developing countries. • The consultant should have knowledge of policies, regulations, and initiatives for promoting investments in the low-carbon and green hydrogen sector and their compliance with environmental and social safeguards. • Familiarity with approaches to support government schemes that advance the low-carbon hydrogen industry in developing countries and emerging markets (contracts, business models and partnerships). • On the ground experience working in developing country contexts is preferred. • Experience with results frameworks and monitoring and evaluation of projects/programs. • Familiarity with World Bank trust fund policies, procedures, and administrative systems. • Proven capacity to work simultaneously and effectively on a variety of tasks, independently adjusting priorities and achieving agreed results. • Excellent writing and research skills are required; the ability to conduct desk-top reviews and market research, as well as synthesize and organize complex information into clear, documents, will be considered a strong plus. • Strong interpersonal skills and demonstrated ability to work in teams and lead small teams to achieve results and foster cooperation across organizational boundaries. • Ability to apply a practical approach to problem solving, interpret background analysis, and produce high-quality work outputs. • Should be a self-starter, with a demonstrated high level of initiative. • Commitment to maintaining the highest ethical standards. • Fluent in English and excellent oral and written communication skills in French and Spanish.
