JOB TITLE: Durable Solution Coordinator

REPORTING: Area Programme Manager

DUTY STATIONS: Aweil , (Covering Project in Wau and Raja Counties )

DURATION AND TEPY OF CONTRACT: 12 Months renewable subject to funding

STARTING DATE: As soon as possible

SALARY: As per NRC National Scale

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation. Our task is to improve international protection of refugees and internally displaced persons, and to offer emergency humanitarian assistance regardless of race, nationality or political views. Our efforts are founded on the principle that all human beings are entitled to a life in peace, liberty, safety and equality, as this is expressed in the Universal Declaration of Human Rights. NRC has been working in South Sudan since 2004. Our core competencies include Education, Shelter, WASH, Food Security & Livelihoods (FSL), and Information, Counselling & Legal Assistance (ICLA).

Being an employee of the Norwegian Refugee Council (NRC) in South Sudan, the Durable Solution Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

1. Roles and responsibilities

The purpose of the durablesolutions Coordinator position is to lead and oversee coordination and implementation ofNRC durable solutions programming across NRC area Field Offices in the North. In particular the projectis implemented in Aweil, Wau and Raja Countiesof Greater Barh Ghazal region. This is an all-round role, where the Durable Solutions Coordinator will plan, manage and implement the project with a team of NRC officers, assistantsand National implementing partner. Applicants are expected to have capacityto build team'scapacity, produce timely and high quality proposals and reports, represent NRC externally and maintain partnerships with stakeholders that include the government line ministries, work at policy level engaging with government institutions at area level, andother relevant stakeholders, and contribute to NRC advocacy processes on durablesolutions at area level.

DUTIES AND RESPONSIBILITIES:

  1. Compliance and adherence to NRC policies, guidance,and procedures
  2. Coordinate and manage DS projects implementation inline with proposals, strategies, and donor requirements.
  3. Compliance to donor standards, and grant management and regular reporting to DS
  4. Programme manager/Specialist.
  5. Participate in the development, planning and deliveryof DS Project in consultation and collaboration with the Programme Manager/Specialist DS
  6. Identify funding opportunities for DS programming.
  7. Responsible of providing relevantinputs for development of fundingproposal, project budgets, Concept notes, and donor reports
  8. Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  9. Ensure capacity building and guidance of all technical staff.
  10. Liaison and collaborate with relevant local and national authorities andstakeholders and representNRC in relevantforums and technicalworking groups.
  11. Promote the rights of IDPs and possible returnees in line with the advocacystrategy.
  12. Assume overall responsibility of coordinating and managing the DS programme implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  13. Implement technical direction and ensure high technical qualityof DS projects.
  14. Provide strategic leadership in Durable Solutions programming approaches and methodologies.
  15. Liaise and collaborate with relevant authorities and other key DS stakeholders, strategic advocacy networksto advocate on durable solutions.
  16. Provide technical inputs on development andimplementation of durable solutionsindicators and targets on NRC Basic Score Card (BSC).
  17. Ensure optimal use of resourceswithin the allocated DS project budgets and strategies.
  18. Responsible for provision of technical inputs for durable solutionsreporting and monitoring in line with donor policiesand guidelines.
  19. Participate in donor seeping missions, evaluations, reviews and assessments as directed by the
  20. HOP and DS consortiums leadership.
  21. Conduct quarterly Project reviewsto assess progresses, capturelessons learned and adapt Programme Strategies as necessary in accordance with NRC'sresult basedmanagement principles
  22. Contribute to the dissemination of DS research productsand other information outputs.
  23. Act as a key focal point for any communication between different DS Stakeholders at the State
  24. Level and lead relevanttechnical working groupsin the States.
  25. Support NRC to establish and strengthen relationships with new and existing donors on durablesolutions programming.
  26. Collect and compile evidence based and compelling cases for supporting the fundraising initiatives.
  27. Collaborate with NRC technical specialists to develop concept notes and funding proposals
  28. supporting durable solutions fundraising and resource mobilization initiatives.
  29. Represent NRC in coordination forums such as the durable solutions working groupsat state levels.
  30. Document programme successes with a particular focus on durablesolutions for sharing with both internal and externalaudiences.
  31. Ensure adherence to NRC policiesand donor requirements.
  32. Ensure that NRC durable solutions programmes and related activities are implemented within NRC's Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for properaction.

Qualifications and Competencies

  • Minimum first level university degree/bachelor's degree in Human Rights Law, Development studies, Economics, Social Sciencesor other relevantfields.

• Demonstrated flexibility and the ability to work underpressure in a complex and changing environment.

• Experience from working in complex and volatile contexts

• Knowledge of the contextSouth Sudan context

• Experience with returnsand reintegration programmes

• Documented resultsin project and program management

• Knowledge about own leadership skills/profile

• Fluency in English, both written and verbal

• Resilient, with the abilityto live and work in a complex, insecure and challenging context.

Solid budgeting skills and understanding of working with multiple development or humanitarian donors.

• Minimum of 5 years' experience from a senior level project implementation position in a humanitarian/recovery context.

• In-depth knowledgeof the main protection and humanitarian standardsand legal frameworks.

• Significant work experience in UN, INGOs inassisting lOPs, refugees and returnees with a focus on durable solutions.

• Experience in designing programsand resource mobilization for multi-year programs in an international environment.

• Strong experience working in a partnership model and establishing and maintaining

coordination and communication systems at inter-agency level

• Knowledge and experience workingwith multi-lateral and bilateraldonors

• Ability to build strongcoalitions and strong networks for resource mobilization.
