Result of Service- Countries of the region contribute to the implementation of the regional strategy for DRR and the roadmap; - One regional capacity building event is organized at CESDRR, for the experts of national organizations working in disaster risk reduction, with high level participation of experts from Republic of Tajikistan; - Input and contribution in the preparation and organization of the annual Forum of heads of disaster management organizations of the region; participation in the follow-up to the decisions and recommendations of the Forums; - The Sendai Framework Monitor reports of Central Asia countries are completed with contribution of all relevant sectors; - Monthly regional newsletter developed and disseminated; - Initiatives and activities of Central Asia countries in DRR and in regional coordination are supported.

Duties and Responsibilities Background: United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk.

UNDRR implements the 2019-2022 Initiative "Strengthening disaster resilience and accelerating implementation of Sendai Framework for Disaster Risk Reduction in Central Asia", with financial support of the European Union. The Initiative will actively engage the Center for Emergency Situations and Disaster Risk Reduction (CESDRR) in Almaty, Kazakhstan in implementation of relevant activities across all Central Asian countries with a special focus on Uzbekistan, Turkmenistan and Tajikistan.

The CESDRR implements activities for developing Regional risk profile and Regional Strategy for Disaster Risk Reduction, regional disaster loss database, will organize annual high-level Forums of heads of disaster management agencies of the countries, and will organize capacity building activities for the staff of such agencies, including on Sendai Monitor.

Responsibilities: The consultant will report to Programme Management Officer and collaborate with CESDRR Director's Office in Almaty in strengthening regional coordination, exchange of information on transboundary risk and building capacity in DRR in the countries of the region.

Main responsibilities include: - Participate in the implementation of the main directions of the development of regional cooperation in the field of disaster risk reduction, prevention and emergency response; - Assist in strengthening capacities for disaster risk reduction, prevention and response to emergency situations at the regional and national levels based on requirements of the countries in the region; support in the development of concept and content of capacity building activities; - Collaborate with regional, governmental and non-governmental organizations in Central Asia region in order to study advanced achievements in emergency prevention and response; - Draft proposals and recommendations for consideration and coordination of analytical and methodological materials, use of international terminology; - Support in the development of a regional strategy for DRR, methodical and methodological materials, other documents and materials in the field of DRR and emergency; - Participate in monitoring and in development of reports on the implementation of Sendai Framework for DRR in the Central Asia region; - Participate in the initiation and implementation of regional programs and projects, assistance in planning and conducting of other international events in the field of DRR and emergency.

Qualifications/special skills Skills: - Knowledge about the mission and work of UNDRR and understanding of the Sendai Framework and its implementation are desirable;

Academic Qualifications: - A first-level university degree in one of the following areas: civil protection/defence, environment protection, information technologies, public administration, social sciences, law, or related fields is required.

Experience: - At least 7 (seven) years of professional experience linked to disaster risk reduction, protection of environment, public administration, law or related field is required. - Experience in international cooperation, programs and projects in the field of disaster risk reduction is desirable.

Language: - Fluency in written and spoken in English and Russian languages is required.

Additional Information Travel Details: - Possible duty travel to Central Asia, Caucasus and Europe regions, subject to existing public health and entry restrictions in the destination countries.
