OBJECTIVES OF THE PROGRAMME

The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises and to ensure that WHO's critical functions as outlined in the Emergency Response Framework (ERF) are met. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by: (1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; supporting the MoH and local health authorities on logistical and capacity building aspects according to needs, preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee coordination mechanisms (Health Cluster/Sector), of which WHO is the lead agency; 3) ensuring that critical gaps in the health response are rapidly identified and filled; 4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation, response and recovery.

DESCRIPTION OF DUTIES

As part of a team, the incumbent carries out assignments in line with agreed priorities and deadlines - either under supervision or independent but with specific instructions. .

Drives office vehicles for the transport of Field Officer NOB and other authorized personnel for performing official duties with due regard to time schedules.

Driving office vehicles in-country or other countries when required.

Apply knowledge of driving regulations, safety requirements, traffic and conditions, and most desirable routes to minimize travel time.

Assist passengers in entering or leaving the office vehicle; load and unload baggage, parcels, documents, goods or supplies.

Responsible for the day-to-day maintenance of the assigned office vehicle(s), checks oils, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs, and ensures that the office vehicle is kept clean.

Delivers and collects mail, documents and other items when required.

Makes minor purchases and collects urgently required goods from local suppliers on demand. Facilitates processing customs clearance of goods including follows up with customs authorities, local authorities and technical and administrative staff in HQ and EURO.

Collects goods from customs with due regard to routine customs regulations and formalities: makes or collects payment for goods if required.

Meets official personnel at the airport, railway station when necessary and facilitates immigration and customs formalities as required.

Provide logistical assistance to the country office staff and international visiting experts and consultants: visas, air/train tickets, customs formalities, hotel accommodation and transportation

Serves as back up to administrative personnel when required, including negotiation, liaison and coordination with local authorities to facilitate smooth running of vehicle movements in the designated area.

Assists with office maintenance, printing, scanning and photocopying of documents, logistics in connection with meetings and other events.

Responds and acts on routine telephone calls in connection with such tasks and brings matters to attention of relevant staff members as appropriate.

Assists in the area of office logistics, assist in maintaining logistic records, management of inventory and communication systems in compliance with WHO established rules and procedures. Assists in local procurement of office supplies and equipment.

Takes suitable precautions for the security of the office vehicle and its contents when left unattended.

Ensures that the office vehicle is properly kept (in the garage or on the secured car park) during non-working hours.

Ensures that all rules, regulations and local requirements are adhered to in the event of involvement in an accident.

Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to secondary education. Driver's licence.Knowledge of driving rules and regulations and chauffeur courtesies, skills in minor vehicle repair, initiative and discretion

Experience

Essential: Four years' work experience as a driver; safe driving record. Desirable: Experience in driving for a UN organisation or other international organisations

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 11,584 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
