OBJECTIVES OF THE PROGRAMME

The role of the Division of Business Operations (BOS) ensures the productivity and transparency of the technical programmes and the implementation of the EPW. BOS oversees budgetary and financial accountability with a risk-based approach to support the management of entrusted resources with close attention to value-for-money principles. BOS implements projects to improve EURO's productivity and ensure financial sustainability of the region's structures; develop a client-oriented culture among the enabling services; strengthen Country Office capacities; and drive strategic initiatives to enhance staff motivation and productivity. BOS strives to strengthen the capacity of the Regional Office to react in an agile way to external and internal changes.

The purpose of the Administrative Services and Conferences (ASC) unit is to deliver efficient, cost-effective and responsive support through a service-oriented approach for the day-to-day operations of EURO. Responsibilities include:

Infrastructure - premises & facilities, office space, asset management;

Logistics - travel, transport, mail & shipment, conferences, printing, records;

Administrative services - office supplies, records, privileges, and security.

DESCRIPTION OF DUTIES

This position has responsibility for all issues related to WHO/EURO official vehicles as well as the management of staff tax-free cars purchase entitlement. The incumbent carries out the functions of WHO/EURO`s official driver, ensuring safe and timely transportation of WHO/EURO Regional Director, other staff and goods and the good state of the WHO official vehicles and the incumbent also provides provide clerical, administrative and logistical assistance to the Administrative Services and Conference Unit.

Key duties:

1) Driving function:

a) Drive the Regional Director;

b) Drive the office vehicle for the transport of authorized personnel for performing official duties within the country or other countries, as required;

c) Transport/meet high ranking officials and assist/facilitate their immigration and custom formalities and departures d) Make authorized purchases and collect urgently required goods from local suppliers on demand;e) Collects and delivers mails and documents when required

2) Fleet management and support:

a) Undertake appropriate precautions for the security of the vehicles and their contents when left unattended; ensure that the official vehicles are kept securely parked during non-working hours

b) Ensure the day-to-day maintenance, compliance for safety requirements and cleanliness of the vehicles, performing regular check of oil, water, battery, brakes, tires, any malfunctioning, etc., including minor repair and arranging for other repairs, as needed;

c) Record official trips, daily mileage, gas consumption, oil changes, greasing, etc of the vehicles assigned;

d) Ensure, facilitate and document all the necessary maintenance of the official vehicles necessary to ensure the safety of passengers, including yearly mandatory inspections;

e) Ensure that all rules, regulations and local requirements are adhered to, including in the event of involvement of the official car in any accident and liaise with the insurance company on the claim procedure;

f) Ensure that the insurance coverage for the official vehicles is valid and renewed in a timely manner;

g) Assist the ASO in the implementation of WHO fleet management system, including installation of tracking devices, system testing and feedback on technical issues

h) Provide assistance to the ASO on road safety policy and fleet management support in at EURO, such as training and sharing best practices with drivers in Country Offices

3) Protocol, privileges and immunities:

a) Responsible for managing and advising staff in the Regional Office on the tax-free car entitlement. First point of contact with staff with diplomatic status on all issues related to tax/duty-free car purchase or import, tax-free registration and procedures for applying for an international or Danish driver's license;

b) Focal point for all issues related to duty-free car purchase for all staff in the office, providing advice and guidance on the formalities in connection with purchase of duty-free cars.

c) Liaise with staff in embassies, Ministry of Foreign Affairs and other in order to ensure proper logistics and protocol support to staff and ASC;

d) Prepare Note Verbales or communications to the Ministry of Foreign Affairs for cars tax/duty free purchase, import and registration (both official and personal), as well as deliver and collect these communications to/from the designatory;

e) Maintain a database of car registration plates both for diplomatic and personal cars. Initiate the production of car badges and related administration;

f) Sign clearance certificates related to cars and follow up to ensure all car tax issues are resolved in a timely manner in connection with staff entitlements upon departure/separation from Regional Office;

g) Facilitate custom formalities for staff import/export on relocation;

h) Follow up with WHO staff on other issues communicated via Ministry of Foreign Affairs such as parking and traffic tickets

4) Administrative / clerical/logistical work:

a) Certify and process payment of invoices from petrol and other related to diplomatic cars;

b) Advise and follow up with WHO staff to ensure UN City parking rules are followed

c) Provide logistical support during Regional Committees and other high level conferences in Copenhagen or in other countries such as manning the information desk and VIP driving services, including coordination with other drivers

d) Ensure that appropriate visa support documentation is provided by staff seeking official travel visas;

e) Perform other ad hoc duties for the Regional Director`s Office as instructed by ASO or the supervisor;

f) Perform other tasks as instructed by the ASO or the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent. Driver's license. Desirable: Relevant higher education.

Experience

Essential: At least 3 years of progressively responsible experience as a driver for official vehicles; safe driving record. Experience in a clerical support capacity. Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

Skills

Knowledge of driving rules and regulations and chauffeur courtesies, skills in minor vehicle repair. Some knowledge in and experience of application of PC software technologies, as well as in the use of photocopiers and printers.Successful and up-to-date driving training for driving under difficult weather conditions. Special training in autocade driving leading to police authorization.Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 285,704 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
