Background Information - UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

Background Information – Country Specific

UNOPS is implementing multiple projects in Lebanon across various sectors, with funding from international donors. These projects aim to enhance healthcare access by providing medical equipment and solar PV systems, address solid waste management, and improve critical municipal services, in addition to other vital economic sectors. Additionally, these projects seek to enhance the resilience of the Beirut and Bourj Hammoud municipalities, which were impacted by the Beirut Port explosion. This involves rehabilitating damaged municipal infrastructure and assets, as well as restoring essential urban services such as water and sanitation, roads, waste management, and energy, including renewable sources, all while adopting an integrated and gender-sensitive approach. These efforts contribute to an improved quality of life and the creation of local economic activities for all residents. These projects align with the United Nations Sustainable Development Goals (UNSDG).

Functional Responsibilities

Under the guidance and supervision of the Programme Management Advisor, the Driver provides reliable and safe driving services for the transport of authorized personnel. The Driver has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

Specific Responsibilities

Provides reliable and secure driving services by: - Driving vehicles safely for the transport of authorized personnel, materials and equipment; - Collecting and delivering mail, documents and other items; - Meeting official personnel at the airport, ports, the Lebanese- Syrian borders crossover points, etc..; and - Facilitating immigration and customs formalities as required.

Ensures proper use of vehicle through: - Accurate maintenance of daily vehicle logs; and - Provision of inputs to preparation of the vehicle maintenance plans and reports.

Ensures the day-to-day maintenance of the assigned vehicle by: - Checking oil, water, battery, brakes, tries, etc.; - Performing minor repairs and arranging for major repairs; - Ensuring that the vehicle is kept clean at all times; and - Any other relevant task.

Ensures availability of all the required documents/supplies including: - Vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts; - Maintenance of accurate fuel logs; and - Any other relevant task.

Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.

Performs other related assignments as requested by supervisors

  • Vehicles must be maintained clean at all times.
  • Accident- and incident-free.
  • Checking of maintenance and fuel logs on a regular basis.

Final Product

  • To transport goods and personnel safely and in compliance with security and traffic rules from location to point of destination.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

a. Education

  • Completion of secondary school or equivalent.
  • Drivers’ training certificate is highly desirable.
  • Certificate in driving Armored Vehicle/B6 is desirable.

b. Work Experience

  • At least two (2) years of relevant expeirnce working as a driver.
  • Knowledge of driving rules and regulations is required.
  • Skills in minor vehicle repairs is desirable.
  • Valid driver’s license (Public Car Driving License) is required.
  • Working with UN Agencies is an asset.

C. Languages

  • Writing and speaking Arabic is required. Intermediate level writing and speaking English is required.

d. Key Competencies

  • Fluency in writing and speaking English is an asset.
  • Good knowledge of Lebanon and the current condition of roads and highways, security and safety awareness; ability to apply good judgment in the context of assignments given.
  • High sense of responsibility; operate in compliance with road and safety regulations and rules.
