Since 2011, UNICEF Libya Country Office has been working closely with donors, partners, and the government to support basic service provision, to build a protective environment for children, and to contribute to evidence generation and evidence-based policy dialogue. Gender, youth, and children on the move are critical cross-cutting priorities. UNICEF has also provided humanitarian assistance to the most vulnerable people in Libya, in line with the Humanitarian Response Plan and the Humanitarian Action for Children. The Country Programme 2023-2025 calls for stronger efforts in donor relations and resource mobilization, to support humanitarian and development needs.

How can you make a difference?

Under the supervision and strategic guidance of the UNICEF Representative Libya country office, the incumbent will be responsible for the development, broaden, and maintain UNICEF Libya’s strategic collaboration with key donors, contributing to effective, sustainable resource mobilization and partnerships management. Key responsibilities of the post holder will be:

Donor relations and reporting including:

  1. Support the enhancement of positive relationships with Country Office's (CO’s) current and prospective donors through timely and accurate tracking and identification of donor interests, needs, and opportunities, particularly in light of the new CPD 2023-2025.
  2. Develop and/or contribute to UNICEF's base of knowledge on current and prospective partners and stakeholders, through developing and maintaining systems and tools to monitor partnerships including mapping of donors, a database of key contacts, and donor trends analysis.
  3. Support the programme section to develop compelling, quality proposals, concept notes, and funding appeals for public and private donors.
  4. In close collaboration with the country management team, act as the focal point for donor outreach, engagement, and collaboration, ensuring that UNICEF's perspectives, policies, priorities, and capabilities are being sufficiently communicated. Provide strategic support to the team to incorporate and guide engagement with partners, including anticipating and providing guidance on responding to partner concerns and priorities, sharing relevant information in a timely manner and consolidating responses, and ensuring adequate follow-up to donor interactions.
  5. In collaboration with the communications team, support donor missions through coordinating with concerned programme sections and liaising with office administration for any logistical requirements.

Contribution management and reporting including:

  1. In supervision of the Reports Officer, ensure the COs donor reporting obligations are met in a timely and quality manner.
  2. For informed and targeted fundraising, maintain the country office’s funding pipeline tracker, providing up-to-date information on available funding, funds in the pipeline, and funding gaps per section.
  3. Support monitoring of humanitarian funds to facilitate analyses and resource mobilization for UNICEF’s Humanitarian Action for Children (HAC) appeal, in collaboration with the Emergency Officer.
  4. Contribute to strengthening internal knowledge management functions through the use of Sharepoint.

Support to contribution management via monitoring of contractual requirements to donors including:

  1. Support the tracking of funds received and the process of extending/amending donor agreements.
  2. Regular liaison with donor and HQ counterparts to address issues around grant negotiation and donor compliance.
  3. Support oversight on financial grant management in collaboration with program and budget colleagues, including flagging issues related to outstanding grant balances, fast approaching grant expiration, utilization of funds according to donor requirements, etc.
  4. For multi-sector proposals, provide monitoring and support to Chiefs of Section on contribution management, looking specifically at donor compliance.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Science, Political Science, Public Administration, International Relations, International Development, Communications or another relevant field.
  • A minimum of five years of relevant professional experience in one or more of the following areas is required: Public Affairs, Programme Management and Reporting, Resource Mobilization, External Relations.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
