Result of Service

In this position, the consultant will support: 1. Donor engagement and reporting a. Objective: contribute to the development of funding proposals and the required reports to donors, including the financial mechanism of the Convention, bilateral, multilateral, and private-sector channels, philanthropic sources as well as financial and in-kind contributions from the host organization(UNEP) and participants in the Network b. Outputs: Draft proposals to engage partners including financial institutions, private sector and philanthropic sources, and UNEP; reports to donors on the CTCN activities and results as per reporting requirements with inputs from the CTCN team 2. Private Sector Engagement a. Objective: Establish Partnerships with the Private Sector and Philanthropic organizations in line with UNEP’s policies and procedures. b. Outputs: 3. Liaise with the Advisory Board on relevant matters. a. Objective: contribute to the preparation and planning of the CTCN Advisory Board meetings in partnership with administrative staff b. Outputs: Liaise with relevant staff and consultants in preparation for the periodic assessment of the Technology Mechanism and other documents for the advisory board in relations to resource mobilization. 4. Implementation of Resource Mobilization Strategy a. Objective: Implement, Monitor and report on the resource mobilization strategy of CTCN b. Outputs: Liaise with relevant staff and consultants in preparation for the implementation of resource mobilization matters

Duties and Responsibilities

To support its resource mobilization efforts, the secretariat is looking for a consultant to respond to various reporting requirements to COP/CMA based on the CTCN’s Monitoring & Evaluation (M&E) framework and strengthen relationships with donors through strategic communication of the CTCN’s impacts and lessons learned. The consultant will be supervised by the Director of the CTCN.

Qualifications/special skills

• Advanced university degree (Master’s degree or equivalent) in environment studies; engineering, climate policy, or related area is required; • At least three (3) years relevant experience with national or international institutions dealing with climate change adaptation and mitigation issues, technology development, deployment and transfer is required • Experience in resource mobilization, development of partnership with private sector and philanthropic organization, is required. • Experience in drafting project and programme plans is an asset • Experience in drafting donor reports is an asset • Understanding and experience with UNFCCC related activities is an asset

Languages

• Fluency in written and spoken English is required.

Additional Information

The mission of the CTCN is "to stimulate technology cooperation and enhance the development and transfer of technologies and developing country parties at their request." The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement climate technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low-carbon and climate-resilient development in a manner consistent with the capabilities and priorities of recipient countries. At the 27th UN Conference of the Parties (COP 27) of the UNFCCC , the CTCN launched its third Programme of Work (2023-2027) and the first joint work programme with the Technology Executive Committee (TEC) to accelerate the deployment of transformative climate technologies in key areas including national systems of innovation (NSI), digitalization, energy system, water-energy-food nexus among others. At its twenty-second advisory board meeting, the board endorsed its updated Resource Mobilization and Partnership strategy and stressed the importance of communicating the impacts of the CTCN's work to donors for effective resource mobilization and diversification of its funding sources including the financial mechanism of the Convention, bilateral, multilateral, and private-sector channels, philanthropic sources as well as financial and in-kind contributions from the host organization(UNEP) and participants in the Network.
