The Women, Business and the Law (WBL) measures laws and regulations impacting women’s entrepreneurship and employment in 190 economies. Eight indicators are structured around women’s interactions with the law as they begin, progress through and end their careers and affect economic decisions women make at different stages of their working lives. Results are presented in a series of annual reports, a website database, and policy notes that feed into WBG operations and analysis (http://wbl.worldbank.org).

Roles & Responsibility ------------------------------

The Extended Term Consultant (ETC) will be an integral member of the Women, Business and the Law team. The position will report to the DECWL Manager.

The ETC will be expected to:

- Collect primary data and follow up with respondents until a final, verified country profile is produced. - Research indicator-specific laws and regulations through primary data sources and publicly available information to support coding decisions. - Conduct broader research on specific indicator topics addressing women’s rights and contribute to analytical output, including policy briefs, working papers, blogs and reports. - Produce comparative data analyses related to the assigned set of indicators. - Prepare presentations and materials, and work on translation of project documents. - Recruit new contributors, particularly from problem countries . - Work on knowledge and learning activities to help Bank staff develop a more informed view on how legal gender equality relates to economic growth and poverty reduction. - Contribute to one of the cross-cutting functional teams working on survey distribution, data management, stakeholder engagement, knowledge management, communication, production and/or fundraising. - Provide general support to the project, as required.

Selection Criteria

- Applicant must have an advanced degree in Law, Public Policy, Economics or equivalent. - At least two years of relevant professional experience and knowledge of women’s economic empowerment and legal frameworks are strongly preferred. - Experience with data collection and surveys methods, as well as data management and analysis. - Advanced knowledge of Microsoft Excel, Word, and PowerPoint. - Knowledge of the Women, Business and the Law methodology is an advantage. - Demonstrated research skills on comparative policy issues and understanding of substantive issues in one or more of the areas covered by the report. - Excellent writing and analytical skills. Ability to identify relationships and linkages between components and to synthesize information from disparate sources into a cohesive format. - A positive attitude, the ability to take initiative to identify and resolve assignment-related issues and demonstrated close attention to detail. - Proven ability to work independently, multitask, and to deal with rapidly shifting priorities under pressure. - Ability to operate in a multicultural environment and build effective working relations with local and external counterparts. - High level of energy, initiative, persistence, and drive for results given the agreed objectives and deadlines. Also, organized, patient, and detail oriented. - Excellent oral and written communication skills in English are essential. Professional fluency in one or more languages (particularly: Arabic, Chinese, French, Russian, or Spanish) is preferred.
