The Sustainable Development Department for East Asia and the Pacific (EAP) covers five global practices: Agriculture and Food; Environment, Natural Resources and the Blue Economy; Social Sustainability and Inclusion; Urban, Disaster Risk Management and Land; and Water. The Department is headed by the Regional Director for Sustainable Development for East Asia and Pacific.

Agriculture and food systems are a crucial pathway to meet the World Bank Group’s (WBG) twin goals—eliminating extreme poverty by 2030 and promoting shared prosperity. It is estimated that global food production must increase by at least 35 percent to meet the needs of the rising global population. Thus, ending extreme poverty and boosting shared prosperity cannot be achieved without more and better investment in agriculture, food security, and nutrition. Meeting today’s challenges on the food and agriculture agenda will require major strides in agricultural innovation and climate smart agriculture, efficiency in food production and distribution systems, promoting environmentally and socially sustainable production practices, strengthening agricultural policy and institutions, supporting agribusiness value chains, and joint private and public sector action.

The Agriculture and Food Global Practice (AGF GP) of the WBG, working closely with the International Finance Corporation (IFC), supports a Global Vision for Agriculture and Food with agriculture able to feed every person, every day, in every country with a safe, nutritious and affordable diet, and where jobs and income gains in the food system are sufficient to meet poverty reduction targets.

The AGF GP Unit for East Asia and the Pacific (SEAAG) focuses on promoting climate smart and nutrition sensitive agriculture, linking smallholder farmers to markets, agriculture value chain development, and enhancing rural livelihoods and jobs. In Mongolia, the Unit is supporting the Ministry of Food, Agriculture and Light Industry (MOFALI) through analytical studies, technical assistance, and projects with an emphasis on promoting green, sustainable and competitive agriculture and livestock systems, agribusiness development, improving livelihoods and jobs, and One Health. The One Health agenda is focused on strengthening animal health systems to deal with zoonotic diseases, food safety and anti-microbial resistance. The AGF unit in the Mongolia also works closely with other Global Practices and International Finance Corporation, on the environment and natural resources, urban competitiveness, agriculture logistics and connectivity, access to green finance and export competitiveness .

The SEAAG Practice Manager is based in Singapore, coordinating the work program consisting of analytical and advisory services and a lending portfolio totaling $3.6 billion, The SEAAG consists of 20 staff, 75% of whom are in located in Country Offices in the EAP region.

Duties & Accountabilities

The Agriculture Specialist/Agriculture Economist will contribute to the delivery of the work program, assurance of quality, interaction with internal and external clients, including the private sector, development partners and civil society, and fostering partnerships. The primary responsibility of the selected candidate will be to provide technical, operational and strategic support to the development and implementation of SEAAG’s work program in Mongolia and other SEAAG countries as needed. S/he is expected to participate in missions within Mongolia. S/he will report to the SEAAG Practice Manager based in Singapore and will work closely with the World Bank team, including the Senior Agriculture Economist/Agriculture Country Sector Coordinator based in Singapore, the World Bank Country Management Unit in Ulaanbaatar and the Sustainable Development Program Leader based in Beijing, China.

In particular, the selected candidate will:

• Contribute to the preparation and supervision of agriculture/livestock projects in Mongolia led by SEAAG and those projects supporting agriculture and food system related activities managed by other GPs (Urban, Transport, etc). Assure timely delivery of these operations with high levels of quality; • Remain up-to-date with relevant developments in the country and analytical work in the sector. Initiate/participate in analytical and strategic work pertaining to agricultural and food systems development, including work led by SEAAG and those that are led by other GPs, but requiring agriculture related inputs; • Coordinate and follow up with government counterparts and consultants, provide high-quality research and analytical support, including drafting policy notes related to agriculture, livestock development, agribusiness, natural resources management, and rural development. • Contribute to the policy dialogue on agricultural, livestock and rural development issues and interactions with the client and partners, and alert management (both country and sector) to issues requiring attention; • Assume an active role in the country team with the aim to ensure adequate and appropriate integration of relevant aspects of the agriculture and food systems and rural development agenda in core Bank products, including the country partnership framework, strategic country diagnostic, country economic memorandum and the like. • Serve as an active member of the SEAAG team, contributing to the Region’s strategic scale up of support for agricultural and food systems development • Participate in collaborative and coordination efforts with other donors and partners to optimize complementarities with Bank supported projects and program. • Participate in the dialogue with relevant representatives of the private sector in order to keep abreast with issues related to the business investment climate and identify possible areas of collaboration through public-private-partnerships.

Selection Criteria

• A minimum of a Master’s degree in Agricultural Economics, Agribusiness, Agricultural or Veterinary Sciences or related fields. A minimum of 5 years of relevant working experience in areas related to agriculture, agriculture economics, agribusiness, and other fields related to food systems; • Recognized and respected by peers; demonstrated commitment to collaboration and ability to interact effectively and collegially with peers at all levels; • Familiarity with the institutional context of Mongolia, and experience in interacting with institutions involved in agriculture, landscape management, and rural development; • Ability to think innovatively and strategically in dealing with policy issues while maintaining a strong client orientation; • Excellent interpersonal, problem-solving and team skills with ability to find balanced, pragmatic and implementable solution. Ability to work across various subject areas and multi-disciplinary teams; while being diplomatic and sensitive to cultural, political and gender issues • Ability to contribute to the design and execution of policy and/or research initiatives, project design, organization and management. • Ability to work under pressure while retaining perspective and a sense of humor; high level of energy, initiative and self-motivation, coupled with willingness to travel extensively and work under challenging conditions; • Proven written and oral communication skills in English and Mongolian, including the ability to present complex issues to specialists as well as to non-specialist audiences.
