Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 9027 (USD) yearly.

Introduction

The garment sector in Syria, concentrated in Aleppo and Damascus and traditionally cotton based, employed some half a million people before the crisis, with current estimate stands below 100,000 people. The garment sector supply chains in Syria have significant potential for creating decent job opportunities.

The past thirteen years of the crisis impacted the entire supply chain: cotton production decreased, many factories are destroyed or shut down, and capacities were depleted in all segments of the supply chain. Remaining garment operators have suffered from the shortage of infrastructure, exodus of skilled and low-skilled labour, lack of market linkages, absence of quality assurance mechanisms, amongst others.

ILO will carry out an integrated intervention to enhance the competitiveness and job creation potential of the garment supply chains as an important lever to advance decent work in the country, while carefully managing any environmental impact. It will target the textiles supply chain from cotton cultivation and ginning through to spinning, fabric manufacturing and garment making. Thereby, this intervention intends to enhance the resilience of the garment supply chains across all dimensions of people, planet, and prosperity.

Reporting lines:

The Incumbent will be providing services to all projects currently being implemented in Damascus and Aleppo. The Senior driver will report to the Country Coordinator in Damascus, and work in close coordination with Regional Security Officer and Regional Administrative Services Unit in the Regional Office for Arab States.

Description of Duties

1. Ensure the provision of safe and reliable driving services. Drive the Office Country Coordinator, Project Coordinators, Technical Officers, senior level officials and other authorized personnel and visitors, including to/from Beirut. Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities.

2. Deliver and collect mail and documents and other items.

3. Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation.

4. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water levels, car washing, etc. in order to keep the vehicle clean and in good running condition at all times.

5. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles.

6. Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles.

7. Assist office staff in filing, photocopying, and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries and banks.

8. Support/assist in the logistics of meetings, workshops, and seminars

9. Perform other relevant duties as assigned.

Required qualifications

Education

Completion of secondary school education. Valid and clean driving licence.

Experience

A minimum of two years of relevant work experience with a safe driving record. Working experience with a UN agency, diplomatic or international organization. Certificate for the use of armoured vehicle (AV) is an asset.

Languages

Excellent working knowledge of Arabic and good working knowledge of English.

  • Excellent knowledge of local driving rules and regulations.
  • Good knowledge of local roads and conditions.
  • Skills in minor vehicle repair.
  • Good knowledge of chauffeur protocol and courtesies.
  • Good knowledge of security issues.
  • Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.
  • Proven ability to use word processing software and email.
  • Knowledge of administrative rules and regulations.

Competencies (continued)

  • Knowledge of in-house procedures for the preparation of documents and administrative forms, and for the use of filing systems.
  • Basic computer skills to record information in IT systems.
