Poverty Global Practice

The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institution’s vice-presidency, plays a key role in supporting the World Bank Group’s goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability. The practice is organized into seven regionally-oriented units—EAP, ECA, LAC, MNA, SAR and two in AFR—each managed by a Practice Manager.

Duties and Accountabilities

We are looking for an Extended Term Consultant (ETC). The post will be based in Washington D.C. with a focus on the Middle East and North Africa Region, where you are expected to enhance the effectiveness of Bank projects in MNA through geospatial data and analytics. You are also expected to work with Bank TTLs and provide analytics which help shape the World Bank country programs.

Your overarching responsibility will be to organize, implement, expand, visualize, interpret, and disseminate geospatial analytics supporting the Middle East and North Africa Poverty and Equity Program’s growing work on the impact of climate change, migration and urbanization, within a Whole of Economy framework. This would include setting up and maintaining the underlying data infrastructure and providing support to poverty economists at the country and regional level.

The work comprises broadly of four aspects:

- Analytics on vulnerability to climate change - Collect relevant raster datasets of geospatial historical climate indicators (i.e., NDVI, SPEI) and projected hazard maps based on RCP scenarios - Extract historical and projected climate indicators based on administrative shapefiles for designated MNA countries in order to link them with relevant household indicators - As part of a Whole of Economy framework, work with the country level poverty economists to produce vulnerability analysis based on these covariate risks - Produce map graphics of current and projected vulnerability outcomes - Integrate into relevant corporate deliverables, including Climate Change and Development Reports, Poverty Assessments, Systematic Country Diagnostics, etc. - Analytics on urban footprint and migration - Consultant will check and merge building footprint data, generate settlement extents - Using settlement extents, extract pertinent settlement-level statistics including Nightlights (NTL), Surface Temperature, Population, etc. - Using urban footprints determine annualized urban growth rates and compare areas of rapid expansion to expansion of human development facilities - Work with available data to track internal and external migration patterns and overlay them with key metrics on welfare and access to services - Work with Poverty economists and Urban teams to develop novel statistics and use for program targeting - Managing Regional Geospatial Data Drive - In consultation with colleagues, managing an internal networked access drive and country-level folders as repository for operationally relevant geo-spatial data (i.e., administrative shapefiles, proprietary raster data. - Upload final data products to Data Development Hub (DDH) - Set up the scripts to rapidly pull publicly available spatial data for aggregation and analysis (i.e., nightlights, google earth engine, ICP projections) - Actively seek new, primarily public, data sources and types as and when they become available, recognizing geospatial data are continuously updated and rapidly increase in scope and quality - Be an active member of the MENA poverty team and contribute to time-sensitive deliverables - Respond to time-sensitive analytical requests requiring a geospatial approach - Develop new tools and analytical methods using desktop GIS (Geographic Information System) software and code-based tools, including Python and R/STATA, as appropriate - Enabling data sharing and visualization for a wide audience through the creation of professional quality, user-friendly maps as-well as the writing of reports, blogs, and preparing of presentations to counterparts

Selection Criteria

We are looking for an imaginative and innovative ETC with a demonstrated track record of analytical work, excellent judgment and interpersonal skills and the ability to work closely with clients and TTLs to tailor analytical services. Proactive candidates with diplomatic skills, demonstrated effectiveness in working collaboratively with teams will be given special preferences. Prior exposure to geospatial analytics for policy, climate change work and work with research and/or international agencies is highly desired.

Minimum Education/Experience

- Master’s degree (PhD preferred) in geography, applied economics, public policy, statistics, data science or other related field, and a minimum of 5 years of relevant experience - Strong quantitative background and at least 3 years of professional experience in geospatial analysis

Other Selection Criteria

- Strong skills with standard GIS desktop software packages ArcGIS Desktop, ArcGIS Pro and/or QGIS - Experience with data analysis software like R, Python and/or STATA preferred - Experience working with the OpenStreetMap platform and demonstrated familiarity with its data model and community standards - Experience working with Google Earth Engine and demonstrated familiarity with its data model, either directly or via API - Demonstrated cartographic design skills and ability to produce professional quality maps - Excellent analytical skills particularly in data and geospatial analysis, with demonstrated capability to conduct research independently and as part of a team - Demonstrated ability to collaborate with others as part of a multicultural and multidisciplinary team - Excellent written, communication and presentation skills in English - Ability to work in Arabic and/or French preferred - Demonstrated ability to work independently and think creatively - Have worked in the field
