Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A two-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The Expanding Enterprise Participation in the Textile and Clothing Global Value Chain Project is a sub-component of the broader World Bank funded Lesotho Competitiveness and Financial Inclusion Project (CAFI). The development objective is to expand the participation of Lesotho-based garment manufacturing enterprises in the Textile and Clothing (T&C) Global Value Chain (GVC) through a focus on increased productivity, growth, overall supply chain competitiveness with the aim of employment creation, and especially for Basotho owned and managed firms, many of which fall into the Small and Medium-sized Enterprise (SME) segment. The project is a 42-month integrated set of international Technical Assistance (TA) interventions consisting of the International Labour Organization’s (ILO) Sustaining Competitive and Responsible Enterprises (SCORE) programme and the International Trade Center’s (ITC) Global Textile and Clothing (GTEX)pProgramme. The international TA phase will be followed by a 30-month national implementation phase. The project is designed and delivered jointly by ILO and ITC with technical support to individual firms that is tailor made to their needs, opportunities and challenges as well as their operational and manufacturing constraints. The technical assistance packages will consist of i) pre-production support to develop firm competencies to improve techniques for material sourcing and yarn and fabric knowledge, improvement of product design and product development; ii) production level support to improve operations and management through Continuous Improvement Projects (CIPs) and productivity improvement interventions and; iii) post-production support to strengthen firms’ abilities to market and brand products to regional and global markets, including coaching and training in high-performance sales and management along with the identification of new business opportunities through training on export and investment promotion, market and client diversification. The Project contributes to the ILO’s mandate to promote sustainable enterprises, productivity and just transition as a means to contribute to decent work in ILO Member States

2. Reporting lines The position is located in Maseru, Lesotho under the overall responsibility of the Director of DWT/CO-Pretoria, The Driver will report to the ILO/ITC Project Manager and work closely with other project staff in the team. S/he will also receive guidance and support from the Pretoria Finance and Operation colleagues.

Description of Duties

1. Drive office vehicles for official purposes. 2. Meet official personnel at the airport and facilitate immigration and customs formalities. 3. Collect and deliver mail, pouch, documents and other items. 4. Responsible for the day-to-day maintenance of the assigned vehicle, check oil, water, battery, brakes, tires, etc., performing minor repairs and arranging for other repairs, and ensuring that the vehicle is kept clean. 5. Keep records of use of vehicle, daily mileage, gas consumption, oil changes, greasing and other services. 6. Ensure that the steps required by rules and regulations are taken in case of involvement in accident. 7. Perform miscellaneous office support functions such as messenger services and making photocopies. 8. Provide inter-office collection and delivery of mail, correspondence, files, documents and other material. 9. Collect and deliver mail from the Post Office, pouch from the airport, documents and other items as and when required. 10. Pack material received for dispatch, affix labels, insert material in envelopes and stamp outgoing mail. 11. Provide logistical support with project workshops, seminars or training when required. 12. Perform other related duties as required.

Required qualifications

Education

Primary education, valid driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repairs.

Experience

Two years' work experience as a driver with a safe driving record.

Languages

Good knowledge of the local language and knowledge of English.

Competencies

- Valid driver’s licence. - Proven ability to keep accurate records of the use of vehicle. - Proven ability to drive safely in local traffic conditions. - Ability to follow instructions. Ability to undertake minor repair. - Ability to lift and carry heavy mail bags and boxes. - Ability to work in a polite, courteous and cooperative manner. - Ability to travel to various districts’ field project sites if necessary. - Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Assessed candidates who will be considered as appointable but not selected for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
