OBJECTIVES OF THE PROGRAMME

The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/EURO Member States’ capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region

Organizational Context:

  1. Duties involving driving of project personnel as well as official visitors vary in workload. The workload can reach maximum during official events organised by PHHE and minimum during staff leave periods. Other duties such as maintaining the office vehicle in running order, keeping mileage records and delivering/collecting mail, may increase when the driving related workload is not high. Service users may not understand period of time necessary to accommodate requests, and may lack knowledge and understanding of office rules and procedures, which may create problems for the incumbent resulting in duplication of work, errors, missed deadlines and frustrations. Lack of clarity in work allocation among team members may create difficulties and give rise to misunderstandings among team members. As part of a team, the incumbent carries out assignments in line with agreed priorities and deadlines –either under supervision, or independently but with specific instructions. The work is controlled and reviewed by the supervisor in coordination with the Head of Office directly.
  2. WHO Manual, EURO Policy and Procedures Handbook Series, PC manuals, directions or professional staff in the team and advice of other team members. For activities not covered by the established guidelines and for ad hoc unforeseen situations, the incumbent seeks guidance from relevant staff.
  3. Work requires initiative to achieve efficient application of incumbent’s time, effort, skills and supplies within scope afforded by job procedures and specific supervisory instructions.

DESCRIPTION OF DUTIES

To drive the PHHE vehicle(s) for the transport of authorized personnel, goods and supplies, and to ensure their maintenance

The incumbent supports the well-functioning of PHHE Centre as follows:

  1. Drives office vehicles for the transport of Head of Office, the country office staff and other authorised personnel in connection with their official duties.
  2. Drives office vehicles in country or other countries when required. Applies knowledge of driving regulations, safety requirements, traffic and conditions and most desirable routes to minimize travel time.
  3. Loads and unloads baggage, parcels, documents, goods or supplies. Logs official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  4. Be responsible for the safe transport of WHO staff under any circumstance.
  5. Ensures that other road users are not harmed because of WHO road operations.
  6. Determines the route and the timetable to follow or respect those that have been provided beforehand and provide regular update on the movement status to security unit.

  7. Respects all convoy and safety and security policy.

  8. Ensures that all vehicle documents are valid and available in the vehicle and that all goods and passengers have all necessary papers in order before travelling.

  9. Responsible for the day-to-day maintenance of the assigned office vehicle: checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs and ensures that the office vehicle is kept clean.

  10. Meets official personnel at the airport and facilitates immigration and customs formalities as required. Provides transportation assistance to the office staff and international visiting experts and consultants.

  11. Engages in negotiation, liaison and coordination with local authorities as required to facilitate smooth running of vehicle movements in the designated area.

  12. Takes suitable precautions for the security of the office vehicle and its contents when left unattended. Ensures that the office vehicle is properly kept (in the garage or on the secured car park) during non-working hours.

  13. Ensures that all rules, regulations and local requirements are adhered to in the event of involvement in an accident.

  14. Knows how to use all types of satellites phones, radios, codes, and call numbers and radio alphabets by heart and communicating with WHO office according to WHO communications after training policy.

  15. Performs other related duties as required

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to secondary education. Driver’s licence.

Experience:

Essential: At least four years’ work experience as a driver; safe driving record.

Knowledge of driving rules and regulations and chauffeur courtesies. Skills in minor vehicle repair. Some knowledge in and experience of application of PC software technologies, as well as in the use of photocopiers and printers

Remuneration

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 10,774 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
