BACKGROUND (RATIONALE AND CONTEXT):

After more than ten years of crisis, Syria continues to be one of the most complex and unpredictable contexts to operate. The scale, severity and complexity of the humanitarian needs remain extensive, particularly for children, about 6 million children remaining in need of continued and immediate humanitarian assistance. In addition, a decade of war has also left public services decimated – more than 50 per cent of health facilities are non-functional and 30 per cent of schools are non-functional.

For a majority of the country’s population, the primary challenge lies in rebuilding lives and livelihoods within a context of a severe economic crisis and the ongoing COVID-19 pandemic after nearly a decade of conflict, where more than half the country’s population has been forced to flee their homes.

As part of the development of the evolving operating environment, Syria Country Office (SCO) has revised its Partnership and Resource Mobilization strategy in early 2021. While humanitarian funding for a continued large-scale emergency response will remain the focus of the strategy, efforts will be undertaken to focus on resilience-based programming as part of the inter-agency Humanitarian Response Plan for Syria.

Given the particularly challenging environment for children in Syria as well as the unpredictability of the current global aid environment, SCO is seeking an experienced Individual Contractor to support the additional proposal development, donor reporting and overall resource mobilization efforts of UNICEF through the Whole of Syria approach.

How can you make a difference?

OBJECTIVE OF THE ASSIGNMENT:

Under overall guidance of the Partnerships Manager/SCO and the direct supervision of the Partnerships Specialist, the incumbent will support the development and quality assurance of donor reporting and resource mobilization materials related to all programmes for UNICEF Syria, including cross-border operations.

DESCRIPTION OF ASSIGNMENT:

The Individual Contractor will receive a detailed reporting schedule with specific deadlines once recruited.

  1. Based on first drafts provided by programme colleagues, edit, improve and ensure quality oversight of donor reports in line with donor-specific guidance.

  2. A total of 14 Syria Humanitarian Fund (OCHA-managed country-based pooled funds) reports, 5 Consolidated Emergency Reports Two Pagers, and 6 individual donor reports)

  • Throughout the duration of the assignment
  1. Liaise with resource mobilization and programme sections to develop, and ensure quality oversight of funding proposals and concept notes.

  2. Funding proposals and concept notes prepared as requested (on demand)

  • Throughout the duration of the assignment
  1. Develop ad-hoc resource mobilization materials as required, including flash appeals, programme briefs and updates.

  2. Programme briefs and materials prepared (on demand)

  • Throughout the duration of the assignment

REPORTING REQUIREMENTS:

- The Individual Contractor will receive a detailed reporting schedule with specific deadlines once recruited.

- Monthly Progress Report

REMARKS:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein, such as leave entitlements (unless it is a full time Individual Contract, where the contractor is eligible for Paid Time Off and paid UN official Holidays) or medical insurance coverage. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

PAYMENT SCHEDULE:

The contractor will be paid on a monthly basis subject to satisfactory performance and timely submission of deliverables, against a monthly Progress Report.

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as a/an [champion or advocate] for every child you will have…

  1. Education: Master's degree in Social Science, Public Relations, International Affairs or any other related field
  2. Work experience: At least 5 years of relevant professional experience in writing reports and developing fundraising materials (including proposals, concept notes, briefs and updates etc.) within the international humanitarian or development field; ability to make text succinct and persuasive and have high standards for effective written communication and thorough understanding of and work experience in results frameworks and results-based management is an asset.
  3. Technical knowledge/ competencies: Demonstrated experience in coordination and strong writing skills, proficient in use of MS Word, Excel and other related software packages and experience from Syria will be a strong advantage.
  4. Experience working in protracted and complex emergencies, particularly in L3 emergencies will be considered an asset.
  5. Language: Strong English language proficiency is required. Knowledge of Arabic will be considered an asset.
