You have:

• Minimum 4 years experience in a project management position working in a humanitarian/protracted crisis or development context
• Demonstrated technical expertise in two or more of the following programmatic areas: Shelter and Information Counselling and Legal Assistance (ICLA), WASH and Livelihoods and Food Security
• Fluency in English, both written and verbal
• Strong communication, inter-personal, and diplomatic skills, including the ability to work under matrix management structures
• Experience of working with large donors, including experience with FCDO, EU and World Bank
• Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Generic responsibilities (max 10)

1. Support the implementation and coordination of Durable solutions projects, including programme development, and reporting in line with donor requirements
2. Compliance with and adherence to NRC policies, guidance, and procedures
3. Responsible to ensure full compliance of the different Integrated Durable solutions project components in relation to grant management and project cycle management processes
4. Establish, maintain, and coordinate successful relationships with internal and external stakeholders.
5. Provide guidance and advice to senior technical staff and programme teams on donor rules, regulations and requirements that may have an impact on the durable solutions projects.
6. Contribute to the development of relevant tools, standards and systems that are relevant to the integrated durable solutions project.

Specific responsibilities

• Build strong working relationships with programme and support teams at country and area level to ensure timely project deliverables and successful project completion.
• Coordinate the drafting and submission of different durable solutions projects progress reports in line with the donor reporting schedules.
• Coordinate and actively engage with national and sub-national coordination structures, and DS architecture, as well as with humanitarian, stabilization, and development organisations in programme areas of operations, to identify gaps and enhance synergies in order to support programme implementation and prioritization.
• Participate in Durable Solutions Working Group (DSWG) and Regional Coordination Units (RCUs) meetings and collaborate with relevant NRC colleagues for the coordination and implementation of durable solutions projects.
• Take part in Technical Working Group (TWG) meetings organized for different durable solutions projects, participate in different consortia organized DS events and stakeholder meetings nationally and regionally, including meetings organized by the Danwadaag consortium.
• Contribute to fundraising through the development of new projects, including drafting of proposals, liaising with donors, and supporting the production of communication tools.
• Support the field teams to comply with both internal and external donor requirements.
• Coordinate with CC Specialists, Area Managers to ensure systems for quality control, monitoring and evaluation, and approach to identifying and acting on key learning in project implementation.
• In the absence of and together with the DS Manager act as the liaison with the donor/consortiums and provide regular updates formally and informally on the durable solutions project progress
• Liaise with government stakeholders at national level to ensure appropriate accountability and build ownership.
• Ensure cross-cutting issues are integrated in all programmes, notably Safe and Inclusive Programming, protection mainstreaming and conflict-sensitivity areas.

Critical interfaces

• Area Managers: coordination and provide programme support
• Programme implementation teams: to ensure programme completion to workplan
• Donors: to report project progress and highlight achievements and issues
• Consortium Leadership Team (CLT) of the Danwadaag consortium: maintain functional relationship and communication.
• Government authorities: to ensure project understanding and support

• Experience of working with large donors, including experience with FCDO, EU and World Bank will be an added advantage
• Experience of the Somalia humanitarian context is an advantage
• Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress
