You have:
- Master’s degree or first level degree with two additional years of qualifying experience in related fields.
- At least seven years of progressive experience in gender equality programming and the Women, Peace and Security Agenda.
- Experience working in a minimum of two United Nations Peacekeeping missions in gender and WPS areas.
- Experience in policy development, drafting, and orientation.
- Familiarity with DPO’s focus on gender equality and WPS.
- Experience working across partners on WPS analysis.
- Excellent written and verbal communication skills in English.
Result of Service The consultancy involves close coordination with the support consultant. The consultancy is only for phase 1 of the policy review and related deliverables must be satisfactory and submitted to DPO Gender Unit by 27 March 2023. This assignment will be remunerated upon the timely and satisfactory delivery of the agreed outputs under the corresponding phase. Remuneration of this assignment will be determined by Human Resources based on the stated level of consultancy – (Individual Contractor – Level C). The assignment may be extended to a second phase to finalize the policy depending on availability of funding and the satisfactory and timely delivery of outputs in the first phase.
DPO Gender Unit Team and Peace operations’ Senior Gender Advisers will work closely with the lead consultant, to support different elements of the policy revisions, outline, and pilot testing. The specific outputs will include:
- Questionnaires to solicit information from various stockholders are designed and disseminated (5 days).
- Liaison with senior gender advisers, department’s sections and other relevant actors is maintained throughout the project and tools reflect a variety of inputs and views (project cycle);
- Framework of implementation outlining the methodology for the review of key steps, identification of key stakeholders, documents to be included in the desk review, agreement on scope of work, areas of timeframe, and key deliverables (10 days).
- Policy outline detailing key considerations and description of each section of the policy including identified policy interventions to be included and considered in each section of the revised policy, including key strategic approaches and priority outcomes as well as a defined scope of the revised policy (15 days).
Finalized policy-outline informed by inputs from the consultations detailing key aspects for revision with clearly articulated goals, principles, strategic priorities, approaches and priority outcomes, as well as roles and responsibilities among others (15 days).
Please note that it is foreseen that the Lead Consultant will benefit from a support consultant to assist in some of the research, logistical and organizational tasks.
Work Location Homebase and may be required to travel to New York Headquarter and/or to DPO Field Mission.
Expected duration 45 Days. From 23rd January through 27th March 2023.
Duties and Responsibilities Since the adoption of Security Council Resolution 1325 (2000) on Women, Peace and Security (WPS) and subsequent resolutions, the Department of Peace Operations (DPO) has remained committed to the acceleration of the implementation of the gender equality and WPS mandates. The UN Secretary-General has continued to highlight the centrality of the WPS agenda as an imperative to achieve lasting peace and political solutions through his Action for Peacekeeping (A4P) initiative and Call to Action on Women Transforming Peace and Security. Our Common Agenda commits the United Nations to place women and girls at the center of security policy. DPO has remained at the forefront to drive commitments into transformative impact. This has been through prioritizing the systematic integration of gender considerations into all stages of analysis, planning, implementation, and reporting, ensuring the full, equal and meaningful participation of women in peace and political processes, and increasing the number of civilian and uniformed women in peacekeeping at all levels and in key positions.
The Individual Contractor will work under the overall supervision of the Chief, Gender Unit in DPO with advisory and technical support from assigned personnel in the Gender Unit and in close consultation with relevant offices of DPO to revise the Gender Responsive Peace Operations Policy. The Individual Contractor will lead the review process supported by another contractor and will be responsible for:
1. Initiate consultations with the gender unit and the support consultant to agree on scope and division of work, desk review, and review of the roadmap.
2. Review the existing WPS and gender equality and other related frameworks for identification of policy related interventions to inform the policy review.
3. Align the revised policy with other Departmental policies, priorities and commitments and UN system-wide reforms taking into account structural changes, WPS related recommendations and developments from assessments, reviews, and complementary policies across the UN system as well as assessing the changing operational and political landscapes in peacekeeping contexts to ensure that the revised policy responds to future and current challenges.
4. Review and update the roles and responsibilities of different DPO components and technical functions of peacekeeping missions, including leadership.
5. Define goals, key principles, priority outcomes and strategies, as well as key definitions, for the implementation of the gender equality and WPS mandates across the Department and Shared Structures as relevant.
6. Conduct broad consultations with field missions, DPO entities and other entities/offices across the UN system with complimentary mandates on the policy review priorities and revisions. May include a validation workshop with key stakeholders.
7. Coordinate with the support contractor on consultations with civil society organizations and mission personnel to inform the finalization of the policy outline.
8. Draft policy’s outline and consult on the draft, consolidate inputs and present it to the relevant reference committee and groups.
A roadmap for the policy review is in place to facilitate the process and finalization of the policy review. This consultancy will be done remotely but include in-person presence at the United Nations Headquarters in New York and/or field missions for briefings, meetings and consultations as may be needed. This consultancy is specifically for phase 1 with expectation for extension to a second phase to finalize the policy depending on funding availability, and satisfactory and timely completion of phase 1.
Qualifications/special skills Master’s degree and or first level degree with two (2) additional years of qualifying experience in international development, peace and security, conflict management, human rights, programme management, programme development, organizational development, gender and security, or a related field is required.
At least seven (7) years progressive experience and well-grounded in gender equality programming and the Women, Peace and Security Agenda in peacekeeping contexts is required.
Experience working in a minimum of two (2) United Nations Peacekeeping missions in the areas of gender and women, peace and security is required.
Experience in policy development, drafting and orientation is required.
Familiarity with DPO’s focus on gender equality and WPS, including the work of the Gender Units at Headquarter and at mission levels with proven examples of work related to political, peacekeeping, peacebuilding, gender equality and WPS issues is required.
Experience in working across partners on WPS analysis particularly across the UN, sub-regional organizations, research and academic institutions and civil society organizations with a combination of policy and practitioners experiences is highly desirable.
Languages Excellent written and verbal communication skills in English.
