Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post-crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety. The objective of the project is to enhance food insecurity, dietary diversity and decent job opportunities through Greenhouse-based vegetable production and market access in Mongolia.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Mongolia and the direct supervision of the National Project Manager and in close cooperation with the communication, operational, and admin staff of the FAO Mongolia.

Technical Focus

This position is crucial in ensuring the smooth operation of the project by prioritizing the safety of project personnel and equipment, maintaining project vehicles, and actively contributing to the project's overall success.

Tasks and responsibilities

Under the direct supervision of the National Project Team Leader (NPTL), the driver will be responsible to:

• Ensure provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized project personnel to the field and in the city and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required, • Ensure cost-saving through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports, • Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc; • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, 1st aid kit, and necessary spare parts, • Complete regular training courses on communications, defensive driving, driving safety, advanced first aid and vehicle maintenance as organized by the UNDSS and PMU, • Ensure before departure and upon return, that the vehicle is roadworthy and has not been tampered with, and that it contains all necessary equipment, such as communications, first aid kit, spare tire and emergency equipment, in compliance with the country Minimum Operating Security Standards and country Standard Operating Procedures, • Ensure collection of all proven documents, bills and receipts for fuel charges, toll gate fees and other fees, fill out the forms for driving to measure running miles and get them signed by authorized personnel in timely and accurate manner, • Ensure timely distribution of mail and documents through accurate logs of distribution, documenting hand-to-hand delivery of mail and documents when required, • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents Assist passengers as required within the FAO rules and regulations, • Report to the Project team and FAO Representations any accidents or incidents involving the vehicle or passengers immediately, including actions not within the FAO rules and regulations requested by staff, consultants or others; • Check that the United Nations Waiver of Responsibilities Form (or another form, as required by the agency/ organization’s specific regulations) is signed by all non-UN personnel traveling in the official vehicle. • Any other actions are required and appropriate to ensure the success of the project in consultation with supervisors;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Education: Secondary school education. • Possession of valid driving license. • Experience: At least five years of work experience as a driver. Flawless, safe driving record. • Working knowledge of English. • Nationality of Mongolia.

Technical/Functional Skills

• Willingness to travel regularly in the field, • Good knowledge of the local driving rules and regulations; skills in minor vehicle repair, • A high degree of punctuality and reliability is required, • Safe driving manner. Good sense of direction and knowledge of local conditions including snow, ice and sandstorms, and in evasive driving techniques, • Ability to cope with extended working hours, • Knows all national driving codes and regulations. • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem-solving, self-organizing, planning, organizing, setting priorities and efficient use of time; • Experience in an international programme and project-implementing organization is an asset;
