Background

According to the United Nations High Commissioner for Refugees (UNHCR), there are now more than 100 million individuals worldwide who were forcibly displaced as a result of persecution, conflict, violence and human rights violations. Internally displaced persons (IDPs) continue to constitute the majority of the forcibly displaced population globally, and worldwide, the IDP population has increased during nine of the last ten years, rising nearly three-fold to 53.2 million in 2022. IDPs and their host communities are facing specific challenges which require a strong development effort to complement humanitarian aid and legal protection. Supporting such people is critical for the World Bank Group (WBG) to achieve its twin goals of eliminating extreme poverty by 2030 and promoting shared prosperity in a sustainable manner.

Over the last few years WBG has significantly scaled up its response to forced displacement situations in low- and middle-income countries. In 2021, the Bank published an approach paper - ‘A Development Approach to Conflict Induced Internal Displacement’ - that highlights several recommendations to maximize the benefits of development finance to address IDP-related issues within the broader context of the needs of the country’s conflict-affected population in general.

Although engagement on IDPs is not new, the Bank is now focusing on operationalizing its approach on IDPs through expanded inclusion of IDPs in country engagements, programs and projects as well as strengthening data and evidence. This approach includes recognizing the centrality of political economy and links to the broader conflict context of IDP hosting countries, basing interventions on a solid understanding of the affected populations and their environments, and designing interventions that encompass conflict and displacement dimensions.

The Fragility, Conflict, and Violence (FCV) Group has played and is playing a key role in all these efforts.

Roles and responsibilities

The Extended Term Consultant will report to the GTFS2 Practice Manager. The consultant is expected to work with proactivity and autonomy within the broader forced displacement team, to spearhead the FCV Group’s effort on internal displacement and support the implementation of the key elements of the Approach Paper across the Bank.

Specific activities will include:

Support the operationalization of the Bank’s approach on IDPs, including:

- Engage with project teams and country management units (CMUs) in country—especially in those countries with the highest numbers of IDPs—to ensure, where appropriate, that Bank-supported projects target IDP-hosting areas and that IDPs are included as project beneficiaries.

- Help deliver programs supporting IDPs that encompass conflict and displacement dimensions and support a successful implementation of the corresponding projects, as needed;

- Work with relevant corporate units to explore ways to further entrench considerations for internally displaced populations in core Bank processes, procedures and products;

- Provide leadership or support for key regional/country analytical activities and internal displacement-related strategies, with a view to making a clear link between analytics, planning, programmatic and policy responses;

- Provide coordination for internal displacement-related activities of field-based GTFS2 colleagues.

Engage in efforts to advance the global response to situations of internal displacement, including:

- Supporting the Expert Group on Refugee, IDP and Statelessness Statistics (EGRISS) in the roll out of the International Recommendation on IDP statistics;

-Serve as the World Bank focal point for the Secretary General’s Action Agenda on Internal Displacement, which responds to the recommendations of the High-Level Panel on Internal Displacement;

-Coordinate efforts to advance data and analytical work, including working with the World Bank-UNHCR Joint Data Center on Forced Displacement.

Leverage critical partnerships for change, including:

- Further strengthen partnerships with relevant humanitarian and development partners with a view to mutually influencing strategic approaches at both global, regional and country level;

- Work with key donors and selected host countries to influence the global debate.

Advance the agenda within the WBG, and consolidate the team and its resources, including:

- Respond to corporate demands (briefs, events etc.);

- Improve knowledge and learning on internal displacement, including through training, regular communications, and peer-to-peer exchanges.

Selection Criteria

* Advanced degree (Master’s or PhD) in economics, law, or social sciences or another relevant discipline and at least 8 years of directly relevant experience.

* Proactivity and ability to work with a high degree of autonomy.

* Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs.

* Excellent organizational skills, and ability to manage a broad program of activities; ability to prioritize, to deal with frequent and unexpected changes, and to work within tight timeframes.

* Strong analytical and strategic skills.

* Knowledge of forced displacement issues, especially internal displacement.

* Experience with Bank operations, policies, procedures and processes a plus.

* Track-record in fostering partnerships with various stakeholder, including UN agencies, government counterparts, bilaterals, NGOs, and other development partners.

* Strong oral and written communication skills.

* Personal integrity, with demonstrated ability to handle confidential matters in a discreet and respectful manner.
