Result of Service The main products of the service are C1 and C2. As part of C2 the consultant will deliver a final report which will not exceed 25-30 pages, including a final section for synthesis and preliminary integration of SDGs. The final report is the ultimate result of service.

Duties and Responsibilities Organizational Setting and Reporting

The United Nations Partnership Framework (UNPAF) 2019-2023, between the United Nations System and the Government of the Republic of Namibia (GRN) signed on 2018, outlined the United Nations support to the realization of the country’s Vision 2030 through the implementation of the Fifth National Development Plan (NDP 5) 2017/18 – 2021/22, the Harambee Prosperity Plan (HPP) and the Blueprint for Wealth Redistribution and Poverty Eradication.

In 2021, the GRN launched the Harambee Prosperity Plan 2 (HPP2) 2021-2025 and has started preparations for the Sixth National Development Plan (NDP 6), paving the way for a new national development cycle. In 2022, at the fourth year of implementation of the UNPAF, the UN Namibia will roll out the formulation process for the new UN Sustainable Development Cooperation Framework (UNSDCF) programming cycle in compliance with United Nations guidelines.

General Assembly resolution 72/279 elevates the United Nations Development Assistance Framework (currently known as the UNSDCF) as “the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda)”. The Cooperation Framework now guides the entire in-country programme cycle, driving planning, implementation, monitoring, reporting and evaluation of collective UN support for achieving the 2030 Agenda.

Following the new UNSDCF Guidelines, the RC has set out a consultative and participatory process for the designing of the next UNSDCF with the UNCT, GRN, UN Secretariat entities, Non-Resident Agencies with support from the Regional Office for Africa of the UN Development Coordination Office (DCO).

The roll-out of the UN Sustainable Development Cooperation Framework will consists of the following steps:

• Common Country Analysis (July-November 22)
• Cooperation Framework design (January-April 23)
• UNCT configuration dialogue (April-May 23)
• Signature (May 23)
• Formulation of the Funding Framework (May-June 23)
• Formulation of Agency-specific documents or country programmes (June-September 23)
• Formulation of Joint Workplans (July-August 23)

As regards the coordination arrangements with the Government of Namibia (GRN), the National Planning Commission will continue to be the coordinating body on behalf of the GRN during the formulation of the CCA and UNSDCF 2024-2028. The current Cooperation Framework Joint Steering Committee (JSC), co-chaired by the National Planning Commission Director General and the United Nations Resident Coordinator, will provide strategic direction for the roll-out of the formulation of the CCA and UNSDCF 2024-2028 and ensuring alignment to national development priorities and validation of every milestone. This consultancy will focus on supporting the UN Resident Coordinator Office (UNRCO) to facilitate one specific step of the process: the Assessment dimension of the Common Country Analysis (CCA). The consultant will work under the supervision of the RCO Team Leader, who will provide validation of deliverables and clearance for payments. Nevertheless, the consultant will collaborate at technical level with RCO staff (Economist, and Data Management and Results Monitoring/Reporting Officer), the Chair of the Programme Management Team (PMT), PMT members, NPC team and other Government and civil society partners.

Specific duties and responsibilities

C.1. CCA Assessment draft report

A desk review report prepared under the supervision and guidance of the UNRCO, containing the summary of the following dimensions: (i) National vision and development plan vis-à-vis the 2030 Agenda, progress towards the 2030 Agenda and the SDGs; Summary of the main challenges (5 to 10) in Namibia after having examined the national vision and national development plan, the extent to which they reflect the 2030 Agenda/SDGs and other regional/global frameworks vis-à-vis the overall progress towards SDGs. (ii) The SDG financing landscape; Building on Development Finance Assessment Report 2019, Integrated National Finance Framework (INFF) documents, INFF Joint Programme knowledge products, etc., provide a summary of main issues (max. 5 challenges) and trends for the national financing landscape. Analyze amongst others the volume, mix, duration and sequencing of international, domestic, private and public flows and their alignment with national development strategies and SDG plans. (iii) Overview of population groups (at risk of being) left behind and main drivers of exclusion; This section provides an overview of the main populations and population subgroups, who are (already or at risk of being) left behind and why, i.e. multiple forms of exclusion and their intersection, drivers, manifestations, patterns and consequences for achieving 2030 Agenda noting the intersectionality across sub-groups. It could look at e.g., (1) discrimination, (2) governance, (3) socio-economic status, (4) geography (5) vulnerability and shocks. Building on recent national reports to Human Rights Treaty Bodies (CEDAW, CRC, CRPD, …), Human Rights Council (UPR 3rd Cycle), national development reports, and others, identify a summary of human rights standards relevant to development challenges, map relevant international obligations and commitments made by the country in terms of human rights, LNOB, gender and the environment. (iv) Multi-dimensional risks. Using the SDG-based risk framework present the information innovatively in graphic form and summarize key risks and the capacities to prevent, resist, absorb, adapt, respond and recover from hazards/shocks, while attaching the completed tool as annex with details. Consider integrating the risk analysis across all elements of the assessment section. Applying a multidimensional SDG-based risk framework, plus considerations of economic and financial risks, the CCA should examine the probability, impacts and priority of existing, emerging and future risks on a country’s development trajectory, particularly in terms of the consequences for those furthest left behind.

C.2. CCA Assessment validation workshop and final report

There will be a validation and integration workshop, where CCA/CF UN Team will provide technical input to consultants on the report and the integration/synergies between sectors and challenges, to be fed into the analysis phase.

In relation to the template of the assessment report, the main text should not exceed 25-30 pages, including a final section for synthesis and preliminary integration of SDG-related issues across sectors

Qualifications/special skills Academic Qualifications: - Postgraduate studies in sustainable development related topics is required. Bachelors degree with two years of qualifying experience maybe accepted in lieu of post graduate studies. Experience: A minimum of 10 years experience in Development planning and programming is required. - Previous experience in drafting assessments and reports for national institutions, international and/or multilateral institutions is desirable. - Experience in academic research will be an asset - Experience in facilitation of workshops is desirable Language: Fluency in oral and written English is required
