2. PROJECT DESCRIPTION

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

Given the forthcoming of Change Management and Sub-Mekong Hub Transforming expected at the end of 2020, SC holder was resigned from UN Women in the End of August 2020, UN Women Cambodia Country Office (CCO) is seeking a short-term Driver who will provide driving services to all staff in programmes and operations teams of the Country Office for support service that are of high quality, accurate and consistent as well in support of office transition/movement for un coming the change management transitions in both administrative and logistics arrangements include renovation of office space, installation work and office material movement.

Under the direct supervision of the Operations Manager, the consultant will provide provides reliable and safe driving services to UN Women Representative and other UN Women officials and visitors ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds. The consultant will work in close collaboration with members of both the programme and operations teams in the country office to ensure responsive and quality support service delivery.

Duties and Responsibilities

3. SCOPE OF WORK

The consultant will work closely with UN Women to perform the following time-bound tasks:

I. Provision of reliable and secure driving services

  • Drive office vehicle for the transport of UN Women staff members/personnel and visitors to attend meetings or official events.
  • Drive other high-ranking officials or visitors and assist with picking up them from the security gate;
  • Provide support to all staff for transport of personnel and equipment to attend meetings or official events;
  • Support staff during workshops, training, and field trips, to facilitate their movements and assist in other related duties as required

    II. Proper use of vehicle

  • Ensure the vehicle - interior as well as exterior - is kept clean.

  • Maintain the trip log each time the vehicle is used, including daily mileage, gas consumption, oil changes, greasing and other services and timely annual vehicle inspection and registration;
  • Provision of inputs to preparation of the vehicle maintenance plans and report.

    III. Day-to-day maintenance of the assigned vehicle

  • Regular maintenance of the vehicle to check engine, oil, water, battery, brakes, tires, etc.;

  • Performs other minor repairs and arranges for external repairs and ensures that the vehicle is kept clean and in good working condition.
  • Ensure that the steps required by rules and regulations are taken in case of involvement in accidents.

    IV. Ensure availability of documents/ supplies and assist with administrative task

  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle.

  • Delivery and collection of mail, documents, and other items.
  • Assist with administrative tasks in photocopying, filing and messenger work.
  • Assist in the mailing and distribution of publications and payments of bills, as required.
  • Assist on renovation of office space, installation work and office material movement

5. INSTITUTIONAL ARRANGEMENTS

The consultant will work in close collaboration with the CCO personnel in Cambodia Country Office, primarily the OEE Team, under the direct supervision of Operations Manager. A workstation will be provided to the consultant to ensure effective consultation and support.

6. DURATION OF THE WORK

The assignment is between November 2020 to January 2021.

7. DUTY STATION

Phnom Penh, Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

Required Skills and Experience

Education:

  • Secondary education; Driver’s license; knowledge of driving rules and regulations and skills in minor vehicle repair

Experience:

  • At least 3 years of prior work experience as a Driver with a safe driving record, preferably part of it acquired in the UN system or Diplomatic Mission/Embassies;
  • Previous experience in the UN, Governments or International development agency, Diplomatic Missions/Embassies, will be an asset;
  • Good performance record;
  • Technical skills in minor vehicle repair is considered and asset;
  • Knowledge of local road conditions in Cambodia.

Language Requirements:

  • Good communication skills in English;
  • Fluency in Khmer

8. EVALUATION

Application will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

8.1. TECHNICAL QUALIFICATION EVALUATION CRITERIA:

Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

8.2. FINANCIAL/PRICE PROPOSAL COMPARISON:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
