Present in Brazil since 1950, the United Nations Children's Fund (UNICEF) has been supporting the most important transformations in the area of childhood and adolescence in the country.
In line with the current Country Programme of Cooperation between UNICEF and the Government of Brazil and in line with the UNICEF Strategic Plan 2022-2025, UNICEF Brazil works to guarantee the rights of every child and adolescent, focusing its efforts on the most vulnerable, with a special focus on those who are victims of extreme forms of violence and in the following key area: (i) health and nutrition, (ii) quality education for all children, (iii) skills development and job opportunities for vulnerable adolescents and youth, (iv) prevention of violence against children and adolescents, (v) addressing the impact of climate, environment and disaster risk on children, (vi) access to water, sanitation and hygiene, and (vii) strengthening social protection and reducing child poverty. UNICEF also supports the Operacao Acolhida operation, providing assistance to Venezuelan migrant children and their families in the North of the country.
To reach the most vulnerable children and adolescents, UNICEF delivers its commitments through two major initiatives supporting local authorities and stakeholders in the guarantee of child rights: (i) the Selo UNICEF initiative, reaching 2,023 municipalities across 18 States of the Semi-arid region and in the Brazilian Legal Amazon, and (ii) #AgendaCidadeUNICEF, an initiative bringing together 8 large cities, where UNICEF is partnering with local governments to support integrated policy implementation to provide alternatives for children, adolescents and youth in low-income neighborhoods. Adding to this, in 2020, UNICEF adapted its programming, facing the pandemic of the novel coronavirus and supported country’s efforts to reduce the transmission of the virus contributing to curb the immediate impacts on the most vulnerable children and adolescents, including the distribution of life-saving products and strategies such as the safe re-opening of schools. As a result, UNICEF increased the number of financial and non-financial donations, thereby further increasing its relationship with donors, including high-value donors.
Based on this scenario, UNICEF continues to leverage its existing partnerships and its engagement platforms to achieve results at scale. These includes, among others, strengthening the engagement with private sector partners, especially high value donors.
As part of these efforts, a consultancy is needed to work closely with the Private Sector & Fundraising team, to ensure timely and quality reporting, especially for those considered high value donors who contributes to UNICEF Brazil Country Programme, including for humanitarian interventions.
How can you make a difference?
Scope of Work:
- Work with Private Sector Fundraising Areas and Programme areas to define and monitor donor reporting requirements, including elaboration of Donor reports and the development of internal SOPs (when required), templates, and schedules for effective partnership management.
- Work closely with Programme Team and Corporate team to collect and analyze inputs and data on programme activities, results and strategies in order to elaborate strategic Donor Reports and/or donor proposals and other related communication products (e.g, human interest stories and others).
- Participate, when needed, in Programme Management Team, as well as, in the Corporate Team meetings to ensure timely communication and monitor donor reporting requirements.
- Prepare and/or provide inputs to other knowledge management and communication products that support partnership and donor management.

1.2. DELIVERABLES/OUTPUTS
a) Develop at least 03 templates and update existing ones (when necessary) for donor reporting until the end of the contract (including for humanitarian interventions);
b) Elaborate the internal SOP for development of: Generic Reports and reports for high value donors, aligned with the current internal SOP until the end of the contract.

2.1. WORK ASSIGNMENTS 2
Work closely with Programme Team and Corporate team to collect and analyze inputs and data on programme activities, results and strategies in order to elaborate strategic Donor Reports and/or donor proposals and other related communication products (e.g presentations, human interest stories and others).
2.2. DELIVERABLES/OUTPUTS
- Develop, update and monitor “Donor Reports schedule table” with dates, expected timeframe, required tasks and status on a bi-weekly basis.
- Develop at least 4 strategic reports and/or donor proposals per month, as per defined by the Programme section and/or corporate team, ensuring timely submission and with high quality standards following donor’s contract conditionalities and defined deadlines. The report is considered duly developed after the following steps are completed:
- Step 1: Inputs from the Technical team are duly shared, and Draft 1 is prepared.
- Step 2: Draft 0 is revised by Donor Report Consultant and PFP focal point, complementing information is expected at this stage.
- Step 3: Adjustments are made, and Final Draft is approved by PFP Focal Point and Technical Team
- Step 4: Final Draft is laid out in a graphic design format (at this stage all relevant promotional material – photos, clipping, communication information, etc is duly shared with the designer responsible for editing the report), complementing information might be necessary at this stage
- Step 5: Spell check of the report by the Donor Report Consultant
- Step 6: Graphic design layout is approved by PFP Focal Point and Technical Team (iterations for changing the layout is expected until the version is approved)
- Step 7: Final graphic design layout version (in PDF or other format required by UNICEF) is shared with PFP focal point and technical team for sharing with Donor (it is recommended that final version is shared with UNICEF 03 days prior the final deadline)
- Liaise with Programme, Zonal offices, the Business Team, Marketing Services team and Designers to organize demands derived from donor’s reporting whenever necessary
- Provide quotes, videos, and other communication material to the donors upon demand.

The Donor Report is considered finalized only after the final text is approved by UNICEF and the report is laid out in a graphic design format. The consultant is responsible for the graphic design and proof reading of the Donor Report.

General Conditions: Procedures and Logistics
- Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
- Consultant’s, travel costs should be included in the consultant’s fee.
- No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed;
- Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
- The consultant will work remotely on a delivery basis and prior authorization and/or clearance from UNICEF to engage in outside UNICEF activities is required.
Financial Proposal
- Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
- A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
- The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
Insurance and health coverage
- The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
- The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
Restrictions
- Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract;
- In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
