WBG is the largest provider of Development Finance and solutions for social protection, labor and jobs, working with high-income, middle-income, and low-income countries to develop country-tailored solutions for specific social protection and labor challenges. These range from increasing the efficiency with which social resources are spent (where well-designed social safety net programs, reformed pension reforms, and integrated social protection systems are proven solutions), to improving employment outcomes through employability programs and associated policy reforms, often most effective when targeted at the poor or the young.

The Social Protection and Jobs Global Practice delivers analytical and operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include:

- Strategy, Analysis, financing and Design of programs delivering social safety nets/social assistance in the form of cash transfers, public works programs, social services, and fee waivers. - Advisory and analytical services on design and delivery of contributory transfers (including old-age pensions, unemployment insurance, disability and survivor benefits), and their fiscal sustainability (including budget support for transitions). - Analysis, design and delivery of labor market and youth employment programs (with a focus on supply side interventions and intermediation policies), as well as policy advice on labor market regulations and interventions. - Strategy, analysis, financing and design of integrated social protection delivery systems (e.g., payments, identification, registries, systems assessments) as underpinnings of effective social programs that can help cope with climatic shocks or underpin fiscal reforms.

MENA Regional SPJ unit (HMNSP) manages operations and analytical work across the region. MENA regional Social Protection and Jobs unit (HMNSP) is seeking an Extended Term Consultant (ETC) to conduct policy dialogue and carry out SPJ operational and analytical work program in Tunisia.

The position will be based in the Bank’s Tunisia country office in Tunis with the following duties and responsibilities.

Duties and Responsibilities

The successful candidate will be an ETC in the Middle East and North Africa (MENA) Social Protection and Jobs team and report to the Practice Manager of SPJ GP for MENA Region. S/he works as a core member of the SPJ team in the World Bank’s Tunisia Office in Tunis to support the SPJ engagement in country. S/he shall contribute to the successful day-to-day delivery of the overall SPJ programming efforts, technical assistance, lending, Project management and close Coordination and Capacity Building with government counterparts.

The position will involve frequent interactions with government counterparts, universities, research think-tanks, and other donor agencies in Tunisia, in particular the Ministry of Employment and Vocational Training and the Ministry of Social Affairs. Within the World Bank, her/his shall work with other GPs and contribute to multi-sectoral tasks as per business requirements.

In Tunisia working as part of the SPJ team the candidate will work mainly on the operational tasks, including the ongoing Youth Economic Inclusion Project, the ongoing GovTech project, the ongoing Tunisia Covid 19 social protection emergency response support project and preparation of any additional lending operations. S/he could also be asked to provide support on ongoing analytical work, technical assistance and policy dialogue in the area of social protection and jobs.

More specifically the candidate will be expected to:

- Support the Task Team Leaders of the ongoing lending operations in the area of social protection and jobs. This would involve provision of technical assistance to the government on the delivery and reform of various SPJ programs with a focus on improving program delivery and introducing innovations to improve SPJ efficiency and effectiveness. - Contribute to implementation of ongoing lending projects (aforementioned). This would involve a weekly coordination with the government counterparts, support to government counterparts in project management, supervision of agreed work plans, support in missions’ preparation, etc. - Contribution to preparation of future lending projects. - Generate knowledge and good practices from Tunisia engagement to contribute to the regional and global knowledge base of the SPJ GP. - Contribute to strong team collaboration within the SPJ team and with WBG colleagues from other GPs, to develop holistic WBG solutions to the challenges of poverty, inequality, household level vulnerability, and inclusive growth.

The ETC is accountable for performing the duties and responsibilities, modeling the behaviors and maintaining the technical competencies (listed below) in his or her capacity as a member of the HMNSP. Accountability means being answerable for managing quality, risks, results, institutional initiatives, and compliance with HNMSP policies and procedures.

Selection Criteria

- Academic achievement and experience – A Master’s Degree in relevant discipline (social policy, public policy or economics) with at least 5 years of experience in social protection and/or jobs, preferably in the areas of social assistance, cash transfers, poverty reduction, labor or other related fields. - Policy Dialogue Skills - Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders. - Demonstrated ability in time management – Handles multiple tasks effectively, meet deadlines, manage uncertainty, and adjust to a changing work program. - Demonstrated project management skills – Has experience in managing complex projects. - Social Protection and Jobs knowledge – Experience and expertise in the design, implementation and assessment of projects related to social protection and/or jobs would be strongly recommended. - Demonstrated Client relationship skills and ability to develop and maintain productive, professional relationships with government counterparts, donors, civil society and other stakeholders. - Language Skills – Fluent in English is essential for this position. Arabic and/or French language for client engagement required. - Knowledge and Experience in Development – Understands policy making process and distills operationally relevant recommendations/lessons for clients. Knowledge in the following topics would be preferred: - service delivery mechanisms, institutional design and implementation issues; - universal subsidies reform; - linkages with HD and ECD; and/or - jobs agenda and promotion of women and youths. - Communications skills and team work – Ability to - deal sensitively in multi-cultural environments, to work in a team environment; - operate independently with minimal direct supervision and support; - work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams; - share and disseminate relevant information with colleagues, clients and managers alike; - interact effectively with a range of stakeholders within and outside the Bank, with a strong client orientation; and - identify and develop new and creative partnerships with a wide variety of agencies and organizations.
