ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide transportation of authorized personnel including translation of basic conversations from/to the local language, and/or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services. 2. Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorized destinations. 3. Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency. 4. Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, vehicle is fully equipped with required travel authorizations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services. 5. Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward. 6. Outside driving duties, perform basic office related tasks such as filing, photocopying, and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients as well as support the air operations acting as a helper if required. 7. Drive the passengers’ bus and transport passengers from the UN and other Terminals to various ramps within the Kabul International Airport (KIA) with adequate attention and application of the existing airport and UNWFP driving rules and regulations. 8. Drive the towing vehicle from UNHAS Compound to various ramps within the Kabul International Airport (KIA) and assist in the aircraft push-back and towing process with maximum care and attention not to cause any damage to the aircraft and ground handling equipment. 9. Provide pick-up and drop-off of the aircrew, aircraft ground staff (engineers) and UNHAS staff accordingly. 10. Provide safe and secure transportation to UNHAS Staff from their residence/guesthouses to UNHAS Compound, UNWFP Main/Sub Office and other destinations as per requirements.

11. Able to travel and replace other driver(s) in other regions as requested by UNHAS Management. Cargo/pouch and ramp assistance 12. The incumbent should be able to assist cargo section to have an effective and efficient movement control of all cargo, pouch, and catering. 13. The incumbent should be able to assist cargo section in timely preparation of daily pre-flight report on outgoing cargo/pouch and present same to Operations Centre (AOCC). 14. Assist in processing of light humanitarian cargo, distribution of mails, invoices and other administrative related tasks advised by UNHAS various departments. 15. Assist at the ramp with passenger and cargo boarding and any other task that when required. Safety Inside KIA Airport and elsewhere 16. Aviation Safety refers to every aviator and individual operating in an aviation environment. Safety awareness and application are imperative and mandatory with UNHAS while operating inside KIA. 17. Maintain a-all-time vigilance and report any violation which may jeopardize the safety and security of UNHAS Air-fleet, staff and equipment. 18. Follow and maintain regular driving safety rules and procedures while driving at airsides, ramps, or any other part of KIA. 19. Collect and take part in FOD collection and disposal operation whenever called for or required. 20. Always remember to drive within the speed limits determined by UNWFP and Civil Aviation Authority driving rules and regulations. 21. Make sure you as a driver and the occupants buckle-up their seatbelts while embarking the vehicle. 22. Maintain adequate and reliable verbal and radio communications with the required stations such as the UNWFP Radio Room and other stations determined by the UNWFP Security Department and KIA airport authority. 23. Be aware of and apply all UNWFP driving safety rules and regulations all times. 24. Perform any other job/task requested by UNHAS Management and departments.To provide efficient and safe transportation of authorized personnel and/or commodities.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations.

Experience:

  • Two or more years of work experience as a Driver, preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorized vehicles. Experience in defensive driving is desirable.

Knowledge & Skills:

  • The candidate must have airside driving permit, qualification, and certification.
  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues.
  • Knowledge of the vehicle loading capacity and other parameters.
  • Knowledge of airside driving rules and regulations whichever applicable.
  • Knowledge of safety standards and safety equipment (e.g., fire extinguishers, buoyant wearable safety devices, etc.).
  • Ability to read and interpret documents such as aeronautical safety rules, operating and maintenance instructions, and procedure manuals.
  • Basic skills to assist in case of emergency, knowledge of first aid basic methods.
  • Knowledge of aeronautical phonetical alphabet and the basic aviation phraseologies, ability to use radio, email, telephone, and other applications.
  • Be able to drive a passenger’s bus, towing truck, armored vehicle as well as to be able to assist in the de-icing process and the ability to also operate the de-icing equipment. Driving and operating the cheery-picker truck and scissor-lift would be an advantage.
  • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.
  • Ability to demonstrate a customer-oriented approach, high sense of responsibility, courtesy, and tact.
  • Familiarization with the airfield layout (runway, taxiways, aprons, markings, lights, signs, etc.).
  • Knowledge of common aeronautical safety hazards i.e., jet blast, intake, propwash, foreign object debris, low visibility operations, caution and care during snow & ice, corrective actions during radio communication failure, familiarization with the Air Traffic Control Light Gun signals, aircraft anti-collision lights, etc.
  • Safety precautions within the inner and outer circle of Safety.
  • Knowledge of the speed limits in different operational areas.
  • Familiar with the heat & cold stress and knowledge of how this affects the human performance.

Language:

  • Fluency (level C) in the UN language in use at the duty station and in the duty station’s language, if different.
