The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules, and regulations of UNOPS, to achieve the outcomes sought by the clients. UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. UNOPS has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. UNOPS operates from its Operational Hub in Amman and supports its country office in Baghdad and its sub-office in Erbil. The incumbent is responsible to abide by security policies, administrative instructions, plans, and procedures of the UN Security Management System and that of UNOPS.

Project Information: The Project’s overall objective is to contribute to the revitalization of agriculture while building resilience to climate change in the Southern Governorates in Iraq.

The Project has the three following specific objectives:

Water Management - Increase water availability and irrigation efficiency to sustain water supply for agricultural production in the selected governorates. Climate Change - Mitigate the impact of climate change namely the reduction in precipitation and increasing water scarcity by supporting irrigated agricultural production. Agriculture - Enhance the profitability of the supported small farms/agri-businesses in order to contribute to the improvement of the income of the rural vulnerable farmers.

UNOPS will be responsible for the design and rehabilitation works of the irrigation infrastructure schemes such as the lining of dried up water canals, supply and lay out of closed irrigation systems and rehabilitation of pumping stations.

The project team is planned to be around 5 personnel and the budget is planned to be around $12 million dollars.

Functional Responsibilities

Summary of Key Functions:

  • Immediate action in case of accident
  1. Provides reliable and secure driving services by a) driving office vehicles for the transport of Regional Director/Head of Office, other high-ranking officials and visitors b) collecting and delivering mail, documents and other items; and c) meeting official personnel at the airport and facilitating immigration and customs formalities as required.
  2. Ensures proper use of vehicles through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
  3. Ensures the day-to-day maintenance of the assigned vehicle by checking oil, water, battery, brakes, tires, etc.; performing minor repairs and arranging for major repairs; and ensuring that the vehicle is kept clean.
  4. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts.
  5. Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.

Provides administrative, logistical and procurement support: - Timely processing of incoming and outgoing mail and documentation; maintenance of the corresponding register and distribution as appropriate; - Support to organization of and logistical preparation for field trips, visiting missions, meetings, conferences, workshops, retreats; preparation of logistics arrangements, including circulation of the documentation to be reviewed; - Receipt of shipments, customs clearance arrangements, preparation of documents for shipments (received/sent), arrangements for shipments. Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance; - Arrangement of travel and hotel reservations, preparation of travel authorizations.

Education/Experience/Language requirements

Education

Completion of secondary school or equivalent; drivers training with a valid driver’s license.

Experience

Three years of work experience as a driver; safe driving record. Knowledge of driving rules and regulations and skills in minor vehicle repairs.

Language Fluency in Arabic is required. Basic knowledge of English is required.
