This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of UNHCR Bissau Chief of Mission, the UN Volunteer will undertake the following tasks:

  • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR), ensuring that the needs of persons of concern in the AoR are assessed and analyzed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
  • Implement activities in accordance with the comprehensive solutions strategy, with a view to finding durable solutions to the maximum number of People of Concerns (PoCs).
  • Participate in the planning of, and advise on opportunities for alternative solutions, including available regional and national legal frameworks.
  • Participate in consultative processes within UNHCR and with a broad range of regional and national external partners to promote voluntary repatriation, local integration and resettlement.
  • Contribute to fostering and maintaining strategic partnerships with UN, national, and regional development agencies, Government, civil societies and the private sector.
  • Advise on populations of concern’ appropriate engagement for the identification of the most appropriate solutions, including through participatory assessments and other forms of community-based assessments.
  • Provide guidance and input to the annual programme planning to identify adequate resources and means to implement the programme country wide.
  • In consultation with the regional Livelihoods/local integration unit provide guidance and monitor UNHCR partner implementing livelihoods interventions and advise on mainstreaming self-reliance as a key component of a durable solutions strategy and ensure the involvement of PoCs in transition projects, peacebuilding and development initiatives.
  • Monitor the implementation of the durable solutions strategy and provide advice for improvements.
  • Analyze statistics, trends, and other documents, and draft reports.
  • Conduct training activities aimed at the capacity building of UNHCR and partner staff on durable solutions, peace building/coexistence and partnership.
  • Monitor the implementation of the programme through managing the human and financial resources and identify gaps to ensure optimum use of available funds.
  • Support the implementation of the Albert Einstein German Academic Refugee Initiative (DAFI) scholarships programme in Guinea Bissau.
  • Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans.
  • Support on the implementation of livelihood projects, participate on the multifunctional teams for the naturalization and participate on the assessment field operations, organizing major;
  • Support on the preparation of the UN Day, 16 days of activism and World Refugee Day, other relevant days and support in organizing capacity building for staff and the partner staff.
  • Undertake any other relevant tasks and duties as requested by the Head of Office.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Bachelor degree in Law/International Law, International Relations, Political Science, Social Science, Economics or related field, including experience with civil society organizations, in human rights capacity building and analysis and reporting cases, reintegration, humanitarian affairs or related area, in the government, NGO or international organization is required.

Required experience:

36 Months

Experience remark:

Field experience in community mobilisation, sensitization and empowerment, durable solutions, sustainable development/Livelihoods, coordination and protection of displaced persons.

Experience with civil society organizations, in human rights capacity building and analysis and reporting cases, reintegration, humanitarian affairs or related area, in the government, NGO or international organization is required.

Experience with Refugees and /or with population with special needs is an important asset;

Is it relevant the experience working in the UN or other international humanitarian or development organization.

Language skills:

  • Portuguese(Mandatory), Level - Fluent

  • Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels;
  • Familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment;
  • Ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision;
  • Ability to work with tight deadlines;
  • Sound security awareness

Language skills: Fluency in Portuguese and working level of English (mandatory). French is an asset.
