The Infrastructure Practice Group

Globally, 840 million people live more than 2 kilometers from all-weather roads, 1 billion people lack electricity, and 4 billion people lack Internet access. The World Bank’s Infrastructure Vice Presidency (INF VPU) is keen to increase recruitment of highly-qualified, early-career African and African Diaspora (A&AD)[1] staff for careers in transport, energy, digital development, infrastructure finance and infrastructure economics. To this end, the INF VPU has created the A&AD Infrastructure Fellows Program under which the present recruitment process is being carried out. Unit overview

The two Africa Regional Vice-Presidencies within the World Bank (Africa East and South; Africa West and Central) are committed to helping Africa realize its considerable development potential, with a focus on employment generation. Sub-Saharan Africa has a population of around 800 million and is a vibrant and changing environment for development work. The last two decades of democratic elections and, in some countries multiparty systems, has created a greater openness to pro-poor reforms.

Until the onset of the global financial, economic and COVID-19 crisis, Africa had been experiencing a period of sustained and widespread growth. While the overall business climate in Africa is the weakest in the world, several countries including some fragile states have made great strides in improving their environment for business. What is emerging as a result is a growing region, with setbacks from time to time, that is increasingly seen as a destination for investment as much as for aid; and one where leaders are increasingly willing to address problems of poor governance. The Africa Regions seek to seize this unprecedented opportunity to better support our clients in realizing the ambition of eradicating extreme poverty and boosting prosperity.

The Infrastructure Department in Africa covers both Africa Vice-Presidencies and works primarily in the energy and transport sectors. The Africa Energy Program covers reforms (sector and corporate governance, energy security and the environment, regional energy trade, public-private partnerships, energy efficiency, etc.) and investment support in power generation, power and gas transmission and distribution, rural energy services, renewable energy development, low-carbon and climate friendly initiatives. In the transport sector, urban transport (Bus Rapid Transit systems), regional integration corridors, trade and transit facilitation, logistics, PPPs, ports, railways, air transport, rural transport for agricultural productivity, and road safety are areas of focus.

The Africa Infrastructure department’s portfolio includes 128 projects under implementation, with an aggregate value of about US$ 22.1 billion. In the current fiscal year, the department expects to deliver approximately US$5.0 billion in 19 projects and numerous analytical activities. The portfolio is diverse and includes projects and analytical work in the energy and transport sectors.

Duties and Accountabilities

- The AFR INF Department is looking for an experienced, high-performing, energetic Strategy and Operations Officer as ETC who is adaptable and flexible with strong experience in working on developing / review of policy briefs and strategy documents for Africa Infrastructure RD office. He/she would work closely with the Senior Strategy and Operations Officers and the Regional Director (RD). This position reports to the RD, Africa Infrastructure. His/her main accountabilities would include: - Working with Senior Strategy and Operations Officer on review of key portfolio and operational aspects. - Providing input, analysis, and recommendations on issues brought to the RD’s attention either for information or action. - Keeping abreast of external developments concerning AFR INF clients as well as internal institutional developments. - Ensuring quality control of all operational products like Project Appraisal Documents, Implementation Completion Reports, etc that go from the RD, for signature, or clearance. - Preparing briefs, reports, and memos for AFE, AFW, INF or Bank's senior management. - Helping to write speeches and talking points for external appearances by the RD. - Preparing AFR INF inputs for corporate initiatives that cut across countries and sectors, in collaboration with relevant units. - Assisting with the development, update, and monitoring & implementation of AFR INF specific strategies such as Energy Access, Transport and Energy corporate commitments, updates to the Board (e.g., AFR INF work program, SDG7, etc.) working closely with various GPs, global units and other corporate units.

The selected candidate will report to the Regional Director for Africa West Infrastructure, and work closely with Senior Strategy and Operations Officer.
