The eastern provinces of Nord-Kivu, Sud-Kivu, and Ituri in the Democratic Republic of the Congo (DRC) are in crisis, with millions of people requiring urgent humanitarian assistance due to conflict, displacement, health emergencies, and food insecurity. The ongoing violence, the complexity of the crisis, and underfunded response efforts necessitate immediate and comprehensive action.

Under the guidance and general supervision of the Cluster Coordinator (Level 3) and the Emergency Manager in Goma and in close collaboration with the Information Management (IM) Specialist of the Education Cluster, the deployed IM Specialist will be based in Goma and act as IM of the Roving Cluster supporting the three (3) eastern provinces of North Kivu, South Kivu and Ituri. He/she will contribute to the strengthening of EiE information management of the sub-national education clusters of these provinces with systems and procedures. Working closely with the Education Cluster IM specialist and Cluster coordinators of UNICEF and Save the Children, he/she will support the sub-national cluster coordinators of North Kivu, South Kivu and Ituri by providing tools for effective et efficient management, data collection, analysis and sharing of information.

This deployment is requested at a critical moment in the humanitarian response in DRC. Since March 2022, the conflict in the East has intensified with the resurgence of M23 in North Kivu (Rutshuru and Masisi territories). M23-related crisis has displaced 1.2 million people, bringing the number of IDPs in the country to over 6.3 million. More than 98 per cent of IDPs in the DRC live in the eastern provinces affected by the conflict. In April 2023 DTM identified 6,135,363 internally displaced people (IDPs) and 3,967,874 returnees, present in 67 per cent of assessed villages. DTM estimates that the highest proportion (41%) of IDPs (2,544,880 individuals) are in North Kivu, followed by 28% (1,727,808) in Ituri and 25 % (1,514,280) in South Kivu. Among displaced people living in host families, the main reasons for displacement are attacks by armed groups (84%), inter-community conflict (12%) and natural disasters (3%).

In North Kivu and Ituri, more than 115 schools have been attacked or occupied by armed groups and more than 250 schools have been used as shelter since the beginning of 2022. Additionally in March 2023, South Kivu province faced floods with caused the destruction of villages, livelihoods as well as basic social services. 12 schools have been destroyed; 33 schools face significant damages. Due to the floods, 9,341 students (4 476 girls) are out of school including 1,665 children (697 girls) in whom most of them were not able to participate in the final exams.

Considering the increasing emergency situation, and the announcement of the L3 for the three eastern provinces of DRC for six months, the Humanitarian Country Team (HCT) decided the deployment/reinforcement of the Cluster leads in Goma to support the scale up of the response in North Kivu, South Kivu and Ituri while and ensuring an efficient and coordinated response in the affected provinces.

For this purpose, the Education Cluster needs an experienced IM Officer to support the national IM specialist of the Education Cluster (a staff of Save the Children), to strengthen the real- time information management. He will support the EiE sector for strong and efficient data for the 3 sub-clusters to update response strategies, based on an analysis of gaps and priorities.

How can you make a difference?

  1. PURPOSE OF THE JOB

In line with the new Humanitarian Coordination Architecture and the current Level 3 announced for the eastern provinces of North Kivu, South Kivu and Ituri, the expected IMO will reinforce the Roving cluster coordination team for eastern Congo deliver on the 6 core cluster functions and accountability to affected population. This deployment aims to support the Education Cluster for real- time information management, with data collection, analysis and sharing of information. That is important to make informed (evidence based) strategic decisions and maintain strong visibility of the Education in emergency needs and interventions.

  1. MAJOR DUTIES AND KEY RESPONSIBILITIES

The IASC Generic Terms of Reference for Cluster/Sector Leads at the Country Level include a requirement for ensuring appropriate IM for an effective and coordinated intra-cluster response. The IM specialist is responsible for building, leading and managing the Education Coordination Information Management systems. He/she will:

· Work with the Coordinators to adapt existing in-country information management approaches for collecting, analyzing, and reporting Cluster activities and resources, and identifying information gaps

· Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making

· Maintain monthly reporting from Education coordination group participants, including 6Ws

· Support the estimation of spatial and temporal gaps, overlaps and coverage of the Education coordination group activities and projects

· Work with OCHA Information Management Specialist to develop appropriate supportive strategies

· Ensure that key Education concerns are reflected in OCHA- led multi- sectorial assessments, as well as other non-child protection assessments

· Use GIS/power bi mapping for map production and geographic data management

· Adopt and promote the use of global standards for information management for inter-operability

· Ensure adequate representation of Education in Assessments and Information Management forums including regular update of existing Education information in existing online platforms, such as the Humanitarian response website.

· Manage an inventory of relevant documents on the humanitarian situation

· Support the development and analysis of needs assessment and monitoring programmes

· Lead on the preparation of SitRep inputs with emphasis on Education coordination response plans, targets and achievements

· Reinforce the capacity of Education cluster members through training and coaching on IM processes including data collection, storage and analysis to inform decision-making, advocacy, dissemination, etc.

· Respond to Education information management needs for the Education cluster as identified by the coordinators and member organizations

· Other IM assistance as required

  1. COMPETENCIES
  • Core competencies:

· Strong understanding of logical framework approach and different types of indicators (baseline and output especially), basic understanding of the project cycle management (especially monitoring and evaluation steps)

· Good understanding of humanitarian approach, humanitarian reform, transformative agenda and roles of each humanitarian actor (Government, UNOCHA, Clusters, organizations)

· Basic understanding of Education in emergencies to be able to engage with cluster participants, understand their cluster-specific information management needs and respond to those needs in a timely manner

· Proactively establish and maintain working relations, and share ideas through information management networks and promote synergies with other clusters

· Diplomatic skills and able to establish excellent working relations with partners in order to collect information

· Facilitation and capacity-building skills

· Ability to perform several tasks in a timely manner with a focus on quality

  • Technical competencies:

· Proven technical expertise managing data and information cycle: from data collection (e.g. ‘Who does What, Where, When and for Whom?’ and ‘Secondary Data Review’ databases), storage, and analysis for diverse data sets (e.g. datasets on needs, situation, response, coordination, funding, etc.), as well as presenting information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, gap analysis, etc.)

· Perfect knowledge of the data cycle (data collection, data analysis, data interpretation and data visualization)

· High proficiency (advanced user) in MS Excel, especially pivot tables (perfect knowledge), table formatting, key functions and formulas such as lists, drop-down menu, VlookUp, Offset validation, graphs (perfect knowledge), etc. Optional: Knowledge of Excel Macro, MS Access

· High proficiency in MS Word, especially formatting documents, formatting shapes and text boxes, formatting graphs,etc. in order to create high quality visuals for Clusters members, donors and other humanitarian actors

· Proven skills in using GIS and map-making packages, and in web design and software development

· Proven skills in using data visualization tools (PowerBi, Tableau)

To qualify as an advocate for every child you will have…

  • Education: University degree in Information management or information systems, GIS Information technologies, social sciences, statistics or related fields is required.
  • Professional experience:
    • A minimum of 5 years of experience in the area of IM, geographical information system, assessments and/or M&E with either the UN and/or NGO.
    • Statistical and analytical skills using MS Excel, QGis or other mapping tools (essential); knowledge MS Access, other database applications (eg: SQL, MySQL, Oracle) is an advantage.
    • Experience working in the context of a natural disaster, armed conflict or complex emergency is highly desirable
  • Emergency experience required:
    • Good understanding of humanitarian approach, humanitarian reform, transformative agenda and roles of each humanitarian actor
    • Basic understanding of Education in emergencies to be able to engage with cluster participants, understand their cluster-specific information management needs and respond to those needs in a timely manner
  • Langage: Fluency in French (verbal and written).
